According to the draft plan of the Provincial People's Committee from 0:00 on September 20, 2021, Dong Nai Province will implement the socio-economic activities in the new situation. The implementation of socio-economic activities in the new situation in Dong Nai Province is carried out according to the measures on the basis of regulations of the Central and Provincial governments on the prevention and control of the Covid-19 epidemic. In the immediate future, the "green zones" will be opened gradually and the "red zones" will remain the same.
According to the conclusion of the Secretary of the Provincial Party Committee, in the coming days, the number of F0 cases will continue to decrease by September 20 when Dong Nai Province gradually returns to a new normal in the "green zones". For cases arising in the community, if they are handled quickly and neatly, the situation will be fine, but if they are handled slowly, the situation will become more complicated.
Regarding the draft plan of the Provincial People's Committee on implementing the socio-economic activities in the new situation, the Secretary of the Provincial Party Committee proposed to pay attention to a number of issues. Specifically, the green zones must be well managed, the current epidemic map of the province shows that the green zones are basic and more, which is a good achievement after 02 months of the province implementing the social distancing. The protection of the green zones must be very strict, no internal or external access, only allowed to live in the area. When moving from the green zones to the green zones is fine, but it is not allowed to move from the green zones to the yellow, orange and red zones; if the people move from the green zones to the yellow, orange, red zones, they are not allowed go back to green zones.
The red, orange and yellow zones must be strictly managed as the Directive No. 16/CT-TTg and people there are not allowed to go out. The localities bordering Binh Duong Province and Ho Chi Minh City - where the red areas are serious, must be strictly protected. The localities must follow the new situation, strengthening the checkpoints among the green zones and the red, with yellow and orange zones; among Dong Nai province and Binh Duong Province and Ho Chi Minh City. Communes and wards must be re-arranged in the direction of ventilation for the green zones, but strict in the crossing points among the green zones and red, yellow and orange zones.
Controlling the risks arising the F0 cases, even in the green zone, it is still necessary to know where the risks of the F0 cases arise in order to timely take better preventive measures; not to gather in large numbers, not let the F0 cases arisen. Currently, those who go out must have a certificate of vaccination against Covid-19 and a negative test within the regulated time so that the activities will gradually return to the new normal state.
The districts and cities continue to pay attention to improving the operational efficiency of the health stations in order to help people in the health care and epidemic prevention and control. The green zones are still at risk of re-epidemic, so the health stations must advise and support people in the green zones if people have symptoms, the health stations must timely and promptly handle for people.
Based on the plan of the Provincial People's Committee, the districts and cities develop their own plans and direct each commune and ward to develop plans for the commune level strictly, feasibly and effectively. All plans of the communes and wards must be completed by September 15 in order to soon start preparing for the effective implementation of the new plan.
Regarding the vaccination, it is expected that by the end of September 14, the whole province will have injected nearly 1.8 million doses of vaccines; If the vaccination rate reaches the same speed as before, on September 20, the whole province will complete the vaccination for 2.3 million people over 18 years old according to the proposed plan and then the province will deploy the injection plan for 2nd dose. In the communes, wards or townlets with people over 18 years old who have not been injected the 1st dose, they should make a list to promptly inject the 1st dose for all people in the province.
