After considering the recommendations of the Department of Industry and Trade, the Provincial People's Committee has made a written request to the People's Committees of districts and cities in the province and related departments, branches and units based on the recommendations of the Department of Industry and Trade to apply, implement the prevention and control of the Covid-19 epidemic at wholesale markets, retail markets in each location and unit in accordance with regulations. The Provincial People's Committee assigned the Department of Industry and Trade to guide, monitor and urge localities and units to implement the regulation.

Carefully review the temporary markets
Previously, in order to organize and implement the prevention and control of the Covid-19 epidemic at wholesale markets and retail markets in the province according to the guidance of the Ministry of Health, to be unified, synchronous and transparent, specific and effective manner in the province, the Department of Industry and Trade has proposed to the Provincial People's Committee to consider and approve from 12:00 on July 25, 2021, all markets (including food selling stores, essential foods established by the locality) in the province are only allowed to operate after being checked and assessed to ensure the Covid-19 prevention and control plan for the market (in terms of area and safe conditions upon the Document No. 5858/BYT-MT dated July 21, 2021 of the Ministry of Health on guiding the prevention and control of Covid-19 epidemic at markets for localities during the application period of Directive No. 16/CT-TTg of the Prime Minister) and only trade in essential items and necessities on the list as prescribed.
For localities that have markets but are temporarily closed due to unsafe conditions to prevent and control the Covid-19 epidemic or areas where there are no markets or convenient store, it is proposed to assign the district-level People's Committee to urgently conduct a survey, evaluate and decide on a location to establish a location of sale of food and essential food during the time of social distancing in order to ensure safety and meet the consumption needs of the people.
In addition, in order to limit people going out of their homes, to minimize the density of people entering the market (including food and essential food stores established by the locality) to ensure the regulations on prevention and control of the Covid-19 epidemic, and to quickly solve the time for people to buy essential goods, the Department of Industry and Trade proposed to the local People's Committees to assign the People's Committees of communes and wards to urgently issue market access cards to people in the area according to the Document No. 5858/ MOH-MT of the Ministry of Health.

Instructions for implementation at wholesale markets and retail markets
On the morning of July 25, the Department of Industry and Trade sent a document to the People's Committees of districts, cities and market management organizations in the province on guiding the implementation of Covid-19 prevention and control at wholesale markets, and retail markets during the application period of Directive No. 16/CT-TTg.
Accordingly, for the management at the market or the place to replace the market, the Department of Industry and Trade proposes to organize the managers of the markets or the places to replace the market, which need to hold a meeting to agree on the number of households and individual business in accordance with the actual situation in the locality, in which priority is given to selecting business households and individuals in the following order:
(1) Households and individuals doing business registered with a residence (permanent residence) address in the same commune, ward or township;
(2) Fixed business households and individuals having a residence (permanent residence) address in the same commune, ward or township;
(3) Young business households and individuals (depending on the actual situation to impose the appropriate age), have no background diseases and have a residence (permanent residence) address in the same commune, ward or township;
(4) Non-cash payment (payment via card, smart mobile device, e-wallet...);
(5) Have a smartphone installed and always open the Bluezone application. In case, the number of registered households and individuals is selected with a large number, arrange the business alternately on even and odd days to minimize the number of people interacting. At the same time, publicize the information of officials, managers, households and individuals who are operating at the market or at a replacement location for the market.
The process that customer entering the market or replaced market (applicable to the number of business households and individuals with 10 or more people) is to follow 3 steps:
Step 1: Check body temperature, disinfect hands, wear a mask; check the medical declaration by scanning the QR code at the quarantine point or on the VHD application or declaring it on paper; inspect, recall and manage according to the guidance of the Ministry of Health.
Step 2: move 1 way to make purchases and pay money (recommended non-cash payment).
Step 3: Move in one direction out.
For the People's Committees of districts and cities in the province, the Department of Industry and Trade proposes to urgently implement measures to prevent and control the Covid-19 epidemic at wholesale markets and retail markets during the application of Directive No. 16/ CT-TTg under the direction of the Ministry of Health, the Ministry of Industry and Trade, the Provincial People's Committee and the guidance of the Department of Industry and Trade. In particular, notify and organize the arrangement, approval, inspection and supervision of markets in the area during the period of application of Directive No. 16/CT-TTg, which are allowed to trade in the essential goods according to regulations.
