Toll collection to suspend at Dong Nai Bridge BOT from 24-8

On August 20, Deputy Director General of Directorate for Roads of Vietnam Nguyen Xuan Cuong signed Document No. 5941/TCĐBVN-TC on the suspension of toll collection at Dong Nai Bridge Toll Station (Project on constructing new Dong Nai bridge and the two-end route from Tan Van intersection to the end point of the bypass of Bien Hoa city under the BOT format (Build - Operate - Transfer) which is located on on National Highway 1, Bien Hoa City, Dong Nai Province), starting from 13:30 on August 24.

Accordingly, the Directorate for Roads of Vietnam requires that the project owner – Construction Corporation No. 1 – shall be responsible for inspecting and supervising the toll collection, preventing negative signs in the process of preparing to suspend toll collection. And the said Investor must continue to manage and maintain its project, ensuring the route is operated smoothly and safely until the time of handover.

 

Under the contract and attached appendices between Directorate for Roads of Vietnam and the Investor, on the basis of provisional input data, the Directorate for Roads of Vietnam said that up to now, the project has basically paid back. However, this project still has many outstanding issues and problems such as: the loan interest for the construction period of the project has not been agreed upon by the Ministry of Transport.

 

In addition, at present, the Investor has not yet provided inadequate disbursement documents for the project (including debit notes of cash flow with nearly VND 13 billion; credit notes of cash flow with more than VND 7 billion); competent authorities’ guiding documents on this issue are not specific. Directorate for Roads of Vietnam does not have enough grounds to adjust the project's financial plan, so the Directorate for Roads of Vietnam does not have sufficient basis to adjust the project's financial plan.

 

Therefore, in order to have a basis for calculating and determining the exact stopping date of the project, the Directorate for Roads of Vietnam requires the suspension of toll collection at the Dong Nai Bridge BOT Toll Station. Meanwhile, it is required that the Investor shall be responsible for public announce the suspension of toll collection on the mass media and at the toll booths; strengthening the inspection and supervision of toll collection, not letting negative phenomena occur in the process of preparing to stop the collection at the toll booths, etc.

 

For vehicle owners who have purchased a monthly ticket with a valid fund, Directorate for Roads of Vietnam requires the Investor to calculate the remaining amount to refund to the customer, while making a record of the settlement of the refunded amount to determine the exact amount of the road service charge in August 2020. The Dong Nai Bridge toll station project has been proposed by the State Audit to reduce the toll collection time from 7 years to 8 months and 16 days, instead of 18 years and 4 months 10 days as in the contract. The reason is that the Investor has incorrectly calculated vehicle traffic and incorrectly determined the total investment.

 

The new Dong Nai bridge BOT project includes items of Tan Van intersection, new Dong Nai bridge, Vung Tau intersection, upgrading old Dong Nai bridge and consolidation road connecting to the project. The project was started in June 2008 with a total investment of more than VND 1,870 billion.
