Supplement new policies to support workers' children

Decree 105/2020/ND-CP of the Government has just issued a regulation on preschool education development policy that will take effect from November 1, 2020. In which, issuing new policy to support workers' children, employees working in industrial zones (IZs) and sign labor contracts to enterprises  according to the minimum requirement of VND 160,000/child /month. This is a humanitarian policy that is receiving the attention of trade unions, businesses and employees working in industrial zones in the province.

 Humanitarian policy

 

According to the stipulation of the subsidy policy for preschool children regarding to children of the workers and employees working in the IZs stated that: The beneficiaries of the policy are children who are studying at private preschool education establishments. The private sector has been licensed by a competent authority to establish and operate in accordance with regulations that have a parent or caregiver or nurturer of children who are workers and employees working in industrial zones contracted by the enterprise, such persons as prescribed are supported at least 160 thousand VND/child/month.

 

The support period is calculated according to the actual number of study months, but not exceeding 9 months/school year. The support level is built by the provincial People's Committee in accordance with the local budget capacity, submitting to the People's Council of the same level for consideration and decision. Preschool education institutions are responsible for receiving funding and paying subsidies directly in cash to parents or caregivers and nurturers. The payment period is 2 times during the school year: the first payment will be made for 4 full months in November or December each year; the second time to pay in full the remaining months in March or April every year.

 

If the parents or caregivers and nurturers of children have not received the tuition fee support by the time limit, they will be entitled to retrospective payment in the next payment period. In case children drop out of school, the preschool education institution is responsible for reporting to the Education and Training Department, then the Education and Training Department shall submit to the district People's Committee to stop the policy payment.

 

The approval dossier includes: an application for benefits for preschool children being workers' children, employees in the industrial park certified by the employer where the parent or caregiver or nurturer of the child is working. cooperation; birth certificate or household registration book or certificate of temporary residence of the child (a copy with the original for comparison or an authenticated copy).

 

Worker Le Thi Hai working at Tenma Vietnam Co., Ltd. (Bien Hoa 2 Industrial Park) said that she currently has 2 children in kindergarten and leaf class at a private kindergarten in Long Binh Ward (Bien Hoa City) with tuition fee of 1.3 million VND/month/child. “With the timely support policy for workers' children from the mentioned above decree, I am very happy to share a portion of the child's monthly tuition fees. I hope the Trade Union, enterprises as well as localities will support the early procedures so that the workers' children can enjoy this meaningful policy ”- Ms. Hai expressed.

 

As for worker Tran Thi Thanh Ha, working at Son Ha Company Limited (Bien Hoa City), said that over the past time, due to the influence of the Covid-19 epidemic, her income and life became very difficult. At the beginning of the school year, she must manage to have money to buy books and uniforms and pay tuition fees for her children. Therefore, the policy to support the children of workers working in industrial zones is very meaningful.

 

Meet the aspirations of employees

 

Vice Chairman of the provincial Confederation of Labor, Mr. Tang Quoc Lap, said that the policy to support workers and employees with the amount of at least 160,000 VND/child/month from the Government at this time carries many profound human meanings, in order to provide timely support to workersand employees' children, especially in difficult times due to the effects of the Covid-19 epidemic. In fact, the current income of employees is still low, average 5-7 million VND/person/month, life is still tough. Therefore, this humanitarian policy is a timely and necessary solution to share difficulties with employees working in industrial zones.

 

Also according to the Vice Chairman of the provincial Labor Confederation, Mr. Tang Quoc Lap, in recent years, with their roles, functions and duties, the provincial Trade Union at all levels has organized many activities to encourage and support in learning, train and share with the employees to take good care of the children. In many trade unions at the grassroots level, they have successfully negotiated with enterprises with policies to support female employees with monthly child-raising 50 - 150 thousand VND/month/child; Invest in building a spacious, clean and beautiful kindergarten to raise and educate workers' children with low tuition fees …

 

Trade Union Chairman Dona Pacific Vietnam Co., Ltd. (Trang Bom district) Dang Thi Thom said that the enterprise currently has nearly 10 thousand employees, of which 85% are female workers. The policy to support workers' children, employees 160 thousand VND/child/month is very practical, meeting the wants, aspirations and needs of employees. Upon hearing this information, most female workers with young children and about to get married were very excited.

 

Deputy Chairman of Labor Union of Xuan Loc district, Mr. Le Tinh Thoi said that, in the context of many difficulties in the worker's life, support for the workers' children is very necessary, helping them to solve the wary of taking care their children and achieve peace of mind to work. However, this policy should be replicated for both workers and employees outside the industrial park. At present, there are about 500 large, small and medium enterprises operating in Xuan Loc district area, but the number of enterprises located in the industrial zone is less than that of outside the industrial zone. Therefore, many workers working outside the IZs are also looking forward to this support policy.

 

Ms. Tran Thi Thanh Mai, Deputy Director of May Million Win Vietnam Co., Ltd. (Trang Bom district) said that as the owner of a business, she is very supportive of the Government's policy of supporting workers and employees' children. In the midst of a time when many employees have reduced income due to the impact of epidemics, limited cost of living and payment, this policy is very necessary in the current period, having a great impact on the spiritual side of the employee. Thereby, the employees will have more motivation to work efficiently, together with enterprises to overcome difficulties and stabilize production.
