Many options focused to ensure economic growth

WP – On the afternoon of September 7, four standing parties: Provincial Party Committee, Provincial People's Council, Provincial People's Committee, Fatherland Front had a meeting to evaluate the socio-economic situation and national defense and security in the eight months of 2020 and offered solutions for economic recovery for the remaining 4 months of the year.


Attending the meeting were Members of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of Provincial People's Council Nguyen PhuCuong; Deputy Secretary, Chairman of Provincial People's Committee Cao Tien Dung; Vice Chairman of the Provincial Fatherland Front Committee Bui QuangHuy, vice chairmen of the provincial People's Council and provincial People's Committee, and representatives of departments and localities.

Covid-19 affects many fields

 

At the meeting, Director of the Department of Planning and Investment Ho Van Ha said that because the second wave of coronavirus, the province's economic recovery slowed down. For example, service revenue decreased by nearly 9%; exports decreased by nearly 7%; foreign investment attraction only accounted for 63% over the same period of the last year, etc. Besides, the state budget revenue was low, the disbursement of public investment was slow. It is expected that the economic situation in the province from now to the end of the year will face many difficulties.

 

State budget revenue in the first eight months of 2020 reached more than 33.1 trillion VND, reaching 62% of the estimate and equaling 96% over the same period of the last year.

 

Revenue from import and export from the beginning of the year to the end of August 2020 reached 8.9 trillion dong, accounting for 51% of the year plan. It is estimated that in 2020, import and export revenue will only reach about 13 trillion VND. The reason for the sharp drop in import-export revenue is due to the Covid-19 pandemic, a lot of enterprises narrowed their import and export markets; in addition, a number of free trade agreements signed have taken effect, and deeply reduced or abolished tax lines also affected the budget revenues.

 

In the field of tourism, services are affected due to the implementation of social distancing, so the number of tourists coming to the province has decreased strongly with direct impact. Specifically, revenue from accommodation services reached more than 146 billion VND, decreased by over 32% over the same period of the last year; food service was nearly 9.6 thousand billion, went down more than 9.5%; travel services and tourism support activities went down 55%.

 

Foreign investment attraction of the province in the first 8 months of 2020 reached nearly 770 million USD, 37% lower than the same period in 2019. Due to the Covid-19 pandemic, many foreign investors could not come to Dong Nai for investment; in addition, the industrial land area of the province is very small.

Breakthrough with public investment

 

  At the meeting, the Provincial People's Committee proposed a number of key tasks for the remaining months of the year to make a breakthrough for production and business recovery. In particular, the province focuses on the dual goal of preventing the Covid-19 pandemic and developing the economy and society.

 

Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council Nguyen PhuCuong directed that localities shall quickly disburse public investment projects to soon complete and make breakthroughs in economic development. In the land planning, the planning of the sector being implemented shall be executed in synchronization to avoid intentionally deviating phases, causing difficulties, costs, and prolonging time for enterprises when implementing the project. If the province detects any of the above cases, it will be strictly handled to create a favorable investment environment.

 

Management and credit institutions are required to reschedule debts and reduce loan interest rates for businesses to reduce difficulties and create more potentials for recovery.

 

In the agricultural sector, Vice Chairman of the Provincial People's Committee Vo Van Chanh said that pig farming in Dong Nai has recovered quite well; up to now the number has reached 2.1 million individuals, contributing to ensuring pork for many southern provinces. However, in re-herding, attention should be paid to ensuring safe against diseases.

 

Chairman of the Provincial People's Committee Cao Tien Dung also asked localities, along with the Covid-19 pandemic prevention and fighting, to promptly implement land use planning and land use plans for approval at the end of 2020. As such, projects will not be affected to the progress.
