Vinh Tan domestic solid waste treatment plant in operation by the end of this year

At the request of the province, a domestic solid waste treatment plant with capacity of 450 tons/ day in Vinh Tan Commune (Vinh Cuu District) shall be completed and put into operation by the end of this year to reduce the rate of landfilling domestic solid waste of the whole province to under 15% according to the Provincial Party Committee's Resolution No. 14/NQ-TU 2020.

To operate the waste treatment plant at the end of November 2020

The Project of domestic and industrial waste treatment area in Vinh Tan Commune has been assigned by the province to Sonadezi Environment Joint Stock Company as an investor since 2014. After the adjustment in 2018, the project has an area of 21.7ha, with the total burial capacity of 1.2 million tons of waste, of which, domestic solid waste is 450 tons/ day.

In August 2020, the investor officially started construction of a domestic waste treatment plant with a capacity of 450 tons/ day. The commencement of this waste treatment plant is of great significance, as it will contribute to reducing the domestic solid waste burial rate to less than 15% according to the Provincial Party Committee's resolution.

Mr. Dang Minh Duc, Director of the Department of Natural Resources and Environment, advised that with a populous province like Dong Nai, regarding 100% domestic waste collection is ensured, in which it must be treated to reduce the rate of buried inert waste to under 15% is really tricky. However, with efforts of all branches and levels, up to now, the burial rate has reached below 30%, a fairly good rate in the context of the populous province. According to Mr. Duc, if the plant in Vinh Cuu District processing the waste into compost with a capacity of 450 tons per day comes into operation by the end of this year as committed by the investor, the rate of landfilling of domestic waste will be reduced to less than 15% according to the Provincial Party Committee's Resolution. Currently, the Department of Natural Resources and Environment and related units are monitoring and supervising the progress of the project.

Mr. Tran Anh Dung, General Director of Sonadezi Environmental Joint Stock Company, the investor of the project, said that up to now, the plant has completed about 3/4 of the construction and installation volume, in which, a refining and composting workshop has been completed. For the remaining workshops, the leachate treatment plant is expected to be completed this year. Machinery and equipment was imported to the site and installed on October 27; and foreign experts have also completed their isolation period for the Covid-19 pandemic prevention and fighting. It is expected to conduct tests by November 20 and operate officially by the beginning of December. At that time, 450 tons of waste per day (about 400 tons of Bien Hoa City and 100 tons of Vinh Cuu District) will be processed as compost, the rate of inert waste landfill will be less than 15%.

According to Mr. Dung, in the future, this treatment plant can increase its capacity to process 700 tons of domestic waste per day. Increasing the receiving capacity to reduce the pressure of domestic waste on the treatment plant in Quang Trung Commune (Thong Nhat District) and maintaining the rate of landfilling domestic solid waste below 15% will be implemented as required by the province.

In addition to the domestic waste treatment plant, the domestic and industrial waste treatment area in Vinh Tan Commune is also invested with in a sewage sludge treatment system in septic tanks with a capacity of 100m3/ day and night.

Mr. Tran Anh Dung said that, at present, in the province quite a lot of private enterprises and businesses are providing services of sludge collection from septic tanks, but no unit (including the licensed unit) has willingly assumed responsibility to treat this type of waste. The waste from septic tanks is characterized by both hazardous and epidemiological features, so its treatment process is quite complicated and expensive. If not handled properly according to the process, this waste can easily generate diseases and pose risks of environmental pollution.

It is expected that the septic tank sewage sludge treatment area will be completed and operated together with the waste treatment plant for fertilizers. This will be the first septic tank sludge treatment area according to the regulations of the Ministry of Natural Resources and Environment in the province. In the short term, the unit will start sludge treatment for industrial zones to reduce nitrogen emissions. This type of waste will then be collected in offices, apartments, hospitals, and households and re-treated to collection units in order to limit sneaky discharge of untreated sludge into the environment.

 According to the Department of Natural Resources and Environment, Dong Nai currently has 5 zones that are receiving and treating domestic solid waste, but only 2 areas that meet the standard of landfills below 15% as prescribed such as the waste treatment area in Quang Trung Commune (Thanh Nhat district), invested by Sonadezi Service Joint Stock Company with a treatment capacity of 1.1 thousand tons/ day, the rate of buried inert waste is 14.5%; the other is the waste treatment area in Tuc Trung Commune (Dinh Quan District) by Da Loc Construction Trading Co., Ltd., which handles about 110 tons/ day with the burial rate of 10%. The other areas are mainly handled by conventional landfills, which lead to waste of resources, costly collection costs, and numerous environmental consequences and failure to meet the province's requirements.
