Construction works in green zones are allowed to be constructed when meeting the requirements of Covid-19 epidemic prevention and control

​Accordingly, all construction works, including individual housing works in green zones, will be allowed to organize the construction. However, the construction must ensure the prevention and control of the Covid-19 epidemic according to th the Document No. 3373/BXD-GĐ (dated August 23, 2021) on guiding the prevention and control of the Covid-19 epidemic on the construction sites, the regulations and the requirements on the Covid-19 epidemic prevention and control of the Ministry of Health and the Provincial People's Committee. At the same time, there must be full procedures in accordance with the provisions of the law on construction.

For the orange and yellow zones, the Provincial People's Committee has assigned the Provincial Industrial Zones Authority, the Management Board of the Hi-Tech Biotechnology Park, and the People's Committees of the localities, based on the actual situation and conditions in the management area, to decide on the permission for specific works to be organized for construction on the basis of considering the state budget-funded works, the works permitted to be constructed under the guidances of the Ministry of Construction.

For the red zones, all construction works must be temporarily suspended, excepting for construction works used for the epidemic prevention and control purposes which have been permitted by competent state agencies.

Along with that, for construction works that do not meet the conditions for Covid-19 epidemic prevention and control in accordance with the guidances of the Ministry of Construction, the regulations and requirements on the prevention and control of the Covid-19 epidemic of the Ministry of Health and the Provincial People's Committee, they also must be suspended the construction.

In addition to ensuring the conditions for the prevention and control of the Covid-19 epidemic according to the regulations of the authorized sectors, the Provincial People's Committee has also required the construction project investors to be responsible for inspecting, supervising and urging the implementation of the Covid-19 prevention and control of people participating in construction activities and to take responsibility for any violations of Covid-19 prevention and control when organizing the construction of works.  

The Provincial Industrial Zones Authority, the Management Board of the Hi-Tech Biotechnology Park, and the People's Committees of the localities shall direct the specialized agencies to inspect the epidemic prevention and control work in the organization of construction works in the management area. In case of detecting or receiving information about the construction organization’s violations of the regulations on prevention and control of the Covid-19 epidemic, the units shall handle according to regulations and requests to remedy or stop the construction in order to ensure the epidemic prevention and control.

The Document No. 11730 replaces the Document No. 11556/UBND-KTN dated September 22, 2021 of the Chairman of the Provincial People's Committee.
