To meet demand of the growth, 3 provincial roads No. 764, 765 and 767 will be upgraded earlier than planned.

Provincial road No. 765, from the Suoi Cat Intersection, Xuan Loc District to the center of Xuan Tay Commune, Cam My District, has been upgraded and expanded with 2 lanes for motor vehicles and 2 lanes for rudimentary vehicles.
Starting to overload and degrade
2 provincial roads No. 764 and 765 are 2 provincial roads that play the role of connecting between Xuan Loc District and Cam My District, in which most of the length passes through Cam My District. These are also two roads that play an important traffic connection role for the eastern communes of Cam My District. However, at present, both these roads have begun to appear the overloaded situation and local damage affecting the circulation to serve people's lives and production.
Mr. Che Van Thanh, Head of Economic - Infrastructure Division of Cam My District said that, for the provincial road No. 765, over the past time, the section from Suoi Cat Intersection, Xuan Loc District to the center of Xuan Tay Commune, Cam My District has been invested in upgrading and expanding with 2 lanes for motor vehicles and 2 lanes for rudimentary vehicles. However, for the remaining section with a length of more than 20km, it has not been invested in upgrading and expanding, so it has begun to appear damaged and degraded locally, especially the section through Lam San Commune. Due to not being invested to upgrade and expand, the remaining section of the road has not met the current traffic demand yet. "On this road, it has begun to appear overloaded," Mr. Che Van Thanh said.
Meanwhile, for provincial road No. 764, although there has been no deterioration, the width of this road is currently too small and difficult to meet the traffic and development needs at all.
Mr. Nguyen Phong, who lives in Song Ray Commune, said that the capacity of traffic circulating throug this road is getting more and more crowded, but the road surface is too small, leading to the difficult circulation for the local people.
According to Mr. Che Van Thanh, although the provincial road No. 764 is a provincial road, it has been invested and built for a long time, so the cross-sectional scale of the road is very small, only 6 meters.
Similarly, for the provincial road No. 767 connecting Trang Bom District and Vinh Cuu District, although the road is invested in upgrading and expanding, it has now become overloaded and unable to meet development needs. The provincial road No. 767 is an important arterial road from the administrative center of Vinh Cuu District connecting to National Highway No. 1 and neighboring developed economic regions such as Trang Bom District and Bien Hoa City. This is also the road passing through the Song May Industrial Zone, so the traffic volume is more and more increasing. Therefore, with the current scale, this road is also falling into overloaded situation. "The provincial roads in the area, including the provincial road No. 767, are currently narrow, so the circulation of vehicles is still difficult, and the traffic time is prolonged" - Mr. Nguyen Quang Phuong, Chairman of the Vinh Cuu District People's Committee said.
Early accelerating the progress of upgrading and expanding investment
Facing the degradation and overloading situation of the above-mentioned provincial roads, local governments of Vinh Cuu District and Cam My District have proposed to soon invest in upgrading and expanding these roads in order to meet the development needs in the near future.
According to Resolution No. 40/2016/NQ-HĐND, dated December 9, 2016 of the Provincial People's Council on approving the road transport plan in Dong Nai Province upto 2020, with orientation to 2030, upgrading expanding projects of provincial roads No. 764, 765 and 767 will be implemented in the period of 2026-2030.
However, according to Mr. Nguyen Bon, Deputy Director of the Department of Transport, based on the recommendations of localities, the Department has also proposed to the Provincial People's Committee to adjust the investment phase for projects on upgrading and expanding the above-mentioned roads.
At the 2nd session of the Xth Provincial People's Council took place at the end of July, the Provincial People's Council approved a Resolution on amending and supplementing Clause 3, Article 1 of Resolution No. 40. Accordingly, the upgrading and expanding projects of the provincial roads No. 764, 765 and 767 which have been adjusted from the period of 2026-2030 to be implemented in the period of 2021-2025. “The adjustment of the investment phase for these roads is mainly comes from the needs of socio-economic development of the region and the localities," Mr. Nguyen Bon said.
According to Mr. Nguyen Bon, in the near future, Vinh Cuu District will implement to invest in new traffic projects such as Belt Road No. 4 and Bien Hoa City Belt Road. Therefore, the early investment implementation of the upgrading and expanding provincial roads project in the district, including the provincial road No. 767, will ensure synchronous connection of the transport system in order to serve development needs.
Meanwhile, for two provincial roads No. 764 and 765, the Provincial People's Committee has also assigned the Department of Planning and Investment to study the investment plans.
To implement projects on upgrading and expanding provincial roads, the main source of capital for implementation is from the State budget. However, in the context of limited state budget capital source, these projects will also be studied and proposed to exploit the land fund on both sides of the road to create reinvestment capital. "If using the entire budget, it is not enough to invest, so it is necessary to study and exploit the land fund on both sides of the roads to create capital and reinvest," Mr. Nguyen Bon said.
