Overcoming difficulties to accomplish the missions and tasks planned

The Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Hong Linh gave a directive speech at the 5^th meeting of the Provincial Party Committee's Executive Committee on evaluating the implementation of goals and tasks of the Provincial Party Committee in the past 9 months taken place on October 1, 2021.

However, although facing difficulties from the epidemic, the province has mobilized the strengths of the whole Party Committee and the whole society to fight against the epidemic prevention and control and to take care of the social welfares carefully for the people, etc.

The key achievements

According to the Director of the Department of Planning and Investment Ho Van Ha, despite being heavily affected by the Covid-19 epidemic, with the initiative and proactive implementation of many response solutions of the Party Committee, the government, units, localities together with efforts and strengths of the enterprises and the whole people, the implementation of the Resolution No. 02-NQ/TU of the Provincial Party Committee has achieved some positive results. Notably, the exports in the province has been increased by 21.02% over the same period. The balance of trade in the goods in the first 09 months of 2021 is estimated to have a trade surplus of about US$2 billion.

So far, the state budget revenue has reached 104% of the year estimate with a total amount of VND48,938 billion, increasing by 25% over the same period. In which, the domestic revenue has been VND34,010 billion, reaching 100% of the year estimate and increasing by 17% over the same period. The foreign direct investment attraction has reached about US$991.1 million, increasing by 10.5% over the same period.

The Provincial Party Committee, Party Committees at all levels and the whole political system in the province have also focused on directing and implementing the social welfare works in order to prevent people from going hungry because of the epidemic. Accordingly, the province has promptly implemented the Resolution No. 68/NQ-CP of the Government on a number of policies to support the employees and employers facing the difficulties due to the Covid-19 epidemic. As of September 26, 2021, the province has supported over 225.7 thousand employees, over 4.3 thousand business households and over 8.9 thousand enterprises with a total amount of over VND509.6 billion. 

The province has also received and distributed the rice from the central support to the people facing the difficulties because of Covid-19 epidemic, called and mobilized the organizations and individuals to contribute to the Vaccine Funds, sponsored the equipments for the health sector, essential necessities for the people and supported the sending of about 8,000 people in need to their hometown for the epidemic prevention and control, etc.

Recently, the province has also timely supported 2,200 children in the difficult circumstances because of Covid-19 epidemic with a total amount of VND1.1 billion and supported the learning devices for them to study online.

In addition, the national defense and security works have also achieved many significant results.

Major General Vu Hong Van, the Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee and Director of the Provincial Public Security, said that the situation of political security and social order in the province has been maintained. The Provincial Public Security and Public Securities of the localities have ensured the security and safety of the election activities of delegations to the XV^th National Assembly and the People's Councils at all levels for the term of 2021 - 2026, opened the peak waves to fight and suppress the crimes, increased the patrolling, control and ensure traffic safety. In the past 9 months, the Public Security forces have strengthened the fight, prevention and handling of activities that take advantage of cyberspace to post and share the false information about the Covid-19 epidemic situation, and dismantled many criminal organizations, gangs, "black credits", gambling and drug crimes, etc. Thereby, the number of criminal offenses has decreased by 16.33% over the same period; the Public Security forces have fought, dismantled 63 gangs and groups of criminals from simple to complex, captured and handled 512 people.

Recently, the Provincial Public Security has successfully dismantled the special project with secret number No. 1220Q, seizing more than 50 kilograms of methamphetamines, 01 grenade, 01 gun, 10 bullets; This is the largest special project directly fought and seized a large amount of drugs by the Provincial Public Security.

In addition, from the beginning of the year, the Provincial Public Security have also carried out many other special projects, such as the special project No. 920G that has gone down in the history of the Judiciary sector with the amount of property distraint of more than VND01 trillion by the offenders and have prosecuted according to their competence over 70 defendants.

Along with the positive results in the fields of economy, culture - society, national defense and security, the Party building, government building and mass mobilization are carried out in accordance with the set requirements. So far, 16/16 Party Committees under the Provincial Party Committee and 100% of grassroots Party organizations have implemented to thoroughly study and propagate the Resolution No. XI of the Provincial Party Committee and the Resolution No. XIII of the Party to cadres and party members. After studying and thoroughly grasping, the Party committees have developed the action plans and programs to implement the Resolutions at their respective levels and been suitable to the characteristics of each locality in order to effectively implement the Resolutions of the Party Congresses at all levels.

The difficulties have still existed

In addition to the achieved results, there are still many difficulties due to the heavy impact of Covid-19 epidemic. Specifically, in the past 9 months, the industrial production index in the province only increased by 2.91%, this has been the lowest increase in recent years. Most enterprises have lacked the business capital and the raw materials (both the domestic and imported materials), producted and been the unsold inventory. In the Industrial Zones, 558 enterprises have temporarily suspended their operations due to the impact of Covid-19, with a total of 491,725 employees affected.

The disbursement of public investment capital has been slow and not met the requirements of the plan. The domestic investment attraction has been decreased, only by 53% over the same period; while the number of newly registered enterprises have been only 78.66% over the same period, the number of enterprises suspending their businesses have increased by 12.1%.

The implementations of public investment projects have faced many difficulties and the construction progress of resettlement areas serving the project of the Long Thanh International Airport has been interrupted (because the province has implemented the social distancing in the whole province from July 9, 2021).

Therefore, from the current reality, it is expected that in 2021, three goals will not have met the goals of the Resolution of the Provincial Party Committee: economic growth rate, GRDP (Gross Regional Domestic Product) per capita and total investment capital for development of the whole society.

Facing the current difficult situation, the Secretary of Cam My District Party Committee Tu Nam Thanh suggested that the province should pay attention to invest in building a system of commune-level Medical Stations. The whole district has 13 Health Stations. However, 12 out of 13 Health Stations have been seriously degraded and could only provide the medical examination, but could not stay and treat patients. If we return to the new normal state to gradually restore the socio-economic development and accept to live with the epidemic, the current situation of the Health Stations is very difficult to meet the requirements of living with the epidemic in case of the still complicated development of the epidemic.

Meanwhile, according to the Secretary of Dinh Quan District Party Committee Tran Ba ​​Dat, the agricultural production situation in the district has not met the planned requirements due to the influence of the epidemic, so people's lives are difficult. It is suggested that the province should have a policy to extend and delay debt for the people when they are currently doing their businesses without interest and have no conditions to repay the bank loans.

The Department of Agriculture and Rural Development and the Department of Industry and Trade have been assigned continuing to support the localities on strengthening the introduction of linkage chains for the districts in order to connect the agricultural product procurement and service provision, support the cooperatives to build their production chains and consumption in the area and remove the difficulties for people.

The Member of the Standing Committee of the Provincial Party Committee, Secretary of Long Thanh District Party Committee Duong Minh Dung suggested that, by this time, Long Thanh District have been basically controlling the epidemic. When returning to the new normal status, Long Thanh District as well as the whole province will lack the labor resources. Therefore, at present, the locality has been considered to have the labor resources when "opening up" the production and business activities.
