As one of the leading localities in the country in developing industrial zones and clusters, but Dong Nai has not had major environmental problems in industrial production in recent years.
Mr. Tran Trong Toan, Director of the Environmental Protection Sub-Department said that it was due to the synchronous implementation of solutions to propagate, mobilize, inspect, invest funds for environmental protection and the participation of agencies, departments, branches, People's Committees of districts and cities, thereby its industrial production environment is strictly controlled.
In terms of investment attraction, in recent years, Dong Nai has prioritized the attraction of environmentally friendly projects, high-tech industrial projects, which use less labor force; while resolutely rejecting projects that do not meet environmental criteria. The province assigns the Department of Natural Resources and Environment and Dong Nai Industrial Zones Authority to appraise and evaluate business registration documents and environmental impact assessment reports, commitments to environmental protection of domestic and foreign investors, including industrial real estate infrastructure investors; not to attract investment in industrial zones that do not yet have a centralized wastewater treatment plant. For enterprises who have been doing business for a long time, the province should encourage and facilitate them to change their production lines, limit the generation of waste water and emissions.
Along with the above, the province has invested in a series of works and projects to minimize the risk of environmental pollution, manage waste resources in industrial zones and clusters. Typically, the investment in the centralized wastewater treatment plant system, the automatic water and exhaust gas monitoring network, the drainage canal system along the corridor of industrial zones and clusters.
Towards sustainable industrial development
Thanks to the synchronous implementation of solutions for many years, up to now, 31/32 industrial zones in operation have completed the construction of wastewater treatment plants, more than 1,2,000 enterprises have connected a and about 77% of wastewater (nearly 100 thousand m3/day and night) in industrial production is sent to the centralized wastewater treatment area.
In terms of emissions, most businesses and production facilities currently generating large emissions are equipped with air filtration and reduction systems as required. In addition, the Department of Natural Resources and Environment has installed at least 4 monitoring positions in each industrial zone or cluster to control the air environment.
Regarding solutions to sustainable environmental protection in industrial production, Mr. Dang Minh Duc - Director of Department of Natural Resources and Environment said that it is necessary to promote communication and education to raise awareness and sense of responsibility of the business community for environmental protection, completing the network of wastewater treatment plants, automatic water and air monitoring systems in industrial zones and clusters; In addition, enhancing inspection and supervision of wastewater connection of enterprises and operation of industrial wastewater treatment plants and industrial waste collection and treatment, "tightening" the appraisal of business registration dossiers, reports on environmental impact assessment of new investors and have strong sanctions against enterprises to occur environmental pollution.
Deputy Head of Dong Nai Industrial Zones Authority Le Van Danh said that the Dong Nai Industrial Zones Authority is implementing three projects to enhance the management and monitoring of the environment in industrial zones, which are: Scheme of installing surveillance cameras in centralized wastewater treatment plants of industrial zones, Overall evaluation scheme of centralized and wastewater treatment plants and Project of building eco-industrial park. These are 3 important projects towards green industrial production in the future.
Vice Chairman of the Provincial People's Committee Vo Van Chanh said that in the coming time, Dong Nai will continue to have a more determined policy to protect the environment and ensure sustainable development. It is only allowed to expand the industrial park when environmental conditions are met; limit investment attraction in industries with high risk of environmental pollution; invest in the installation of automatic monitoring stations of wastewater and exhaust gas to ensure quality control of water and air sources into the environment.
