Ensuring the social welfares for employees

Along with the promotion of Covid-19 epidemic prevention and control in the Dong Nai province, the guarantee of social welfare for workers (employees) and the people have been concerned and considered by the province as well as at all levels and sectors as a central and urgent task. In addition to promoting the implementation of the State's social welfares support package, Dong Nai authorities at all levels and the enterprises are promoting activities to support and take care of employees to overcome the difficulties and be assured of the epidemic prevention and control.

Actively supporting the employees

According to the Department of Labour, War Invalids and Social Affairs, for implementing of the social welfare support package for the freelance employees in accordance with Resolution No. 68 of the Government, as of September 4, the Department has reviewed and submitted to the Provincial People's Committee for a decision to support more than 112,000 people with an amount of over VND168 billion. Accordingly, the Provincial People's Committee has approved for over 75,000 people with an amount of over VND113 billion. So far, the localities have made payments to over 68,000 people with an amount of more than VND102 billion. In which, there are 10 districts and cities that pay 100% for approved people such as districts: Cam My, Thong Nhat, Xuan Loc, Vinh Cuu, and Nhon Trach, etc.

Vice Chairperson of the People's Committee of Vinh Cuu District Nguyen Thi Dung said that over the past time, the District People's Committee has directed the Division of Labour, War Invalids and Social Affairs of the District to quickly review and make a list of freelance employees who lost their jobs due to the epidemic to submit to the Provincial People's Committee for approval in order to make timely payments to the employees. Based on the approved list, the Division of Labour, War Invalids and Social Affairs of the District arranges personnel and together with the communes and townlets to quickly disburse and pay the support in order to ensure the employees' lives. So far, more than 2,000 freelance employees in the district have received the support with the amount of more than VND3 billion. The Division of Labour, War Invalids and Social Affairs of the District is continuing to review and update the list to submit for approval and to make payments to the employees.

To take care of social welfares for the employees, the Provincial People's Committee continues to issue Decision No. 2949/QĐ-UBND on amending and supplementing a number of freelance people facing difficulties due to the impact of the Covid-19 pandemic enjoyed the social welfare package according to the Resolution 68 of the Government. Mr. Tran Van Tu, who lives in Trang Dai Ward (Bien Hoa City), works as a builder assistant, said he was very pleased that the province had expanded the beneficiaries of the policy to support employees working as a mason coolie. “Most of my neighbors are the builder assistants from the Southernwest of Vietnam, coming to Dong Nai Province to establish theirs’ businesses. Having been unemployed for many months, I struggled with the expenses of accommodation and meals. I am applying to enjoy the above policy. Hopefully, other employees will soon receive support to stabilize their lives," Mr. Tu expressed.

At a meeting with the Steering Committees for Covid-19 Prevention and Control of the localities on the epidemic prevention and control in the province, recently, the Member of the Communist Party of Vietnam Central Committee, the Secretary of the Provincial Party Committee Nguyen Hong Linh noted and highly evaluated that localities have made efforts to timely pay the support to the employees. Comrade Secretary of the Provincial Party Committee emphasized, in addition to the people eligible for the above policy, it is necessary to review the list, supplement and support people facing the difficulties due to the epidemic. Using these two resources helps the people in the fastest way.

Also according to Secretary of the Provincial Party Committee Nguyen Hong Linh, in order to effectively prevent and control the epidemic, first of all, the social welfares must be ensured for the people. Therefore, the departments, branches and localities need to add more hotlines to be able to receive full information from people, timely support the food and foodstuffs in order to thoughtfully implement social welfares.

"The localities need to use the communes and wards as "fortresses" to promptly support people in difficulty. All resources and help from the organizations and individuals for the province are immediately transferred to the communes and wards in order to distribute to the people. The most important thing at present is to timely support for the freelance employees, the poor, and boarding workers so that they can overcome the pandemic", the Secretary of the Provincial Party Committee Nguyen Hong Linh emphasized.

Accompanying with the employees

In addition to the freelance employees, Dong Nai Province has over 1.2 million employees working in the production and business facilities in the area. Among these employees, many workers are being suspended their jobs, labor contracts or taking unpaid leaving due to the impact of the epidemic. Therefore, the province as well as the localities, trade unions and enterprises are making efforts to take care and stabilize the spirit and life of the employees.

According to the Department of Labor, War Invalids and Social Affairs, as of September 5, there were 337 businesses with nearly 40 thousand employees who made a dossier to request the support policy for the employees in suspending the labor contracts and taking unpaid leave with the amount of estimating nearly VND92 billion. The Provincial People's Committee has issued a decision to support 41 units employing 482 employees. Accordingly, 27 units employing 164 employees have been paid with an amount of over VND621 million. Regarding the support for employees who stop working, the Provincial People's Committee has issued a decision to support 09 units employing 244 employees with the amount of VND305 million and initially made payments to 06 units employing 71 employees with a total amount of VND90 million.

Accompanying with the employees, many grassroots trade unions in the enterprises with a large number of employees that had to temporarily suspend operations to prevent and control the epidemic tried to negotiate with the owners’ enterprises in order to balance their finances and pay the regional minimum wage for the employees. Mr. Dang Tuan Tu, Chairman of the Trade Union of the Changshin Vietnam Co., Ltd (Vinh Cuu District) said that the company has nearly 40 thousand employees, although the company's situation is very difficult, but the Executive Committee of the Trade Union has discussed with the Board of Directors of the Company to propose the most beneficial policies for the employees such as keeping the minimum wage of VND170,000 per person per day for the employees since the company temporarily stopped working to prevent and control the epidemic.

At the Vietnam Dona Standard Footwear Co., Ltd (Xuan Loc District), a representative of the company's Trade Union said, implementing the call of the Chairman of the Provincial People's Committee to continue the implementation of social distancing in accordance with Directive No. 16 of the Prime Minister of the Government in order to prevent and control the Covid-19 epidemic, the company continued to stop working and let all employees temporarily stop working from September 6 to September 15. The Company continues to pay wages to the employees according to the Article 99 of the Labor Code with an amount equivalent to VND170,000 per person per day, except for those who go to work to perform the essential work and still receive full salary. In addition, the general affairs department of the company is carrying out the procedures for the company's employees to enjoy the State's unemployment support according to the Resolution No. 68 of the Government.

The Member of the Communist Party of Vietnam Central Committee, the Secretary of the Provincial Party Committee Nguyen Hong Linh said that, in order to promote the support for people facing the difficult circumstances, Dong Nai Province has mobilized the civil servants and public employees in the whole province, each person supporting for the people facing the difficulties due to the epidemic 3 days salary (for 3 months). If this contribution is fully implemented, a day's salary of civil servants and public employees in the whole province will be VND20 billion, and in 3 days, there will be VND 60 billion to help people in the difficult circumstances to overcome the pandemic.
