Focus on Resettlement Areas

​No shortage of resources

Bien Hoa City is currently one of the localities with many key works and projects that are being implemented such as: project on building roads, embankments and parks along Dong Nai river (section from Hoa An bridge to bordering Vinh Cuu District); project on building central trunk road of Bien Hoa City (section from Vo Thi Sau street to Dang Van Chon street); project on building embankment of the Cai River (section from Ha Huy Giap street to Tran Quoc Toan street); Huong Lo 2 Street, Vam Cai Sut Bridge, etc. Although it has been implemented for many years, most of these projects are currently behind schedule. One of the reasons leading to this situation is the slow construction of resettlement areas to arrange resettlement for people in the project area.

According to the plan, to arrange resettlement for people during the implementation of projects, Bien Hoa City has planned to build 8 resettlement areas, including: Resettlement area in Thong Nhat and Tan Mai wards; Resettlement area in Thong Nhat and Tan Mai 2 wards; Resettlement Area in Tam Hiep Ward; Resettlement Area in Binh Da Ward; Hiep Hoa Residential& Resettlement Area; Buu Long Resettlement Area; Residential, commercial and resettlement area of Buu Long ward and Hoa An ward's resettlement urban area (including Hoa An residential & resettlement area 1,2,3).

Up to now, apart from the Buu Long resettlement area constructed by Dong Nai Housing Joint-Stock Company, all the remaining 7 resettlement areas are still in the process of completing the procedures.

Vice Chairman of Bien Hoa City People's Committee Huynh Tan Loc said that out of the remaining 7 resettlement areas, only Hiep Hoa resettlement area has completed land inventory, and city leaders are focussing on the work of land traceability. As for the remaining resettlement areas, which are still in the process of counting, adjusting the planning and actual survey. In which, there are 2 resettlement areas in Tam Hiep ward and Binh Da ward which have completed the tally work with the total number of relocated and cleared households is 374 households. “For these 2 resettlement areas, city leaders are also implementing the work of land origin verification, while setting up the procedures to determine land compensation for the project to be transferred to DONRE for appraisal and approval. It is expected that both these two jobs will be completed in July” - Mr. Huynh Tan Loc said.

Chairman of the Provincial Vocational Committee Cao Tien Dung said that over the past time, the province has put many resources, mechanisms and solutions for Bien Hoa City to build resettlement areas. With the urgent requirement of progress as well as the role of promoting socio-economic development, the spending of resources to build resettlement areas serving key projects and projects in Bien Hoa city will continue to be given special priority.

Chairman of the Provincial People's Committee Cao Tien Dung affirmed: “Currently, there is no shortage of money for Bien Hoa City to build resettlement areas”. Specifically, at present, in the provincial budget, there is still more than 4 trillion of revenue collected from land auction in 2019. By 2020, the province plans to gain an additional 3 trillion dong from land auction. All of these money are for development investment purposes. The Provincial People's Committee is also willing to lend money to Bien Hoa City from this capital to build resettlement areas, thereby speeding up the progress of key works and projects in the area.

03 resettlement areas must be started in 2020

Recently, at the meeting with the People's Committee of Bien Hoa City and other authorities, Chairman of the Provincial People's Committee Cao Tien Dung asked the city to start construction of 3 resettlement areas in 2020. Specifically, Chairman of the Provincial People's Committee Cao Tien Dung asked Bien Hoa City to focus all of its forces to quickly implement the compensation, site clearance and construction drawing design, cost estimates, bidding to select construction contractors to start construction of 3 resettlement areas, including: Resettlement area in Thong Nhat and Tan Mai wards; Resettlement area in Thong Nhat and Tan Mai 2 wards; Resettlement Area in Tam Hiep Ward to commence construction in 2020. “The People's Committee of Bien Hoa City is responsible for reporting monthly progress to submit to the Provincial People's Committee for consideration and direction” - Chairman of Provincial People's Committee Cao Tien Dung requested.

According to Mr. Huynh Tan Loc, over the past time, Bien Hoa city has worked and was agreed upon by the DONRE on the implementation of land allocation in phases to be able to commence the above resettlement areas as soon as possible. In fact, in the three resettlement areas mentioned above, about 40-50% of the area is vacant land. Therefore, Bien Hoa City will give priority to completing the procedures to start construction in advance in these vacant land areas. “According to the rules of projects, including projects to build resettlement areas, the entire land area must be handed over at the same time to commence. However, the above procedures for the construction of resettlement sites are not applicable. Therefore, the city has submitted a recommendation and was agreed to by the DONRE to allocate land in batches so that the construction can be started early in said vacant land area” - Mr. Huynh Tan Loc said.

In order to speed up the construction progress of resettlement areas, the Provincial People's Committee has also approved the proposal of the People's Committee of Bien Hoa City. Chairman of the Provincial People's Committee Cao Tien Dung said that, in the short term, Bien Hoa city needs to start construction first in the vacant land to meet the resettlement needs before continuing to carry out the next work.
