Continuing to implement the social distancing according to the Directive No. 16 from 0:00, September 01 to the end of September 15

The Chairman of the Provincial People’s Committee has sent a document to the departments, agencies, branches, provincial mass organizationsthe Provincial Public Security; the Provincial Military Command; the People's Committees of districts and cities; the enterprises, production and business establishments in the province; the newspapers and radio stations under the province on continuing to strengthen the implementation of the social distancing measures in the prevention and control of the Covid-19 epidemic.

Accordingly, the Chairman of the Provincial People's Committee requested to continue to apply the social distancing measures according to the Directive No. 16/CT-TTg of the Prime Minister of the Government and the Directive No. 15/CT-UBND of the Chairman of the Provincial People's Committee on drastic implementating the urgent measures in the Covid-19 epidemic prevention and control in the whole province from 0:00, September 01, 2021 to the end of September 15, 2021 in accordance with the principle: all people, families, hamlets/residential quarter, communes/wards, districts/cities shall be isolated from another. Asking people strictly follows the recommendation not to go out from 18:00 of the previous day to 6:00 of the next day.   

Implementing the measures of the Covid-19 epidemic prevention and control is for all enterprises, production and business establishments (hereinafter referred to as the enterprises) in the province according to one of three options: “3 things on the spot” (on-site production, on-site eating, on-site rest); “1 route, 2 stops” or flexibly applying the two options as mentioned above at the same time. The application period is from 0:00, September 01, 2021 to the end of September 15, 2021.

From 0:00 on September 01, 2021 to the end of September 15, 2021, all State agencies, units, socio-political organizations in Dong Nai Province; the Central agencies with headquarters in the province shall arrange the personnel to work at their headquarters not exceeding 01 per 04 of the total number of cadres, civil servants, public employees and employees of the units; the remaining cadres, civil servants, public employees and employees of the units working online from their homes in order to maintain operations and perform the tasks of the agencies or units. Particularly, for the advising divisions on the epidemic prevention and control or performing the special tasks alocated and arranged with appropriate numbers by the agencies and units to ensure the completion of tasks. The heads of units are responsible for managing the cadres, civil servants, public employees and employees (at the unit and working online at home) to ensure the completion of assigned tasks; ensure the epidemic prevention at the headquarters of agencies and issue the traveling permits (The Traveling Permit Forms No. 01 and 02 are attached). 

The units and enterprises in the province are responsible for providing the number and list of requests for issuance of the traveling permits, filling in all information on the form and the traveling permits (The Traveling Permit forms No. 03 and 04 are attached) and send it to the Provincial/District Public Security before September 05, 2021 for coordination in issuing and managing in order to ensure the strict compliance with the regulations (the sample list of requests for issuance of the traveling permits is attached), specifically: Provincial-level units send through the Traffic Police Division, the Provincial Public Securitythe District- and Commune-level units shall send it to the District-level Public Securitythe enterprises shall send it to the District-level Public Security where the enterprises are located in.

Unified to apply the new form of the traveling permits starts from 0:00 on September 07, 2021. The units, organizations and individuals that have registered and sent a list to the Provincial/District Public Security but do not yet have a new form of the traveling permits shall temporarily still use the old form (according to the Document No. 9162/UBND-KGVX dated August 03, 2021, the Document No. 9260/UBND-KGVX dated August 04, 2021 of the Provincial People's Committee) but can only be used until 8:00 on September 07, 2021. 

The Provincial Military Headquarters is assigned to strictly control the military forces in charge of ensuring national defense; the Covid-19 epidemic prevention and control in the province; the list to be sent to the Provincial Public Seccurity before September 03, 2021 for coordination in management.

The Department of Industry and Trade is assigned to be responsibile and coordinate with the Department of Transport in guiding and issuing the certificates for distribution systems (supermarkets, markets, chains of convenience stores, fixed selling points); delivery staffs of the units providing food, foodstuff, meals, implementing the control regulations (must have an employee card and a work certificate of the unit). Particularly, the goods forwarder (shipper) continues to implement according to the Official dispatch No. 4197/SCT-TM dated August 06, 2021 of the Department of Industry and Trade on guiding the movement of the team of goods forwarders during the period of the social distance implementation according to the Directive No. 16 of the Prime Minister of the Government, but they can only operate within 01 district, city in the province. Coordinating with the People's Committees of districts and cities ensures the supply of essential goods for people during the period of social distancing.

Assigning People's Committees of districts and cities coordinates with the Department of Industry and Trade in supplying the essential goods in the area; directing and assigning responsibilities to the People's Committees of communes, wards and townlets to implement the following contents: issuing the market permits to go to the market for households in the area under strict and scientific management, dividing the specific time frames in order to avoid the crowded gathering; each household is only issued 01 market permits for going to market per week; the market permits must show the information about the shopping points within the commune, ward or townlet. Issuing the certificates of performance of tasks to members of the community Covid-19 teams for trafficking in the operation area of ​​the commune, ward or townlet.
