The support package of VND26 trillion has just been decided by the Vietnamese Government to support employees and employers who have been waiting for it for a period of time. However, in order to implement this policy in practice and timely support people in difficulty, it is necessary to have specific instructions, and simplify the requirements in order to promptly ensure social security for employees as well as stabilize the production and business enterprises.

Resolution No. 68/NQ-CP of the Government on a number of policies to support employees and employers offers 12 groups of support policies including: cash support, exemption and postponement of payment of social insurance, loans to pay wages. In which, the principles of timely, open and transparent support are set out; the simplest requirements, reducing 2/3 procedures compared with the past; ensure the best possible performance.
Recently, Dong Nai Provincial People's Committee has also issued a document on the implementation of policies to support employees facing difficulties due to the impact of the Covid-19 pandemic in the province according to the provisions in Clause 12, Section II of Resolution No. 68 dated July 1, 2021 of the Government.
Accordingly, the subjects of application are employees who do not have a labor contract (freelance workers) legally residing in the province who have lost their jobs, have no income or have an income of less than VND1.5 million per month for rural areas and VND 2 million per month for urban areas to earn a living on one of the following jobs:
Laborers who are collecting garbage, scrap, loading and transporting goods; motorbike taxi, grab motorbike service; selling lottery tickets, doing retail business without a fixed location; domestic workers, workers in preschool educational institutions. Self-employed or employees working in the fields of catering, accommodation, tourism, beauty salons (Hair and nail service), employees working at companies which temporarily suspend operations under the direction of the Provincial People's Committee from May 1, 2021. The principle of support must be timely, to the right beneficiaries, open, transparent, anti-duplicate, not to take advantage of or take advantage of policies.
In addition, the support level is VND1.5 million per person for employees who have time off from work or lost their jobs for 15 consecutive days or more (support only 1 time per person). Accordingly, the employee sends an application to the People's Committee of the commune before December 31, 2021. In case the employee has a place of residence or temporary residence outside of Dong Nai province, he or she has to write a commitment for not to make an application for support in another place where the employee is permanently or temporarily residing.

Mr. Tran Van Hung, who is living in the blockade area of Phu Dong Commune, Nhon Trach District, said that he works at a mechanical manufacturing company in Nhon Trach 3 Industrial Zone, with an average salary of VND7 million VND per month, which is enough to take care of the family and cover living expenses. When the hostel was blockaded, he had to live in isolation at home for 15 days. “The company encourages employees in the blocked hostel areas to strictly follow the epidemic prevention rules and will have a support policy. However, we hope that the State's support package will come soon to employees in the blockade areas so that we could have more money to pay for accommodation, living expenses and more peace of mind." Hung added.
Ms. Nguyen Quynh Nhu, a freelance worker coming from An Giang Province, said that she previously worked as a barber in Nhon Trach District. Since the epidemic became complicated, the shop closed, she had to switch to making cakes to sell more to earn money to cover her life. When she heard that the State was providing money for freelance workers, she and her neighbors were happy and full of hope. “The outbreak of the disease forced me to stop working for more than a month. Now still anxiously waiting for the epidemic to end to go back to work. Every day, I just stay in my room waiting for the good news. Now I'm happy to receive support, when it's difficult, 1 penny is precious indeed. I hope the support package will soon reach the employees to reduce difficulties at this time," said Ms. Nhu.
Living in the same situation of Ms. Nhu, or Mr. Hung above, many other employees work as motorbike taxi drivers, lottery sellers, street vendors, small businesses people, and employees of F0, F1, F2 who are being treated for illness, or living in isolated all rely on the above support package to have more money to cover the daily life. According to many workers, the epidemic not only makes employees anxious but also afraid of losing their jobs, reducing their income and being unemployed. Therefore, employees hope that humanistic policies will soon be implemented and guide employees to follow simple procedures to quickly benefit the policy to stabilize their lives.
Taking care of employees actively
According to the Vietnam General Confederation of Labor, over the past few days, trade unions across the country have joined hands to organize many timely activities to take care of and support workers affected by the epidemic. To help employees overcome difficulties during the raging epidemic, Trade Unions at all levels have directly supported workers with necessities, masks, hand sanitizer to reduce risk, avoid virus infection or have cash support mechanisms from the trade union's financial resources.
In Dong Nai, the Provincial Trade Union at all levels has promoted activities to take care of union members and employees, especially those affected by the Covid-19 epidemic and the frontline forces in disease prevention and control. Along with that, accompanying the province, all levels, sectors and businesses to promote disease prevention and control activities at enterprises.
Mr. Le Duc Thuy, Chairman of the Trang Bom District Confederation of Labor, said that recently, the District People's Committee had set up an inspection team on epidemic prevention and control at more than 100 businesses in the area. Thereby, the working group recognized the efforts of business owners and employees in implementing solutions to prevent and control epidemics at enterprises, ensuring workers' health and production of enterprises. The working team also noted that businesses should soon have a good disease control plan to to maintain continuously the production and ensure regular jobs for employees. For cases of F1, F2 who have to be isolated or workers living in the blockade area, businesses should have a support policy so that employees' lives and thoughts are not affected.
