The Phan Thiet - Dau Giay Expressway Construction Project, one of the two key national projects being implemented in the province, will officially start at the end of September 2020.

This project is expected to help reduce the pressure load on the arterial route of National Highway 1, and at the same time to unlock driving force for development of the Southern key economic region.
The project is expected to complete in 2 years
The Phan Thiet - Dau Giay Expressway Project is a component project of the Eastern North-South Expressway construction project. This is also a project that plays a special role in connecting traffic for the southern key economic region.
Last June, the National Assembly voted to convert the investment method from public private partnership (PPP) to public investment for 3 component projects under the Eastern North-South Expressway construction project, including the Phan Thiet - Dau Giay Expressway Project. The conversion of the investment method is aimed at speeding up implementation progress of these component projects.
According to Mr. Nguyen Cong Hop, Deputy Project Management Unit 2, Thang Long Project Management Board (Ministry of Transport), Investor of the Phan Thiet - Dau Giay Expressway project, after the approval of the National Assembly on the conversion of investment methods for the project, the unit quickly completed necessary procedures to start the project soon. "On August 8, it is expected to release the bidding documents of the Phan Thiet - Dau Giay Expressway Project," said Mr. Nguyen Cong Hop.
According to the expected progress, the Phan Thiet - Dau Giay Expressway Project will be started at the end of September 2020. This project has a total length of 99km, of which the section going through Dong Nai province is 51.5 km long, divided into 2 packages.
Mr. Nguyen Cong Hop said that compared to the two other component projects that were also converted from PPP investment to public investment, namely Sections Mai Son - National Highway 45 and Vinh Hao - Phan Thiet, the Phan Thiet - Dau Giay Expressway Project is treated with a higher priority level. "The two projects Mai Son - Highway 45 and Vinh Hao - Phan Thiet are key projects of level 1, while the Phan Thiet - Dau Giay Expressway Project is a key project of special case," emphasized Mr. Nguyen Cong Hop.
Therefore, the investor will ask the contractors to execute construction immediately after commencement. In the conditions given to the contractors, the Thang Long Project Management Board also requires the contractors to mobilize maximum human and material resources to execute the project.
According to the investor, the time for completing the Phan Thiet - Dau Giay Expressway Project for the section going through the province of Dong Nai is 24 months. “Construction time is urgent, so the requirements for the contractors are very high. However, the advantage of the project is to start construction at the end of the rainy season so the construction progress can be accelerated,” advised Mr. Nguyen Cong Hop.

Rushing to complete ground clearance
The Phan Thiet - Dau Giay Expressway Project for the section going through the province of Dong Nai will be executed immediately and continuously after its commencement, so the investor also requests the locality to hand over the entire ground just once. Therefore, in order to ensure the progress, the authorities and localities are also "racing" to carry out site clearance for the project.
For implementation of the project, Dong Nai will have to acquire about 412 hectares of land in Xuan Loc, Cam My, Thong Nhat and Long Khanh Districts.
Currently, the ground clearance in the three localities including Thong Nhat District, Cam My District and Long Khanh City has been basically completed. The authorities are also carrying out relocation of technical infrastructure works to hand over the clear ground to the investor.
Xuan Loc District, the locality with the largest land acquisition area has been basically completed with the task at present.
Mr. Le Khac Son, Vice Chairman of the People's Committee of Xuan Loc District said, currently, the locality has approved the compensation plan for 723 cases (521 cases in phase 1 and 202 cases in phase 2). At the same time, it has made compensation and supported for 531 out of 723 cases and is proceeding to pay for the remaining 192 cases. Particularly for 114 cases in phase 2 of which the compensation plan has not been approved, the functional agencies of Xuan Loc Disrict are also completing documents, preparing a compensation and supporting plan as well as carrying out appraisal and approval. As soon as the investor transfers compensation funds, the locality will pay its people at the soonest.
To serve resettlement of the people whose land is acquired, Dong Nai is also speeding up the construction of 2 resettlement areas in Cam My and Xuan Loc Districts.
Vice Chairman of the Provincial People's Committee Nguyen Quoc Hung said that regarding the requirements of the investor, the localities should accelerate the site clearance and strengthen mobilization of people to hand over the site to the project. At the same time, they should closely coordinate with the Department of Natural Resources and Environment to quickly resolve problems in the site clearance. "The localities and related units shall complete the site clearance and hand over the entire clear site before the end of September 2020 to the investor," stressed Deputy Chairman of the Provincial People's Committee Nguyen Quoc Hung.
