On October 3, the Prime Minister of the Government has issued the Directive No. 27/CT-TTg of the Prime Minister of the Government on the resumption of production in the industrial production areas in the context of COVID-19 epidemic prevention and control.

Specifically, in order to promptly remove the difficulties for the enterprises with the principle that production must be safe and safety must be ensured for the production, the Prime Minister of the Government has requested:
The enterprises, as the subject of the process of production and business recovery, must closely coordinate with the People's Committees of the provinces and centrally-run cities to reach agreement on the plans on production and circulation of goods, trafficking and accommodation of employees as well as the plans to ensure the epidemic prevention and control in the complicated developments of the epidemic situation.
The People's Committees of the provinces and centrally-run cities, with the responsibility of being the agency directly managing the enterprises in the area, shall promptly establish the Steering Committees for production restoration, assign the specific tasks (can establish many working groups) to implement the plan, be responsible for approving the production plans submitted by the enterprises, ensuring both production, business maintenance and safety for epidemic prevention and control under the guidances of the Ministry of Health. The localities shall actively coordinate with the Ministry of Health to timely allocate the vaccines to employees at the enterprises, consider the resumption of some essential services to serve the employees’lives, and closely coordinate in the management and unification of plans for the movement of the employees among localities in order to ensure safety for the epidemic prevention and control, creating the favorable conditions for the restoration of production and business activities, especially in the localities with the still-complicated epidemic development.
The Ministry of Health urgently promulgates the specific regulations on distancing and testing during the production and business organization of the enterprises; regulations on production conditions and methods of handling when detecting the employees in the Industrial Zones and Industrial Clusters infected with Covid-19 epidemic; regulations on measures to isolate the close contacts to ensure absolute safety for production and business activities of enterprises. The Ministry shall organize the timely distribution of vaccines to the localities to vaccinate for employees at the enterprises, support the enterprises to timely access the supply of test kits so that the enterprises can be proactive about medical supplies in the epidemic prevention and control.
The Ministry of Transport shall guide the localities in ensuring the circulation of goods to well serve the recovery of production and business, strengthening the inspection, examination, and strictly handling the violations of organizations and individuals that fail to strictly comply with regulations of the Government and the Prime Minister of the Government on the goods circulation and transportation.
The Ministry of Planning and Investment promptly directs, guides and removes the difficulties and obstacles in the investment procedures and infrastructure development in the Industrial Zones and Economic Zones.
The Ministry of Foreign Affairs shall coordinate with the Ministry of Public Security and relevant agencies to remove the difficulties and obstacles, create the favorable conditions for foreign experts and workers to enter the country and undergo quarantine in line with regulations of the Ministry of Health.
The Ministry of Finance and the State Bank of Vietnam review and promptly guide the implementation of policies and regulations on tax exemption and reduction, and issue mechanisms on interest rate and credit support for enterprises in conformity with the Government’s Resolution No. 105/NQ-CP dated September 9, 2021.
The Prime Minister has requested the ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of the People's Committees of provinces and centrally run cities, and relevant organizations and individuals to strictly implement this Directive.
