On September 18, the Provincial People's Committee held a conference in order to meet a number of Foreign Direct Investment (FDI) enterprises in Dong Nai Province. The Secretary of the Provincial Party Committee Nguyen Hong Linh, the Chairman of the Provincial People's Committee Cao Tien Dung, the Chairman of the Provincial People's Council Thai Bao, the Leaders of the Provincial People's Committee, departments, branches and agencies, the American Chamber of Commerce in Ho Chi Minh City, the European Business Association in Vietnam, the Taiwanese Trade Association in Dong Nai Province, the Japanese Business Associations in Dong Nai Province, the Korean Business Associations in Dong Nai Province and nearly 40 FDI enterprises attended the conference.

In spite of being affected by the Covid-19 epidemic, the enterprises still make every effort to maintain their production and business. So far, Dong Nai Province has attracted 43 countries and territories to invest in the province with 1,559 projects and a total registered capital of nearly US$32.35 billion. Particularly in the first 8 months of 2021, the FDI capital has been attracted at more than US$975 million. In the 4th wave of the epidemic, in order to maintain their production, 1,143 enterprises registered to implement the "3 things on the spot" and "1 route, 2 stops" options, accounting for 73.3% of the total number of the FDI enterprises in the province. However, some FDI enterprises implemented the "3 things on the spot" option, they could not last longer than 2 weeks and had to stop operating. The rest enterprises continued to maintain their production facing many difficulties.
The FDI enterprises proposed the obstacles that need to be removed
At the conference, some representatives of the Associations and FDI enterprises proposed a number of problems related to terminate the lockdown period in order to restore their production and business, such as: prioritizing the vaccine against the Covid-19 epidemic for all employees to inject the 1st and 2nd doses, settlement for experts on entry to Dong Nai Province for working in the companies, trading in the goods, transporting the employees back to the factories. Many employees are living in the yellow, orange and red zones, so the enterprises cannot resume their production. Therefore, they suggested the province to expand the regulations for the employees in the zones to be tested and quarantined for 7 days and tested again negative for returning to their factories. Proposing the province continues to simplify the administrative procedures and handle it online in order that the enterprises can reduce the movement, reduce the taxes and land rental, etc.

Taking notes of the feedbacks of the Associations and enterprises, the Chairman of the Provincial People's Committee Cao Tien Dung said that Dong Nai Province has developed a plan to prioritize the vaccines to inject for the enterprises and spread for the whole population. At present, the rate is 76% of 1st dose for the whole population. Currently, the province has sent a document requesting to the Government to continue giving priority the vaccines for Dong Nai Province in order to inject for 100% of people of the age group and to reopen the economy as before. The province assigned the Department of Transport and the Provincial Public Security to guide the trade of goods without causing obstacles to the enterprises. The entry of foreign experts to the province will be quickly resolved. If any departments cause the difficulties, the enterprises can directly contact the provincial leaders. The issue proposed by the enterprises for employees from yellow, orange and red zones to return to their factories or return to their residence, the province will consider quickly expanding the green zones, narrowing the yellow, orange and red zones for the enterprises in order to better recover their production. The termination of the lockdown period and approval for the enterprises to handle the number of employees coming and leaving has increased gradually to ensure the safety against epidemics, so the province wants to receive the sharing and cooperation from the enterprises.

The Secretary of the Provincial Party Committee Nguyen Hong Linh commented that in the context of the complicated development of the Covid-19 epidemic, the FDI enterprises in the province have joined hands with the province in the epidemic prevention and control, supporting many medical equipments and essential food for the people in difficult circumstances in the area. After more than 2 months of fighting the epidemic, Dong Nai Province as well as many other provinces and cities have moved to live with the epidemic, but the epidemic will be strictly controlled in order not to have a great impact on the people and enterprises. The State will focus on supporting the enterprises with the main issues in order to restore and maintain their operations, which are vaccines to inject for the employees, and quickly handle the appearance of F0 and F1 cases to limit the spread. The enterprises actively build their production recovery plans in order to suit the new situation. If the enterprises appear a few well-handled F0 cases, the province will restore the normal production. Currently, the provinces and cities in the Southeast of Vietnam have established a working group in order to remove many difficulties for the enterprises. Therefore, when the enterprises encounter some difficulties and problems in Dong Nai Province or other provinces in the region, they can directly contact the Provincial Leaders to be promptly removed.
