At the session, Director of DoF Truong Thi Huong Binh presented a report outlining key tasks and solutions to promote economic growth, increase state budget revenue, combat revenue leakage and recover tax arrears throughout Dong Nai City. As of May 31, 2026, the city’s total state budget revenue had exceeded VND49.3 trillion, up 30% compared with the same period in 2025. The figure was equivalent to 49% of the assigned estimate and 33% of the city's annual growth target.
Public investment disbursement at both the city and commune/ward levels remained below expectations during the first five months of the year. According to the DoF, one of the main reasons was that capital allocated for science and technology, innovation and digital transformation projects had yet to be disbursed. In addition, several projects continued to face delays in land clearance and compensation work, while some investors had not fully fulfilled their responsibilities in expediting project implementation.

Concerning efforts to remove obstacles facing investment projects, Dong Nai currently has approximately 279 projects encountering difficulties. Of these, 238 fall under the jurisdiction of local authorities, while 41 remain unresolved and require action by central government agencies.
Meanwhile, growth promotion measures are also being accelerated across multiple sectors, including construction; agriculture and environment; culture, sports and tourism; science and technology; education; and healthcare, with the aim of contributing to the city’s overall growth target.

In his directive remarks, Deputy Secretary of the CPC and Chairman of Dong Nai People’s Committee Nguyen Van Ut called on departments, agencies and local authorities to demonstrate greater determination throughout June and the remaining months of the year. He frankly acknowledged that several economic growth indicators had yet to meet expectations, potentially affecting the objectives established at the beginning of the year. He urged all relevant units to accelerate implementation, address existing shortcomings and maximize available resources, particularly land-related revenue sources. At the same time, he also stressed the need to speed up public investment disbursement, proactively tackle bottlenecks and make every effort to fulfill the city’s development targets.

Chairman of Dong Nai People’s Committee Nguyen Van Ut instructed departments and agencies to formulate detailed plans for achieving their sector-specific targets while identifying measures to address unresolved issues that had emerged during the first five months of the year. Based on that, each unit should develop concrete solutions for June and for the second half of 2026. He also emphasized the importance of stronger coordination among departments and agencies in order to collectively support the city’s development agenda.

In addition, relevant units were tasked with creating a more favorable investment environment and preparing clean land reserves to attract investors. Investment promotion efforts should clearly convey Dong Nai’s orientation toward attracting green, sustainable and low labour-intensive projects. The city will also continue supporting enterprises in expanding market access while creating opportunities for businesses to participate in product promotion and trade promotion programs.
In the fields of energy, innovation and digital transformation, Dong Nai aims to accelerate the development of an innovation ecosystem, foster the digital economy and knowledge-based economy, and cultivate new growth drivers. Authorities were tasked with assessing the proportion of enterprises participating in digital transformation and digital economy programs so that targeted support policies could be developed. Furthermore, tourism and service industries were urged to make greater contributions to the city’s overall growth performance during the remaining months of the year.
Regarding state budget revenue collection, Chairman Nguyen Van Ut stressed the need to achieve the highest possible results. In the area of import-export activities, relevant agencies were instructed to proactively review revenue sources, strengthen measures against revenue leakage and recover tax arrears in accordance with regulations.
