Tightening Management of Illegal Construction

Dong Nai currently has 11 municipalities; and the province's goal is to step by step elevate itself for contribute to improving the material and spiritual life of the people in the region. Along with that, the province's government also aims to build a green, civilized, modern city and to form intelligent urban areas. In order to well achieve above objectives, attached localities must well implement the land use and construction planning.

Vice Chairman of Long Khanh City People's Committee Do Chanh Quang said: “Long Khanh requires wards and communes leadership to strictly manage construction. People, businesses want to build houses, factories must be in accordance with the newly licensed planning implementation. If the local people or businesses want to build houses or factories, they must conform to the newly licensed plans”. Also according to Mr. Quang, the city is tightly controlled on construction to develop in the right direction and set targets, avoiding disrupting the city's architecture.

In the future, the province will have five provincial cities namely Bien Hoa, Long Khanh, Nhon Trach, Long Thanh and Trang Bom. Therefore, the planning and investment of construction capital of works and projects must conform to the land use planning and construction planning which ensure its urban aesthetic.

Mr. Nguyen Son Hung, Standing Vice Chairman of the provincial People's Council, said that all localities have good investment and management of urban areas. Many municipalities have gradually improved the required criteria of urban areas. Management of construction works, housing in urban areas is also concerned by the district and city leaders to ensure the planning.

 *Assigning responsibilities to People's Committees of communes and wards

The leaders of districts, Bien Hoa City, Long Khanh City all assign land management, construction directly to the People's Committee of communes, wards and towns. If the leaders of wards, communes and townships arise a situation of subdivision, sale of land plots or illegal construction, the presidents of People's Committees of such wards, communes and townships shall take responsibility. Areas that are prone to illegal construction are densely populated areas and located near industrial zones in Bien Hoa City, Vinh Cuu District, Trang Bom, Long Thanh and Nhon Trach.

Chairman of Long Thanh District People's Committee Vo Tan Duc shared: “The district management strictly manages the division of plots in the area and assigns the leaders of the People's Committees of the communes and townships to be directly responsible for the illegal subdivision, land sale and construction. Therefore, the situation of parcel splitting, subdivision, background sale and illegal construction in the district has greatly reduced. Also, leaders of communes and towns promptly detect violations for handling”.

For Vinh Cuu District and areas near industrial parks such as Thanh Phu, Tan Binh, Thien Tan, Binh Hoa and Vinh Tan communes, the permit for splitting land and construction is also carefully reviewed to minimize the situation of unauthorized construction. Trang Bom district is home to 4 industrial parks, so the laborers come here to work quite a lot, and the need to buy land and build houses also increases greatly. The residential projects are cost from VND 1-1.5 billion/background/plot, which beyond the ability of workers; There were many people who tried to buy cheap agricultural land lots and surreptitiously built illegal houses. Therefore, the management of land and construction are quite difficult.

“From a few years ago, Trang Bom District has issued regulations that presidents of People's Committees of communes and towns to subdivide, sell agricultural land, illegal construction in the area will be disciplined. This regulation forced communes and towns leadership to tightly manage land and construction to ensure the planning of rural and urban areas. The goal in the next few years, Trang Bom District will be upgraded to town level and continue to strive to become a city. Vice Chairman Trang Bom District People's Committee Le Huu Dang said.
