According to the People's Committee of Bien Hoa City, since mid-2019, the city government has been testing the online “Bien Hoa SmartCity” application in 05 wards: Hiep Hoa, Trung Dung, Thanh Binh, Hoa Binh and Quyet Thang. Through this application, people can reflect on the problems related to the urban field, after receiving, the authorities will check and handle it.

By the end of 2020, the “Bien Hoa SmartCity” application was officially put into operation in 30 wards and communes. Thereby, people can seize the information about the traffic situation, social security, especially online reflection on problems of local urban order with images, position, etc. help the authorities promptly verify and handle.

Mr. Dinh Thien Luong (living in Tan Tien Ward) said: "On the afternoon of July 25, I sent a picture reflecting the backlog situation of waste causing the environmental pollution on Phan Trung Street by the “Bien Hoa Smartcity” application. After that, the authorities came down to solve it, and simultaniuosly also took pictures to respond to the results of my complaints on the application. This is a very good way to promptly handle the problems reported by people.”

According to the People's Committee of Bien Hoa City, currently, through the “Bien Hoa SmartCity” application, people can also reflect about non-compliant behaviors with the epidemic prevention and control or inadequacies in the local epidemic prevention, etc. From there, the authorized agencies and the local government of communes and wards will verify and handle. When reflecting the violations and shortcomings, people should record clips and send images through the application so that when verifying, the authorized agencies have basis to check and handle.

Specifically, on August 9, a resident in Ho Nai Ward reflected on the “Bien Hoa SmartCity” application about the situation of people not wearing masks in public places. The Ward People's Committee sent an official to verify and issue a decision to administratively sanction for that case within the same day. Or on July 25, a household in the Residential Quarter No. 4C, Trang Dai Ward reflected on the application that they had not received the market permits to go to the market. The Trang Dai Ward People's Committee checked, reviewed and issued the market permits to the people ever since.

Epidemic information is available

When the Covid-19 epidemic broke out in many localities in the province, many fake news appeared, affecting people's reception of information about the epidemic and causing panic and anxious psychology. In order to prevent the fake news and create an online channel to help people in Bien Hoa City seize the epidemic information promptly, over this month, the Bien Hoa City People's Committee has upgraded the “Bien Hoa SmartCity” application and updated to add the feature of the Covid-19 epidemic prevention and control.

Accordingly, the application has clearly updated the number of new infections and cases of each ward and commune; the number of concentrated isolation cases for home monitoring, death, and recovery, etc. In addition, the location of the patient's house, quarantine checkpoint, pharmacy, green zone, etc. is also clearly marked on the application, along with colored patches showing the level of disease risk in order to help people grasp visually and vividly about the epidemic situation during the day, around the resident area.

The Chief of the Bien Hoa City People's Committee Office Trieu Trung Tinh said that information on the epidemic situation is currently updated and announced on the “Bien Hoa Smartcity” application 3 times a day, at about 6:00, 12:00 and 20:00.

In mid-July 2021, the Bien Hoa City People's Committee also put into use the website coviddongnai.digigov.vn to provide information on the situation of the Covid-19 epidemic in Bien Hoa City. Thereby, it helps people avoid being confused by the fake information and erroneous information about the epidemic.
