Add some contents related to registration of vehicle identification card with QR Code.

​Accordingly, in order to continue implementing convenient solutions for transport units in registering the vehicle identification paper (card) with QR Code (hereinafter referred to as the vehicle identification card) to be prioritized for operation. On the "Green laness" of transport in localities applying Directive No. 16/CT-TTg of the Prime Minister, the Departments of Transport of the provinces and centrally-run cities shall issue documents guiding the transport units in the locality about the vehicles could be registered with the vehicle identification card on the software as follows:

Trucks, tractors, container trucks and specialized vehicles for transporting essential goods according to the guidance in Document No. 4349/BCT-TTTN dated July 21, 2021 of the Ministry of Industry and Trade on essential goods and services; Other essential goods under the guidance of the People's Committees of the provinces and centrally-run cities (the places receiving the essential goods) or the focal agencies designated by the People's Committee of the province or city directly under the Central Government; Goods serving production and business activities are not suspended or banned under the direction of the provincial People's Committee, the Steering Committee for Covid-19 disease prevention and control of the province or centrally-run cities.

For buses to transport workers and experts of production and business establishments, they are not stopped or banned from operating under the direction of the People's Committee of the province, the Steering Committee for the prevention and control of the Covid-19 epidemic of the province or city.

The unit registering the vehicle identification cards that selects one of the above-mentioned transport objects must commit to and take responsibility before law for the accuracy of the information declared upon registration, and at the same time perform the following tasks: according to the registered contents; strictly comply with regulations on prevention and control of the Covid-19 epidemic according to the regulations of the Ministry of Health.

The agency that receives and registers the vehicle identification card: Department of Transport of the province or city where the transport unit registers its business or the Department of Transport of the province or city of destination (places of unload goods or drop off passengers).

Transport units register according to the following steps: Select the Department of Transport where the transport unit registers its business or the Department of Transport at the destination (places of unload goods or drop off passengers) to submit an application for registration of a vehicle identification card on the software at the address: www.luongxanh.drvn.gov.vn

For buses to transport workers and experts of production and business establishments, they are not stopped or banned from operating under the direction of the People's Committee of the province, the Steering Committee for the prevention and control of the Covid-19 epidemic of the provinces, centrally-run cities: Request the Department of Transport to advise the Provincial People's Committee and the Steering Committee on Covid-19 disease prevention and control of the provinces and centrally-run cities to assign local competent agencies (Department of Industry and Trade); Industrial Zones Authorities, Export Processing Zones Authorities; People's Committees of districts, ...) act as the focal agency to receive registration of vehicle identification cards of the companies in the area to send to the local Department of Transport for application.
