Dong Nai discusses measures to improve SIPAS and PAR Index rankings

On June 11, the Ministry of Home Affairs (MoHA), in coordination with the Dong Nai City People’s Committee, organized a workshop to discuss solutions for improving the Satisfaction Index of Public Administrative Services (SIPAS) and the Public Administration Reform Index (PAR Index) in the coming years.

The event was attended by Deputy Minister of Home Affairs Nguyen Van Hoi; Vice Chairwoman of Dong Nai City People’s Committee Nguyen Thi Hoang; and representatives, officials and civil servants responsible for administrative reform from 16 Southern provinces and cities.

Speaking at the workshop, Vice Chairwoman Nguyen Thi Hoang said the event held special significance for Dong Nai as the locality had recently officially become a city. The milestone creates new development opportunities while also placing higher demands on governance, public administration and service delivery for residents and businesses.

According to Hoang, administrative reform has long been identified as one of the city’s key drivers of socio-economic development. In 2025, thanks to the concerted efforts of the entire political system, Dong Nai ranked third nationwide among the country’s 34 provinces and cities in both the PAR Index and SIPAS. The achievement reflects positive progress in institutional reform, administrative procedure simplification, digital transformation and the development of a public administration system centered on serving citizens and businesses.

During the workshop, representatives from the Administrative Reform Department under the MoHA presented updates on administrative reform results for the 2021–2025 period and orientations for 2026–2030. They also provided information on the 2025 SIPAS and PAR Index results and discussed their policy implications. Participants reviewed achievements, identified shortcomings and bottlenecks in the implementation of SIPAS- and PAR Index-related initiatives, and shared successful models and practical experiences in institutional reform, administrative procedure reform and digital government development, while openly discussing challenges and proposing practical solutions to improve public governance and citizen satisfaction.

 

Assessing the results, Deputy Minister Nguyen Van Hoi said Dong Nai is among the leading localities nationwide in administrative reform, with notable achievements in shortening processing times, improving service quality for residents and businesses, and building a responsible and dedicated civil service workforce. Dong Nai is regarded as a model locality whose experience can serve as a valuable reference for other provinces and cities.

The Deputy Minister emphasized that during the 2026–2030 period, Vietnam aims to reduce at least 30% of administrative procedures, cut processing times by at least 50%, and lower administrative compliance costs for citizens and businesses by at least 50%. The ultimate goal of administrative reform, he stressed, is to improve public satisfaction and modernize the administrative system.

Despite the progress made, the Deputy Minister noted that in some localities, administrative applications are still returned repeatedly for supplementation, forcing citizens to make multiple trips to complete required procedures. He urged local authorities to continue reviewing and removing bottlenecks in administrative procedure processing, accelerate digital transformation, improve specialized databases and enhance the quality of public service delivery.

Nguyen Van Hoi emphasized that the assessment and ranking of the PAR Index and SIPAS are conducted objectively based on a comprehensive set of indicators and the actual performance of local administrations. Public satisfaction continues to be one of the most important measures of administrative reform quality. He called on localities to continue reviewing all pillars of administrative reform, improving institutional frameworks, modernizing governance practices and strengthening accountability among public officials, with the goal of building a modern, professional and service-oriented administration.

Later the same day, delegates visited the Dong Nai City Public Administration Service Center to observe its operations and learn from its practical experience in delivering public services.
