Deputy Prime Minister Le Van Thanh asked ministries, branches and People's Committees of provinces and cities to create conditions for vehicles carrying essential goods, food and foodstuffs to enter the epidemic areas. Document No. 1015 clearly states that vehicles carrying essential goods, food and foodstuffs entering epidemic areas will not be inspected if they have QR identification codes of the transport and transport industry, traveling on highways, national highways and national highways, provincial roads, inter-district roads, urban roads nationwide. The inspection of essential cargo vehicles is only carried out at the delivery and receipt points, ensuring full compliance with epidemic prevention and control requirements.
Deputy Prime Minister Le Van Thanh also requested ministries, branches and People's Committees of provinces and cities to focus on leading, directing and strictly implementing the above regulations, proactively handling arising problems and promptly report to the Prime Minister on matters beyond their authority.
Many transport enterprises in the province assessed that the directive content in Document No. 1015 will help reduce the traffic jams, create the most favorable conditions for the supply, transportation and circulation of essential goods, food and foodstuffs in a timely manner to serve localities and residential areas, meeting the needs of people's lives in areas affected by the Covid-19 epidemic.
The Inspectorate of the Ministry of Transport requested relevant units to strengthen inspection of the implementation of measures to prevent and control the Covid-19 epidemic at the request of competent authorities during the inspection and examination of transport activities, activities to ensure safety and security of enterprises, units and individuals at loading places, stations, ports, etc. In case the vehicles traveling wrongly to the "green lane" mentioned by the authorized agencies by road and inland waterway, they need to be strictly handled.

Mr. Duong Manh Hung, Deputy Director of the Department of Transport said that up to now, Dong Nai has implemented the issuance of QR codes for vehicles carrying essential goods, food and foodstuffs into the epidemic area with nearly 6,000 vehicles. The issuance of QR codes is done online and takes place smoothly, ensuring smooth transportation and circulation of goods.
According to Mr. Duong Manh Hung, transport units need to follow the new instructions of the Ministry of Health, the Ministry of Transport and the Ministry of Public Security in the circulation of goods between localities throughout the country. Businesses must comply with their commitments in ensuring epidemic prevention such as: drivers must be negative for SARS-CoV-2; vehicles with orders to transport the journey to the place of departure and destination; follow the "green lane" that has been granted. “For vehicles that have been issued with a QR code, when in circulation, they will be given priority not to be checked on the road or through the checkpoints, but will be checked according to the principle of pre-inspection and post-inspection. That is, before leaving, the vehicle must ensure epidemic prevention according to regulations. When arriving at the place of unloading, the competent force will check and force the driver to meet all the conditions for epidemic prevention. If there is a violation or lack of procedures when transporting goods, they must take responsibility and be handled in accordance with regulations, "- Mr. Hung noted.

Referring to the registration of QR identification cards operating on the "green lane" of national transport, the Minister of Transport asked provinces and cities to use the software of the Directorate for Roads of Vietnam to manage and issue the traffic permits of "green lane" for businesses and vehicles in need. In particular, it should be noted to organize the implementation continuously, quickly and conveniently. So far, the functional forces have not recorded any cases of counterfeiting of QR identification cards.
In order to avoid being passive and causing serious long-term congestion at epidemic control points, the Ministry of Transport also requests other localities across the country, when applying epidemic prevention and control regulations that affect operations of transport, it is necessary to to announce and propagate widely in advance so that relevant organizations and individuals would know and follow.
