At the checkpoint on Nguyen Ai Quoc Street (at the area of San Mau Bridge) going towards the wards of Ho Nai, Tan Hoa, and Tan Bien, more than 10 people including Public Security forces, militiamen, and civil defense officers strained to control the papers for people entering and leaving the medical isolation area.

All vehicles passing through are required to present identification documents by officers at the checkpoint. Those people from the isolation area going out not for the purpose of prevention and control of the Covid-19 epidemic, will not be allowed to pass the checkpoint. With the direction towards the blockaded wards, people must provide documents confirming their permanent residence and valid reasons.

However, many people who entered without identification papers or were not allowed to enter were stopped, so they persuaded to pass, causing the staff at the gate to spend a lot of time explaining and instructing to turn back. Those who accept to enter the blockaded wards will not be allowed to return, forced to stay within 14 days.

On Hoang Van Bon Street (through Provincial Road 768 BOT Toll Station) from Vinh Cuu Ward to Tan Bien Ward, a checkpoint has been set up to strictly control the traffic. All motorcyclists, cars, trucks, etc. passing through here are required to stop and check. Many workers go to work at wood and construction companies, if they do not present the appropriate papers, the functional forces will remind and ask to return.

Mr. Nguyen Thanh Hung (living in Thien Tan Commune, Vinh Cuu District) said that he and his wife have worked for a wood company in Tan Bien Ward. When going through the checkpoint, he presented his employee card, test negative for SARS-CoV-2. The place he works is only less than 500m from the gate, the company also has a certification paper, but when he came to the checkpoint, he was asked by the team to return.

"Today is the day I receive my salary, if I can't enter the company, I don't know where to get money to live. This month, my wife and I have not sent any money back to our hometown to raise our children. Now I have to call the company to notify them that I am off today and then continue tomorrow", - Mr. Hung added.

Set up more checkpoints in Bien Hoa City

In the situation of the Covid-19 epidemic spreading in markets, the People's Committee of Bien Hoa City has requested to set up more checkpoints in all wards and communes across the city to monitor the implementation of social distancing in accordance with The Directive No.16. of the Prime Minister on urgent measures to prevent and control the Covid-19 epidemic and strictly control people coming in and out in 5 wards and a part of Phuoc Tan ward, there is a blockade order from 0:00 on July 11th.

At Bui Trong Nghia Street, the intersection with Dong Khoi Street, although it is not an area bordering the blockade area, functional forces also set up a checkpoint. Dozens of Public Security officers participated in checking people entering and leaving this gateway. In the area of ​​Hiep Hoa Bridge, Thong Nhat Ward also set up a checkpoint to control people in wards: Hiep Hoa, Tan Van, Buu Hoa, Hoa An, Long Binh Tan moving from the direction of Vung Tau intersection to the center of Bien Hoa City.

Chairman of the People's Committee of Bien Hoa City, Nguyen Huu Nguyen, said that the establishment of more checkpoints in areas that have not been locked down to check the travel purposes of people during the time when there was a social distancing directive. If people do not have to go to the street to buy essential goods or emergency, they will be reminded or handled by the control force according to regulations. People need to adhere to the principle that family is isolated from family, hamlet is isolated from hamlet, commune is isolated from commune, district is isolated from district, and province is isolated from province.

Residents coming in and out the blockade areas in the wards of Hoa An, Tan Hanh, Tan Hoa, Tan Bien, Ho Nai and a part of Phuoc Tan Ward (belonging to Huong Phuoc, Vuon Dua and a part of the area Mieu Quartier) in Bien Hoa City will be strictly controlled, in accordance with regulations. Those who do not comply will be punished, so people need to cooperate and follow the instructions of the functional forces at the checkpoint.

According to Mr. Nguyen, the people being allowed to enter and leave the localities that are implementing medical isolation to prevent and control the Covid-19 epidemic include: law enforcement forces; inspectors come to check, handle epidemic prevention and control, perform urgent tasks. Whoever not in this category, has to be accepted and confirmed in writing by functional agencies or local authorities.
