From September 7: the Public Security issues new form of the traveling permits for 15 out of 19 subjects traveling on the road

​Previously, on August 31, 2021, the Chairman of the Provincial People's Committee issued the Document No. 10569/UBND-KGVX on continuing to strengthen the implementation of the social distancing measures in the prevention and control of the Covid-19 epidemic; In which, 16 groups of subjects trafficking on the road are required to have the traveling permits and 6 groups of subjects when trafficking without the traveling permits. The Provincial Public Security have issued some specific instructions on issuing the traveling permits to relevant agencies, units, enterprises and other subjects.  

Summary of the regulations on road movement (with additional updates) for 19 groups of subjects who are required to have the traveling permits and 11 groups of subjects who are allowed to traffic on the road but do not require the traveling permits. As follows:       

- Subjects must have the traveling permits:

- The subject groups are not required to have the traveling permits

1. The Public Security forces on duty to ensure the security and order, the Covid-19 epidemic prevention and control; Army forces on duty to ensure the national defense, the Covid-19 epidemic prevention and control. 

2. The forces of medical officials and staffs with the medical cards or traveling permits issued by the Department of Health or the heads of medical facilities. 

3. Members of the community Covid-19 Team (with a certificate from the Commune People's Committee); people go to get the Covid-19 vaccine (must have an appointment letter or a message from the health agency); people who are subject to emergency and participate in emergency treatment; regular medical examinees (must have an appointment or a message from the Hospital). 

4. People going to the quarantine and returning from the quarantine (must have a certificate of isolation completion); People go out to buy food, foodstuff and essential necessities in the area according to the regulations (must have the permits to go to the market issued by the Commune-level People's Committee, 01 ticket per 01 week per 01 household). 

5. Employees of the distribution system (supermarkets, markets, chains of convenience stores, fixed selling points); delivery staffs of units providing food, foodstuff, meals, medical equipments and materials supplying for the epidemic prevention and control (the Identification cards with QR codes operating in the Dong Nai Province issued by the Department of Transport, the Employee card or the ID card or the Citizen Identity card).   

6. Reporters and editors of the newspapers and radio stations performing political tasks in the province have the Journalist card. 

7. Persons who go to the Covid-19 test for work or health reasons must have the documents proving that they fall into the following cases: 

- People who have air tickets to go abroad and go to other provinces need to have the negative Covid-19 test result as a basis (with air ticket code within 03 days); 

- Drivers must have the negative Covid-19 test result as a basis to apply for a QR code for trucks that are allowed to operate. (The driver's license and vehicle certificate have been issued by the Department of Transport with a QR code or the expired test certificate of the order to dispatch the driver in charge of the unit's vehicle). All of the above cases must have a route to move from home to the suitable testing place. They must check the medical declaration via QR code.

8. Pharmacy staffs have the documents to prove their expertise and proof of workplace (wearing the medical protective equipments or medical clothes when trafficking on the road, having a labor contract with the pharmacy stores, the employee card, the ID card or the Citizen Identity card).

9. Pupils, students go to study abroad, people go to work abroad under the fixed-term contract: going to a health check, geting tested for the Covid-19 (must have an appointment letter, appointment schedule, message of the hospital) to do the procedures at the embassies of other countries (must have the letter, the appointment letter, the appointment schedule, the message from the embassy); going to the airport (must have the study abroad dossiers and electronic, paper air tickets or check-in code, etc.).     

10. People related to patients who is being treated at the hospitals (number: 01 people); there is a basis to prove the relationship with the patient and have the appropriate route from home to the hospital. 

11. For the enterprises, production and business establishments operating under one of the three options “03 things on the spot”; ”01 route, 2 stops” or applying the above two options at the same time, the enterprises must report it to the Dong Nai Industrial Zones Authority (for the enterprises in the industrial zones) or report to the Department of Labor, War  Invalids and Social Affairs in order to synthetize and send it to the Department of Transport for being issued the QR code participating in traffic.

PROCEDURES PROCESSING STEPS OF THE PUBLIC SECURITY AGENCIES

From September 3, 2021, the Traffic Police Division of the Provincial Public Security and the District Public Security will receive the dossiers and issue the traveling permits (valid from 0:00 on September 7, 2021 to 24:00 on September 15, 2021) according to the following 3-step procedures:  

Step 1: Organizations, units and enterprises belonging to the subject groups that are allowed to participate in traffic on the road must have the traveling permits issued by the Public Security based on actual requirements; the rate of being issued the traveling permits; decentralizing the issuance of traveling permits in order to make a list according to the form and fill information in the form No. 3 or 4 by themselves and send it to the departments, branches and District-level People's Committees for registration or directly send it to the Public Security agencies for the subjects No. 1, 2, 4, 6 of the Item I and the subjects No. 1, 4, 7, 12 of the Item II according to the Appendix on decentralization of the issuance of the traveling permits attached to the Document No. 2919/CAT-PV01 dated September 2, 2021 of the Provincial Public Security.   

Step 2: After receiving registrations from subjects, the departments, branches and People's Committees of districts and cities check the accuracy, base on actual requirements for the epidemic prevention and control, synthesize a list attached the traveling permits with filling in all information (the information, phone number of each subject) and send it to the Traffic Police Division of the Dong Nai Provincial Public Security or the Public Security of districts, the Long Khanh City and Bien Hoa City in order to sign, seal and issue the traveling permits.

Step 3: After receiving the registration, the Provincial Traffic Police Division and the Public Security of districts and cities check and verify the correct information, numbering the management order of the unit; sign and seal to issue the traveling permits; open the archival dossiers in accordance with the regulations of the Public Security sector and return the results of the issuance of the traveling permits directly to the agencies, units and enterprises at the headquarters of the Provincial Traffic Police Division or the headquarters of the Public Security of districts and cities (according to the information, contact phone of each subject). 

The traveling permits issued by the Provincial Traffic Police Division and the Public Security of districts and cities is valid within the route from the employee's residence to the workplace. The traveling permits has signs of being modified, erased, filled in with additional information, etc. after being issued by the Public Security agencies, it is considered invalid. The traveling permit users when participating in traffic will be handled according to the regulations of the law.

The Provincial publishes the form of the traveling permits No. 03, 04 with these instructions on the Provincial Public Security Portal (http://congan.dongnai.gov.vn) for the agencies, units and enterprise researching to implement.

The issuance of the new form of traveling permits is intended to strengthen the control of people's movement and at the same time, strictly control the issuance and usage of the traveling permitss to thoroughly implement the principle of the social distancing in accordance with Directive No. 16 of the Prime Minister of the Government (Attached: the Document No. 10569/UBND-KGVX dated August 31, 2021; list sample; 04 samples of the traveling permits;  the Document No. 10616/UBND-KGVX dated September 4, 2021;  the Document No. 2919/ CAT-PV01 dated September 2, 2021).
