Ensuring the prevention and control of the Covid-19 epidemic in transportation

In order to ensure the prevention and control of the Covid-19 epidemic, the Department of Transport has just issued a document on the transportation of goods, workers and experts at the enterprises, production and business establishments implementing the option of "3 things on the spot", "1 route, 2 stops" or flexible 2 options at the same time.

Authorized forces carry out the medical inspection for vehicles of the workers and experts

Accordingly, the Department of Transport requires the drivers and professional staffs accompanying the means of transport of goods to strictly comply with the epidemic prevention and control measures during the transportation process according to the regulations; bring the original of the negative test certificate for SARS-CoV-2 done within 3 days (72 hours since the test result has been available); make a medical declaration before commencing the journey and make sure to present the QR code of the medical declaration result (on the smartphone or suitable device or a paper copy) upon request. 

In addition, the Department of Transport also requires the drivers and people on the vehicles to limit leaving the vehicle's cabin. In case of leaving the vehicle's cabin, the "5K principle" must be strictly implemented; kept a safe distance of at least 2m when they contact with other people; performed hand sanitizer with over 60% alcohol or washed hands frequently with soap for at least 30 seconds; used the means of communication to directly contact. The goods forwarders (staffs) is responsible for loading and unloading the goods without contacting with the driver or the people on the vehicle; proactively arranging the locations, places to rest and temporarily stay for the drivers and people on vehicles while waiting for loading and unloading the goods in order to ensure the epidemic prevention and control according to the regulations.

For the activities transporting the workers and experts, the Department of Transport requests the drivers, workers and experts on the vehicle to make the medical declarations according to the regulations of the Ministry of Health and the local epidemic prevention and control requirements of the departure and destination places; make the medical declaration before starting the journey and strictly follow the “5K principle” during the journey; bring the original valid SARS-CoV-2 negative test certificate; self-monitor temperature and health daily, if there is symptoms of fever, cough, shortness of breath, fatigue, it must notify to the management units and health agencies for timely handling.

The Department of Transport also requires the drivers when trafficking the vehicles on the road to strictly follow the principle of "1 route, 2 stops", without stopping or parking along the road (excepting for the emergency cases); it must carry a list and strictly control the people accompanying the vehicles.
