The Minister of Public Security has just issued Circular 58/2020 (called as Circular 58) regulating the process of granting and revoking registration, and number plates of road motor vehicles, effective from August 1, 2020. In which, the regulations on autos for transport services include: taxis, hi-tech cars, passenger cars and trucks required for yellow background number plates, black letters and numbers.

Automobile transport business will have its own number plate
Specifically, in Article 25 of Circular 58 regulating number plates newly-granted for automobile transport business (including passenger cars, trucks, traditional taxis, contract cars, and hi-tech cars) will be characterized by a yellow background, black letters and numbers; and the number plate series will be featured with one of the following 20 letters respectively: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T , U, V, X, Y, Z.
In addition, the size of number plates is also specified in Circular 58 as follows: domestic trailers, semi-trailers or similar structures that are locally assembled will be mounted with 2 short number plates with new dimensions of 165mm in height and 330mm in length. For specialized vehicles, when licensed by the authorities, will be changed to 2 number plates with a size of 110mm in height and 520mm in length, or 1 short number plate and 1 long number plate, at the expense of the owner.
Mr. Cao Van Hoang (residing in Long Binh Ward, Bien Hoa City) said that he had 2 trucks to transport the goods for the company as well as to transport construction materials. Currently, he was quite concerned about the process and procedures of changing the number plate from white to yellow, so he came there to grasp necessary regulations. Because he did not know clearly, he brought the car with him, when he arrived, he could not enter because the road leading to the office for number plates was congested. Similarly, Mr. Luc Ngoc Quynh (residing in Dong Hoa Commune, Trang Bom District) said that upon knowing the information about changing the white number plate to yellow, he arranged the work to go to the procedure. His car is mainly serviced so it usually circulates on the road. Therefore, if his number plate is changed early, it will be advantageous in business, avoiding unnecessary penalties.
According to Quynh, the number of people was too large, many were not invited in for a change. Many people could not wait and left, waiting to come back the next day. Meanwhile, some people coming from the distance still tried to wait for fear of losing time to travel many times.
Not only people and small business households, but many businesses are also interested in changing the color of number plates. Employees of a taxi company operating in Dong Nai shared that, from August 15, the company started to register for the change procedure. Since the company has more than 500 vehicles in operation, it has to be divided into several phases and up to now, 100 taxis have been accomplished. In the near future, the color of number plates will be changed for all of the company's taxi services.
Proactive implementation
According to Circular 58, the change of white number plates to yellow number plates, black number and number plate sizes for automobile transport business is applied from August 1 to 2020 and deadline for changes to yellow number plates is December 31, 2021.
Lieutenant Colonel Bui ThiVui, deputy captain of the registration and management team for road motor vehicles emphasized that only vehicles used for transport business are required to change their color plate background from white to yellow. Implementation time is long, lasting up to 17 months, so the implementation process is feasible, convenient for people and transport businesses.
According to Lieutenant Colonel Vui, in cases a new vehicle was registered, it would be very quick because the number plate was already in stock, vehicles owner could obtain one at once after registration. For cases of exchange, owners had to wait a certain time, about 5-7 days to make a number plate. It is not necessary to bring vehicles when going for the procedure, only having to bring vehicles along for mounting when receiving appointment for number plates. Changed number plates will keep their old number, only the background color of the number plates is changed and vehicle registration is not required to change.
Regarding this issue, the Traffic Police Department, the Ministry of Public Security have just sent an official letter to the police of the provinces and cities to implement a number of solutions to implement Circular No. 58. In which, the Traffic Police Department requested that the number plate change process would create maximum favorable conditions for people, not giving rise to procedures to be changed.
In particular, police in localities shall coordinate with businesses and organizations to review vehicles required to change number plates and can receive applications from district and commune levels. On that basis, the police will actively schedule appointments for organizations and businesses as the owners of vehicles to change their plates in the most convenient way for businesses.
