At the ceremony, the leaders of the DCST implemented the department's plan for the special 500-day emulation campaign. The plan sets out 5 key objective groups, including: Discipline, order, and innovation in leadership, direction, and administration; administrative reform and digital transformation; building a team of officials, civil servants, and public employees; targets for the fields of culture, sports, and tourism, press and publishing, and the satisfaction of the people and businesses.

The action plan includes 18 specific targets to be implemented across five phases extending through 2030. Among the key goals are: Ensuring 100% of departmental divisions and affiliated units consistently apply the “six clarities” principle and develop implementation plans with clearly defined tasks and deliverables; requiring all units to identify bottlenecks and unresolved tasks for prioritized solutions; ensuring all administrative procedures under departmental authority are processed electronically; and achieving citizen and business satisfaction rates of at least 98%.

Speaking at the launching ceremony, Deputy Director of the DCST Vu Xuan Truong called on all divisions, units, officials, public employees, and workers to strengthen responsibility, solidarity, and work efficiency. He emphasized the working principle of “Finish the work, not just the working hours,” urging all personnel to remain committed to fulfilling assigned tasks while rapidly developing detailed action plans aligned with campaign objectives. The department also pledged to strengthen inspection, supervision, and performance evaluations to promptly address difficulties and ensure successful implementation.
As part of the program, affiliated divisions and units signed commitments expressing their determination to effectively implement the 500-day campaign under the theme “Unity – Discipline – Efficiency – Breakthroughs for Building a Civilized and Modern Dong Nai.”

During the ceremony, DCST also awarded certificates of merit to collectives and individuals for outstanding contributions to activities surrounding the Ceremony announcing the National Assembly’s Resolution on the establishment of Dong Nai City.
