Creating favorable conditions for businesses to grow

Throughout its management and administration, Dong Nai authorities have consistently paid attention to and accompanied businesses. Alongside the transition to an urban government model, Dong Nai City will continue to take even more decisive action to create a better business environment and favorable conditions for business development.

Valuing the development of the business community

For decades, Dong Nai has remained a preferred destination for both domestic and foreign investors. The strong inflow of foreign direct investment (FDI) has gradually helped shape a robust business ecosystem. Meanwhile, the locality has steadily improved the quality and efficiency of investment attraction for high-tech and modern industries.

 

ON Semiconductor Vietnam Co., Ltd., located in Bien Hoa 2 Industrial Park (IP) in Tran Bien ward, specializes in manufacturing and processing integrated circuits and other semiconductor components for discrete circuit, small-signal, analog signal, logic, and mixed-signal technologies. The factory covers more than 2.3 hectares, and all of the company’s products are exported. According to a company representative, the enterprise will continue to invest in expanding its production scale in the future to tap into the wave of investment shifting to Vietnam, including Dong Nai.

Dong Nai City will continue reviewing and removing legal bottlenecks in investment, land, construction, and environmental procedures. The locality is also committed to eliminating unnecessary business conditions while establishing mechanisms to protect officials who dare to think innovatively, act decisively, and take responsibility when handling enterprise procedures.

Alongside attracting FDI projects, Dong Nai has also demonstrated strong appeal to domestic enterprises. From Dong Nai, many businesses have gradually expanded into major corporations with projects and subsidiaries operating nationwide, including THACO, KN Holdings, and Hung Nhon Group, thereby contributing to the development of both local and national brands.

With Dong Nai becoming a city, the local business community expects even greater development opportunities. Vo Quang Hieu, Deputy General Director of Thuan Loi Rubber Co., Ltd., in Thuan Loi commune, expressed hope that the city would continue to accelerate administrative procedure reform and improve mechanisms and policies to achieve greater transparency and stability. He also called for a focus on human resource development and improved public service quality, thereby creating a truly open, safe, and attractive investment and business environment for enterprises.

In recent years, Dong Nai has introduced numerous policies and solutions to promote economic growth and production activities, beginning with administrative reforms. Plan No. 23-KH/TU, dated September 4, 2025, issued by the Dong Nai Provincial Party Committee, now the Dong Nai City Party Committee, concretized the goals of Resolution No. 68-NQ/TW on private-sector economic development.

Accordingly, by 2030, Dong Nai aims to cut at least 30% of administrative processing time, 30% of legal compliance costs, and 30% of unnecessary business conditions, while continuing to implement deeper reductions in subsequent years. It also strives to rank among Vietnam’s top 10 localities in terms of technology, innovation, and digital transformation.

According to Nguyen Kim Long, Standing Vice Chairman of the City People’s Committee, Dong Nai identifies the private economic sector as one of the most important driving forces for growth. The city prioritizes attracting sectors with high added value and strong spillover effects, including high technology, supporting industries, logistics, airport services, modern trade, digital economy, and innovation.

To build momentum for the economy and serve as a driving force for the development of the business community, Dong Nai plans, in the long term, to form industry linkage clusters tied to the strengths of each area. In particular, Long Thanh and Nhon Trach could develop airport services, logistics, airport urban areas, supporting industries, and modern trade. Meanwhile, Bien Hoa, Trang Bom, and Dau Giay will continue developing industry, urban services, distribution centers, and transport connectivity. The northern areas of the city, agricultural regions, and border-adjacent localities could develop high-tech agriculture, deep processing, eco-tourism, and border trade.

Promoting connections within business community

Although development opportunities for enterprises and entrepreneurs in Dong Nai are considerable, they also come with increasing demands for higher business quality. In Dong Nai, the new requirement is not merely to expand the number of enterprises, but to improve the quality of growth.

The locality needs a stronger private sector capable of playing a leading role and participating more deeply in high-tech industries, supporting industries, logistics, airport services, modern trade, digital economy, innovation, high-tech agriculture, and urban services.

With its transition to city status, Dong Nai’s development standards will inevitably become higher. Opportunities arising from Long Thanh International Airport, Phuoc An Port, expressways, ring roads, industrial parks, and interregional logistics corridors are expected to create a vast market. However, opportunities can only be transformed into real value when businesses are competitive enough to participate effectively.

According to statistics from the City People’s Committee, by April 30, 2026, Dong Nai had nearly 116,900 non-state business entities registered in the national business registration system, including nearly 84,500 enterprises and more than 32,400 branches, representative offices, and business locations, with total registered capital exceeding VND915.6 trillion.

Enterprises in Dong Nai will face competition not only from FDI enterprises with advantages in capital, technology, and governance, but also from rapidly innovating domestic businesses. In addition, they must meet increasingly stringent requirements for green standards, digital standards, ESG criteria, traceability, and labor regulations. As administrative barriers are gradually removed, the business environment will become more open, though competitive pressures will also intensify.

Standing Vice Chairman Nguyen Kim Long noted that Dong Nai’s long-term goal is to shift from spontaneous enterprise development toward building a comprehensive business ecosystem. The city will identify priority sectors, priority development spaces, priority support policies, and groups of enterprises with high growth potential.

Business associations are expected to serve as practical bridges between authorities and the market, helping reflect difficulties, propose policies, connect supply and demand, and strengthen linkages between FDI enterprises and domestic businesses.

Dong Nai is also promoting the rapid formation and development of medium-sized and large enterprises, as well as private economic groups capable of competing at regional and global levels. The city plans to introduce preferential policies encouraging the private sector to participate alongside the State in strategic sectors and key national scientific research projects.

In parallel, resources will be mobilized and integrated to support programs aimed at developing pioneering enterprises and promoting international market expansion under the “Go Global” initiative across different sectors and localities.

According to Dang Van Diem, Chairman of the Dong Nai Business Federation, surveys conducted across the city indicate that enterprises are currently most concerned about access to land, production sites, green financing, and support in connecting to production supply chains. The business community hopes the city government will continue to improve the business environment and create favorable conditions for enterprises to grow, thereby contributing to the locality’s overall achievements.

For its part, the Dong Nai Business Federation pledged to strengthen connections and support the development of the local business ecosystem, serving as an effective bridge to bring State and local policies closer to enterprises while proposing solutions to difficulties facing production and business activities.

In addition, the federation and industry associations will enhance cooperation with enterprises in Ho Chi Minh City and neighboring localities, while coordinating with departments and agencies to organize trade promotion programs and support connections between Dong Nai enterprises and FDI businesses operating in the locality.
