Settlement of Administrative Procedures in response to COVID-19 pandemic

Dong Nai has recorded its 2 cases of COVID-19 infection cases linked to Da Nang outbreak. To ensure safety of residents, leaders of province and localities have issued many documents to implement many measures recommending people to be cautious, especially when going to crowded places.

Safety in public

 

The provincial public administration center and the local OSS office are places where many people come to contact for work and do administrative procedures every day. Immediately after getting information about new infection cases of COVID-19 in Da Nang City, Quang Ngai province, these places have immediately posted notices, requireing those who come to administrative procedures to wear masks, wash hands with antiseptic, have their body-temperature measured before entering the center.

 

Ms. Nguyen Thi Thanh Thao, director of the Provincial Public Administration Center, said that compared to before the outbreak came back, the center now welcomes about 400-450 visitors per day to handle administrative procedures. When entering the central gate, individuals and organizations are instructed by security guards to prevent epidemic measures such as temperature measurement, wearing masks, etc.

 

When entering the area of the inner counters, individuals and organizations are also issued medical declaration forms. According to Ms. Thao, this tasks helps people comply with epidemic prevention measures and avoid risks; If a disease is detected, functional branches will easily have intervention measures, trace back, localize epidemic outbreaks, etc.

 

The center is equipped with a disinfection chamber located at the door, when people come to settle administrative procedures, when coming to handle administrative procedures, individuals and organizations will be instructed to enter the whole-body sterilization chamber for about 3-5 seconds before entering to contact in the center's departments.”

 

 

Pham Thi Thanh Binh, security guard at the Public Administration Center, said that when organizations and individuals came to the center, we measured their body temperature, reminded they to wear masks and instructed to enter the sterilization chamber to ensure safety. Mrs. Binh said: “At first, people were surprised when they entered the sterilization chamber. We had to explain to the people that this is one of the safety measures in public places”, etc.

 

To contact for a criminal record, after stepping out from the sterilization room at the center, Mr. Nguyen Van Bau said that, in the face of the complicated progress of the epidemic, the careful guidance of epidemic prevention measures and the whole body disinfection will ensure safety for individuals and organizations when entering public places. “I am very satisfied with the enthusiasm and do not mind when implementing epidemic prevention measures” – said Mr. Bau.

 

More solutions in preveting pandemic

 

According to Ms. Thao, since the cases of the disease broke out again, the Provincial People's Committee and the Provincial Steering Committee for epidemic prevention and control have promptly issued many documents to support people in epidemic prevention. In these documents, the Chairman of the Provincial People's Committee asked the Office of the Provincial People's Committee, the People's Committee of districts and city to direct the provincial public administrative center and the OSS division at all levels to coordinate the Switchboard line (0251) 1022, and post offices continue to propagate public services and public postal services; To encourage people and businesses to apply online or submit and receive results via the public postal service; Based on the actual situation to arrange appropriate civil servants in receiving and handling administrative procedures according to regulations; while ensuring measures for safety and hygiene, prevention and fighting against epidemics and diseases; To ensure epidemic prevention, the staff at the center must be exemplary, well implement measures to prevent epidemics. Thereby, it helps civil servants feel secure to prevent epidemics and create confidence for the people and organize the good implementation of epidemic prevention measures when they come to perform administrative procedures.

 

In Xuan Loc District, Vice Chairman of the District People's Committee Huynh Thi Lanh said that the District People's Committee and the District Steering Committee should continue to propagate the epidemic prevention work on the mass media system, through district radio channels and communes and towns; To hang banners and slogans promoting epidemic prevention at the OSS office of districts, communes and towns; To coordinate with the post office in receiving dossiers by public postal services combined with online public services, through switchboard 1022 to receive, process and promptly return results to organizations and individuals.

“From these solutions, from the beginning of the year until now, the district has received and processed more than 4.5 thousand online records at level 3. Receiving, transmitting and returning results by post for the public benefit of more than 6.5 thousand records, which creating satisfaction for individuals and organizations and contributing to disease prevention” - Comrade Huynh Thi Lanh said.

 

As of August 6, the Long Thanh district OSS department received and processed documents correctly and before the deadline reached 97.46%. To ensure safety of epidemic prevention, the District People's Committee and the District Steering Committee for epidemic prevention and control have simultaneously implemented many solutions at the district OSS and communes and towns.

Vice Chairman of the People's Committee of Long Thanh District Nguyen Thi Thuy Linh said that the OSS of districts & communes have propagated and encouraged people to apply dossier online through public services and public postal services. For cases that must be handled directly, people must be instructed to strictly comply with regulations on epidemic prevention such as wearing masks, washing hands, measuring body temperature according to directions, from province to district levels.

 

Vice Chairman of People's Committee of Trang Dai Ward, Bien Hoa City, Duong Kim Truc said that the OSS in its ward frequently reminded individuals of organizations to use epidemic prevention measures. At the same time, these days, when people come to settle administrative procedures, they are all measured body temperature, issued medical declaration forms, queued in order of interval, and so on.

 

The COVID-19 epidemic to have complicated development, tends to spread strongly and has no preventive vaccine. To adapt to work during this pandemic, when going to public places, crowded with people, public administrative centers or OSS office, people should take good measures to prevent epidemics to ensure health for themselves and the community. In particular, wearing masks, regularly washing hands and disinfecting, measuring body-temperature ... are considered the most effective way to adapt to such pandemic at this time.
