Strongly developing Energy Projects

In the land use plan in 2020, Dong Nai spends more than 140 hectares to implement 54 energy projects to ensure electricity demand for production and daily life of the province, region and country.​


 

According to Dong Nai People’s Committee, most of the energy projects are located in nearby districts and within Bien Hoa City and Long Khanh City. However, the most concentrated place of such projects are Nhon Trach district (16 projects), Bien Hoa city (9 projects), Trang Bom district (7 projects), and Long Thanh district (5 projects).

More deployment of energy projects

 

Currently, Dong Nai province is implementing many energy projects at the same time, mainly making power stations, power poles and power grids. The localities, in addition to implementing projects and works in other fields, meanwhile, compensation and ground clearance are also carrying out for power projects to ensure supply sources for IZs, local residents and neighboring provinces.

 

Vice Chairman of Bien Hoa City People's Committee Huynh Tan Loc said: “Bien Hoa city is conducting site clearance compensation to do a number of provincial and national energy projects. This is a city project that prioritizes compensation for land acquisition for project owners to implement on schedule and on schedule”. However, land acquisition in Bien Hoa City, other districts and cities is quite difficult because many people do not agree with the compensation price for land, crops and assets attached to land.

 

For example, in An Phuoc commune (Long Thanh district), there is a power line project passes through some of the people's orchards, and compensation for the removed crops is estimated to be roughly equal to the amount harvested per year. Therefore, many people did not agree with that solution. Because if the fruit trees are cut down, people could be permanently lost their income; thereby compensation prices should be estimated not to cause much loss to the people whose land is acquired.

 

Correspondingly, Trang Bom District People's Committee Vice Chairman Le Huu Dang shared: “In Trang Bom district, according to the land use plan in 2020, the district will have to acquire clean land and hand over 10 hectares to the investor for 7 energy projects. In particular, there are a number of projects implementing power poles for the national grid and low voltage station to ensure power source for Giang Dien Industrial Park. However, the biggest difficulty facing the districts is the compensation work because the people believe that the compensation price is low”. Therefore, Trang Bom district is mobilizing people to receive compensation money and allocate land to construction units.

 

Dong Nai is home to many national and regional energy projects, so the burden of compensation and site clearance is quite large.

 

Priority for energy projects

 

In the land use planning period 2021-2030, Dong Nai will continue to spend a lot of land to implement energy projects. In particular, there will be a priority for clean energy projects to contribute to securing power sources for the province and the southern region.

 

According to Vice Chairman of the Provincial People's Committee Tran Van Vinh, the province is calling on domestic and foreign businesses to invest in solar power generation. This is a source of clean energy with great potential but not being exploited much. Recently, many enterprises have come to the province to learn about and plan to invest in large energy projects with a total capital of up to thousands of billions VND.

 

In the immediate future in 2021, the project to expand Tri An Hydropower Plant will be started with a total investment of over VND 3,700 billion.

 

Mr. Vo Tan Nhan, Director of Tri An Hydropower Company, said: “Vietnam Electricity has been granted a license to invest in Tri An hydroelectric plant expansion projetc in Vinh Cuu district. The expanded Tri An Hydropower Project is expected to be completed and put into operation by 2025, the plant's capacity will increase by 200MW.”

 

In the coming period, Dong Nai will develop and expand more IZs, trade centers, urban areas such as Long Thanh International Airport, which will increase the electricity demand. Land planning for energy projects is in line with local development requirements. At the same time, the province will have careful calculation so that the process of developing energy projects is favorable, without having to wait for the adjustment of land use planning.

 

Deputy Director of Department of Industry and Trade Thai Thanh Phong said: “The Department will coordinate with localities to implement land fund planning for energy development projects to meet the needs of socio-economic development for the coming period. The above plans will be integrated into the provincial plan”. Therefore, in the coming period, in addition to reserving land for energy projects, Dong Nai will also take advantage of the space above large lakes and industrial parks to deploy solar power projects.
