Proactively inspecting work of occupational safety and hygiene

WP - The Department of Labor, Invalids and Social Affairs has just sent an official dispatch to localities, departments, branches and enterprises in the province to properly and fully comply with provisions of the law on occupational safety and hygiene, and proactive prevention and limitation of occupational accidents in the coming time.


Accordingly, the Department of Labor, War Invalids and Social Affairs requested departments, divisions, and branches to preside over and coordinate to organize propaganda and dissemination of instructions for enterprises, production and business establishments, and employees to well perform occupational safety and hygiene; and strictly comply with Regulation QCVN 03: 2011/BLDTBXH National regulations on occupational safety for electric welding machines and electric welding jobs, Regulation QCVN 17: 2013/BLDTBXH National regulations on occupational safety for gas welding; Regulation QCVN 18: 2014/BXD National technical regulations on safety in construction.

 

In addition, the departments, divisions, and branches should actively inspect the practice of occupational safety and hygiene in business establishments in the fields managed; and coordinate with the Department of Labor, Invalids and Social Affairs in inspecting and examining enterprises operating in areas with high risk of serious occupational accidents and incidents such as construction, production construction materials, textiles, footwear, mining, minerals, especially key construction works, near residential areas and crowded with people.

 

It is necessary to resolutely suspend and strictly handle activities and acts in violation of the law on occupational safety and hygiene. In case of a serious violation, it is necessary to strictly handle, finish and examine criminal liability according to provisions of the law in order to prevent similar accidents from occurring.

 

At the same time, the Department of Labor, Invalids and Social Affairs requested the People's Committees of districts, Long Khanh city and Bien Hoa city to direct the Division of Labor, War Invalids and Social Affairs to strengthen inspection of observance of occupational safety and hygiene regulations of businesses in the area; to handle violations against organizations and individuals in the observance of law provisions on occupational safety and sanitation in the locality; especially for groups of freelance workers, groups and teams that hire workers to use electric welding, gas welding to renovate and repair people's homes, factories, production and business establishments in the area.

 

Particularly, enterprises and production and business establishments are required to conduct self-inspection, control and assessment of risks, develop measures to prevent harmful dangerous factors and implement measures to ensure occupational safety and hygiene in places at risk of occupational accidents such as factories, production workshops; construction works near populated areas, traffic road areas crowded with people, public entertainment areas, petroleum depots and ports, and mining and construction material production zones, etc. Personnel were assigned to be on duty to ensure timely handling in case of accidents or unsafety incidents.

 

It is required to fully establish and implement working rules and procedures to ensure safety of equipment and workplace; fully equip personal protective equipment for employees; improve working conditions; inspect machinery, equipment, materials and substances with strict requirements on occupational safety and hygiene; and organize annual training courses on occupational safety and hygiene for employees according to regulations. At the same time, in case of a serious incident, it is necessary to immediately notify local competent agencies to coordinate handling.
