To inspect the enterprise implementing "3 things on the spot"

 
​The group mission inspected the cafeteria area of ​​ Dong Nai Food Industrial Corporation in the Bien Hoa II Industrial Zone.

Dong Nai Province currently has 31 Industrial Zones in operation with over 1,900 projects of the enterprises with domestic investment capital and foreign direct investment capital. During the 4^th wave of the epidemic, nearly 1,200 enterprises in the Industrial Zones registered to implement the "3 things on the spot" and "1 route, 2 stops" options.

* Recommending the enterprises

From August 16, 2021, the group missions began to inspect companies implementing the "3 things on the spot" option. The member of the group included representatives of the Dong Nai Industrial Zones Authority, the Provincial Public Security, the Public Security of the districts, the cities where the factories’ enterprises are located in, the Provincial Center for Disease Control, etc. The inspection content included whether the eating, resting, workplace of employees ensure the prevention of the Covid-19 epidemic, the isolation areas of enterprises to prevent the occurrence of F0, F1 cases, the prevention of fire, security and order.  

Mr. Nguyen Thanh Trung, Deputy Head of the Division of Natural Resources Management and Environment of the Dong Nai Industrial Zones Authority, in charge of the inspection group, said: "The inspection group came to the enterprises implementing 3 things on  the spot mainly guidance on evaluating and proposing solutions in order to improve the effectiveness of Covid-19 epidemic prevention and control. Through inspecting more than 10 enterprises implementing the 3 things on the spot option, there are about 90% well-performing the 3 things on spot. However, the companies still have some shortcomings that need to be quickly overcome."  

In order to ensure the safety of employees staying in the company, all businesses regularly implement rapid tests about 2 times per week. Before employees enter the factory to stay, the businesses all implement rapid tests for employees. If negative, then let them in and stay in the individual area, and after 3 days, the 2^nd rapid test is negative again before staying in the common boarding area. Employees when entering the accommodation of company must commit not to go out and not meet outsiders.  

Mr. Nguyen Hong Tuan, Center for Disease Control of Bien Hoa City assessed: "Most of the "3 things on the spot" enterprises have applied 5K and have already prepared the isolation rooms so that when F0 cases appear, avoiding wide spreads. However, some companies have not prepared enough antiseptic water in the cafeteria and hand-washing areas. The group reminded enterprises to fully implement to ensure the epidemic prevention and control".

*Many problems need to be solved 

 According to enterprises, after 4-6 weeks of allowing workers to stay at the factory, there are some problems that need timely support from local authorities, avoiding the pressing for workers.

Mr. Le Duc Vinh, Director of Fujitsu Computer Products of Vietnam, Inc. in the Bien Hoa II Industrial Zone said: “The company is organizing nearly 260 workers to stay at the factory to maintain production. But, in the process of implementation, the employees get sick, the relatives’death and seriously ill, they are forced to take leave for going home. However, before the employees go home, the company must send a document to the People's Committee of the cities, districts, the Health Center of cities and districts, the People's Committee of the communes or wards where they are living.  When there is a written consent, they will be come back their hometown. There are localities that handle administrative procedures from 2 to 3 days, making workers very pressing." Therefore, Mr. Vinh suggested that the Provincial People's Committee consider assigning a focal point to handle the administrative procedures and shorten the time for employees to less-wait. 

A representative of Dong Nai Food Industrial Corporation in the Bien Hoa II Industrial Zone said that the company is organizing about 523 workers to stay at the factory to continue production, but the lengthen rest time at the factory makes it difficult for many workers because they have family outside. In order to retain employees, in addition to salary, the company must support an additional VND250,000 per person per day and people with small child also support.

In addition, the companies also proposed to soon have more sources of Covid-19 vaccine to inject employees so that they feel secure working.

During the inspection of enterprises, Mr. Tran Thanh Thang, Vice Chairman of the Trade Union of the Bien Hoa Industrial Zone suggested that each company should pay attention to taking care of workers' lives. In spite of the difficult epidemic situation, the enterprises spend a lot of money on epidemic prevention and control, the enterprises should take care about the workers’ lives by providing additional support for those who stay to perform "3 things on the spot". Thus, the employees will feel secure to long-term commitment with the company.
