The Chairman of the Provincial People's Committee has just issued the Document No. 11339/UBND-KGVX on guiding the strengthening of control of traffic and movement participants between the regions in the roadmap returning to the “new normal” state.

Accordingly, the people are encouraged to install, use the domestic movement management application - "VN-eID" - issued by the Ministry of Public Security to declare and scan the QR codes at checkpoints and install, use the Electronic Health Book application to prove their vaccination.
Participation in trafficking and movement: At the green zone district and commune levels, less than 60% of people over 18 years old are vaccinated with at least 1 dose of vaccine (applying the Directive No. 15*). The commune-level People's Committees are assigned to manage the movement within the commune of all people permanently or temporarily residing in the management area, to issue and manage the usage of road permits for people in urgent need of trafficking between green zone communes in the district, ensuring the requirements of COVID-19 epidemic prevention and control. The district-level People's Committees are assigned to issue and manage the usage of road permits (the forms are attached) for the people in urgent need of trafficking to the green zone districts and cities in the province or to the red, orange and yellow zone districts and cities in the province (they are not allowed to return to the green zones until the districts or cities become the green zones), ensuring the requirements of COVID-19 epidemic prevention and control. For civil servants, public employees and employees working at the state agencies and units, political organizations, socio-political organizations, and public non-business units in the district where the workplace is located and places of residence in different communes and districts shall be issued the road permits by the leaders of the unit, ensuring the requirements of COVID-19 epidemic prevention and control.
For the green zone district and commune levels where 60% to 70% of people over 18 years old are vaccinated with at least 1 dose of vaccine (applying the Directive No. 19*) or over 70% of people over 18 years old are vaccinated at least 1 dose of vaccine (applying the “New Normal”*), commune-level People's Committees manage intra-commune and intra-district travel of all residents permanently/temporarily residing in the management area. the district-level People's Committees are assigned to issue and manage the usage of road permits for the people in urgent need of trafficking to the green zone districts and cities in the province or to the red, orange and yellow zone districts and cities in the province (they are not allowed to return to the green zones until the districts or cities become the green zones), ensuring the requirements of COVID-19 epidemic prevention and control. For civil servants, public employees and employees working at the state agencies and units, political organizations, socio-political organizations, and public non-business units in the district where the workplace is located and places of residence in different districts shall be issued the road permits by the leaders of the unit, ensuring the requirements of COVID-19 epidemic prevention and control.
The movement and trafficking of the red, orange and yellow zone district, commune levels (applying the Directive No. 16* and strictly trafficking): the people absolutely stay at their homes (excepting for the emergency healthcare, supplying and purchasing of the essential goods, natural disasters, fires, and other special cases).
100% of the people, cadres, civil servants, public employees and employees who use smartphones must install and use the domestic movement management application - "VN-eID" - issued by the Ministry of Public Security to declare, scan the QR code at the checkpoints and install, use the Electronic Health Book application to prove their vaccination. People going on the roads continue to implement the guidances issued by the Provincial People's Committee. The road permits issued before September 20, 2021 according to the previous form must submit its photocopy (the old road permits) with a new completed road permits to the agencies or units of issue or units as the receiving focal point to inspect and re-issue the new road permits; The process of re-issuing the new road permits still applies according to the documents issued by the Provincial People's Committee and the guidances of the Provincial Public Security (the old road permits are allowed to use until the end of September 22, 2021).
The Provincial Public Security continues to guide, organize the issuance and inspection of the usage of road permits for groups of people according to the Document No. 10569/UBND-KGVX, Document No. 10616/UBND-KGVX and Document No. 10856/UBND-KGVX of the Chairman of the Provincial People's Committee.
The Departments, agencies, branches and district-level People's Committees continue to coordinate with the Provincial Public Security in inspecting and issuing the road permits according to the above documents and guidances of the Provincial People's Committee.
The district-level People's Committees direct the red, orange and yellow zone commune-level People's Committees to implement the issuance of the road permits, market permits, certificate of performing the duties for members of the community Covid-19 teams, etc. in the management areas according to the guiding documents of the Provincial People's Committee.
The Department of Transport continues to issue and manage the “Green Lane” vehicle identification certificate with QR code; coordinate with the Department of Industry and Trade to issue the QR codes to shippers (the shippers can only operate within a district). The list of “Green channel” vehicles with QR codes and shippers shall be sent to the Provincial Public Security in order to serve the monitoring, inspection and handling of violations in accordance with the regulations.
The Provincial Military Command is assigned to strictly control the military forces in charge of ensuring the national defense, the Covid-19 epidemic prevention and control in the province according to the principle of red, orange, yellow and green zones.
The Chairpersons of district-level People's Committees set up the checkpoints to protect the green zones (led by the Public Security forces) to manage and control the participation in trafficking and movement of the people in order to ensure the requirements of epidemic prevention and control; arrange the forces in accordance with the policy of controlling zones of the Provincial People's Committee and take responsibility to the Chairman of the Provincial People's Committee for the protection of green zones under their management; directing the affiliated agencies and units to manage the participation in trafficking and movement of the cadres, civil servants, public employees and employees under their management in accordance with the regulations.
For the participation in trafficking and movement of the employees working in the enterprises inside and outside the Industrial Zones, the guidances will be provided in a separate document.
