Urgently completing a report on the pre-feasibility study of the Belt Road No. 3 project

According to the Ministry of Transport, implementing the direction of the Prime Minister on the study of closed investment for the Belt Road No. 3 in the period of 2021 - 2025, the Ministry has directed the My Thuan Project Management Board and consulting units to research and update the opinions of the localities in order to complete a report on the project's pre-feasibility study. So far, the report on the project's pre-feasibility study has been basically completed.

The My Phuoc - Tan Van section, belonging to the Belt Road No. 3 project with 16.7km long, has been invested and put into operation by Binh Duong Province.

Specifically, the Belt Road No. 3 project has its starting point at the intersection with the Ben Luc - Long Thanh Expressway (Nhon Trach District, Dong Nai Province); its ending point is at the intersection with the Ben Luc - Long Thanh Expressway and the Ho Chi Minh City - Trung Luong Expressway (Ben Luc District, Long An Province); its studied length is 91.66km; its completion phase includes 08 expressway lanes with parallel roads on both sides and corridors to arrange the green trees, technical infrastructure works and expansion reserves. 

In particular, the 1st phase implements the investment divergence, site clearance according to the scale of planning and investment in a limited 4-laned expressway (combined with the expressway on the same ground and going on high); the parallel road on both sides must have at least 2 lanes.

On the basis of investment scale, total investment rate and priority policy of investment research under the PPP (Public - Private Partnerships) method, the Ministry of Transport plans to divide the Belt Road No. 3 project into the component projects.

For the parallel road section (including the site clearance according to the planning scale): it is expected to be divided into the component projects according to the province and city. Preliminary total investment in the completion phase is more than VND64.9 trillion. The 1st phase is more than VND51.7 trillion (excluding the routes connecting into the Ong Keo Industrial Zone, Dong Nai Province and the route connecting with the Thu Duc intersection, deployed at an appropriate time by the localities). The People's Committees of provinces and cities are competent agencies to organize the implementation with local budget capital or other lawful capital sources.

The part of expressway will be implemented as an independent project, including 04 component projects divided into sections: Nhon Trach - Tan Van, Tan Van- Binh Chuan, Binh Chuan - National Highway No. 22 and National Highway No. 22 - Ben Luc. The preliminary total investment (excluding the loan interest) in the completion phase is more than VND91.8 trillion. The 1st phase is more than VND30.8 trillion. Thus, the total cost to complete the Belt Road No. 3 is worth more than VND156.8 trillion. The target set by the Government is that the Belt Road No. 3 must be self-containedly completed in 2025.

Previously, according to the detailed planning approved by the Prime Minister in 2011, the Belt Road No. 3 has a length of 89.3km (including 73km of new construction and 16.3km of the invested section of My Phuoc - Tan Van).

For Dong Nai Province, the Belt Road No. 3 passes through the province with a length of about 11.3km, including 02 component projects: 1A and 2A. In which, the component project 1A is expected to start its construction in 2021.
