On March 18, T. had a close contact with patient No. 124 within 30 minutes at the office of Gia Dinh Shoe Company (shaking hands and not wearing a mask), at this time, the patient 124 did not fall sick.
During the period from 18 to 24-3, T. still worked at the company, wearing a mask and washing his hands often. He still went to work and went home in Ho Chi Minh City by motorbike and did not drop by anywhere.
At the Company, T. worked in the position of a supervisor, often in contact with a foreign expert who is the director of the chain (this person is also being isolated); he had close contact with 2 quality management staff (these 2 people are also in isolation), and had contact with the employees of the company's office department (these employees are isolated at Dong Nai University).
In addition, T. also had contact with 7 security guards of the company (currently isolated at Dong Nai University).
Director of the Department of Health Phan Huy Anh Vu said that from March 24 to April 6, T. was isolated at Dong Nai University, where he was arranged in the same room with other four F1 cases of the case 124.
While in the isolation area, T. had close contact with 4 people in the same room, sometimes without a mask; sometimes in the hall talking to the isolated people in the next room, keeping a distance and wearing a mask; he went down to the soccer field to play football with 2 people also isolated at the same isolation floor in the form of passing the ball back and forth without close contact.

On April 6, the 13th day of T.'s isolation, Thong Nhat General Hospital took his samples and tested him, resulting in positive for Covid-19. To be sure, T.'s patient sample was transferred to Pasteur Institute in Ho Chi Minh City for testing and also resulted in positive for Covid-19.
As soon as T.'s screening test results were available, on the evening of April 6, the patient was transferred from Dong Nai University isolation area to Dong Nai Lung Hospital (Hospital specialized in the treatment of Covid-19 of the province) with no fever, no cough, no sneezing, and no runny nose.
Thus, if Dong Nai had not proactively tested after the isolation, T.'s would have been allowed to return to Ho Chi Minh City, on that account it will be dangerous to enter the community. This is a matter to be considered in the prevention and control of the Covid –19 pandemic.
Infection control
Director of the Provincial Center for Disease Control (CDC) Bach Thai Binh De said that in order to limit the risk of outbreak spread, the 4 people in the same room with T., who had 14 days of isolation and had the negative results for Covid-19 but due to close contact with the patient with high risk of infection, they were transferred to isolation in Dong Nai Lung Hospital, to be monitored and isolated another 14 days, subject to social distancing and being sampled after 3-5 days.

The 10 people in the same isolation group on the 4th floor with T., at Dong Nai University, due to indirect contact with the patient and a risk of transmission, are monitored in a separate area at Dong Nai University for another 14 days of isolation, subject to social distancing and being sampled after 3-5 days despite having been isolated for 14 days with negative test results.
The Health sector has put 3 subjects of F2 of the patient 124 in isolation at the company to concentrated isolation at Dong Nai University and took their samples for testing; and conducted additional investigation of the people in contact with the two subjects who have gone home and performed isolation at home.
Health workers also conducted investigations and reviews of all F2 subjects who are workers in the company isolated in Bien Hoa City and Vinh Cuu City. If anyone has close contact with T., then immediately they will be transferred to Dong Nai Lung Hospital for isolation and testing. Those who have close contact with the people who have close contact with the patient are transferred to concentrated isolation.
On April 7, CDC coordinated with Bien Hoa City Health Center and Health Center of Vinh Cuu district to review all F2 and F3 subjects of 124 patients who are workers in the company and people living in Dong Nai, isolated at home to monitor their health. If anyone presents with fever or cough, they should be taken to the hospital for testing. The rest are required to continue to monitor their health daily at home for another 14 days.
The entire 4th floor, corridors, stairs, entire dormitory isolation area of Dong Nai University are disinfected; temporarily stopping for the remaining isolated subjects in the isolation area of Dong Nai University from going home; testing all subjects and staff in the isolation area of Dong Nai University. The results of the screening test on the evening of April 7 showed that 61 people had negative results for Covid-19, and 28 cases were waiting for the results.

Speaking at the meeting, Vice Chairman of the provincial People's Committee Nguyen Hoa Hiep said that when recording the first case of Covid-19 in the province, the health sector needs to be aware of the subjects at risk and apply strict classification, localization and control to prevent the outbreak from spreading to the community.

The Vice Chairman of the provincial People's Committee also suggested that the Department of Health should coordinate with the Provincial People's Committee Office to regularly update information on the Covid-19 pandemic in the locality to the web portal and website (http://ncovid.dongnai.gov.vn) of the province so that the people in the province can fully grasp, thereby raising all levels of alertness to the pandemic and strictly implementing regulations on the prevention and control of Covid-19 pandemic.
Under the direction of Chairman of the Provincial People's Committee Cao Tien Dung at the meeting, the Department of Health shall focus on studying the best treatment regimen for patient T, along with calculating the isolation time of some cases of 14 days or 21 days.
For cases in close contact with the case 247 in Vinh Cuu District and Bien Hoa City, the Chairman of the provincial People's Committee also asked the Health Sector to take samples for testing and publish the test results soon so that people can be assured.
