The Dong Nai City Party Committee’s Executive Board issued Resolution No. 05-NQ/TU on May 1, 2026 on launching a special 500-day-and-night emulation campaign titled “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” while continuing to sustain and improve implementation quality until 2030 (referred to as Resolution 05). This serves as an imperative of action to concretize the 1st Dong Nai Provincial (now Dong Nai City) Party Congress Resolution (2025-2030 term), the 14th National Party Congress Resolution, and the Central Government’s major guidelines on developing the Southeastern region, building a two-tier local government, and ensuring rapid, sustainable national development in the new era through specific, measurable, and verifiable results.
Accelerating for breakthroughs
Huynh Thi Hang, Deputy Secretary of the Dong Nai City Party Committee and Chairwoman of the municipal Vietnam Fatherland Front Committee, stated that Resolution 05 sets forth specific targets, including strengthening administrative discipline and order and implementing the "six clarities" principle to ensure consistency throughout the political system. The resolution seeks to enhance responsibility and proactivity, with a goal of achieving a 98% on-time task completion rate and eliminating prolonged backlogs. It also aims to ensure that 100% of administrative procedures are processed in a digital environment, with all city-level dossiers and at least 90% of commune-level dossiers handled through electronic systems. In addition, the city will monitor 100% of key tasks through data-driven management and expand the application of technology to track and assess implementation progress and quality. Innovation is encouraged, with a goal of at least 20% of officials proposing initiatives or solutions to improve performance. The resolution also focuses on unlocking resources, addressing difficulties and bottlenecks, and maintaining annual double-digit economic growth.
Nguyen Van Ut, Deputy Secretary of the Dong Nai City Party Committee and Chairman of the municipal People's Committee, affirmed that the special 500-day-and-night emulation campaign is not merely a slogan or a formality but a commitment and responsibility towards the Party and the people, while reinforcing Dong Nai's position within the region and the country. He emphasized that Resolution 05 serves as a call for unity and coordinated action across the political system to achieve the shared goal of Dong Nai's development.
The Standing Board of the municipal Vietnam Fatherland Front Committee called on each of its members, residents, businesses, religious organizations, prestigious individuals, intellectuals, writers and artists, members of the armed forces, and Front officials at all levels to contribute at least one initiative, one project, one effective model, or one practical action. The appeal aims to mobilize collective efforts to build Dong Nai into a civilized, modern, and happy city.
The municipal People's Committee has been committed to achieving approximately 50% of the key goals and targets of the socio-economic development resolution for the 2026-2030 period by the end of the special 500-day-and-night emulation campaign. Simultaneously, it will accelerate the progress of key projects, unlock development resources, and aim for the city’s economic scale to reach VND 900 trillion by 2027, with budget revenue reaching approximately 170 trillion VND, domestic investment of about 200 trillion VND, and foreign direct investment of approximately 3 billion USD.
By late 2027, Dong Nai City aims to fulfill 50% of the key targets set out in the 1st Dong Nai City Party Congress Resolution, with full completion targeted by the end of 2028. The city also strives to establish more than 16,200 new enterprises by 2027 and over 40,000 by 2030.
Speaking at the conference to launch the City Party Committee’s Action Program for Resolution 05 of the City Party Committee’s Executive Board, Nguyen Van Ut, Deputy Secretary of the Dong Nai City Party Committee and Chairman of the municipal People's Committee, emphasized, “The 500-day-and-night campaign is a genuine test of the city administration’s capacity. The test will not be measured by slogans or lengthy reports, but by tangible results: whether administrative procedures are handled more efficiently, projects are progressing, public investment is being disbursed on schedule, businesses’ difficulties are being addressed, and residents are increasingly satisfied with public services. The road ahead still presents many challenges, but I am confident that, with unity and a renewed spirit of determination and action, we will achieve significant breakthroughs in the city’s development.”
Decisive action
According to Ha Anh Dung, Member of the City Party Committee’s Standing Board and Standing Vice Chairman of the municipal Vietnam Fatherland Front Committee, the success of the emulation movement first of all depends on ensuring that the people understand, trust, support, and actively participate in its implementation. It is because Dong Nai’s greatest strength lies not only in its economic potential or urban infrastructure, but also in the people's trust, the great national solidarity bloc, and the spirit of close cooperation between the people and the city’s Party committee and authorities.The municipal Vietnam Fatherland Front Committee and socio-political organizations have been committed to boosting propaganda and mobilization to create a widespread emulation atmosphere across society, ensuring that every residential area becomes a bright spot of emulation and every citizen becomes a contributor to the city's development.
Responding to the special 500-day-and-night emulation campaign launched under Resolution 05, Dinh Tien Hai, Director of the Dong Nai City Construction Investment Project Management Board, stated that the Board is coordinating closely with relevant agencies and units to accelerate land clearance work, thereby ensuring that projects remain on schedule and addressing one of the most significant obstacles to project implementation. Through these efforts, the Board aims to complete projects as planned and achieve a public investment disbursement rate of at least 95%, in line with the targets assigned by the city authorities.
Immediately after the City Party Committee’s Executive Board issued Resolution 05, communes, wards, agencies, and units began formulating their own action programs. Vien Hong Tien, Member of the City Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Bien Hoa ward, stated that the ward Party Committee’s Executive Board had issued Resolution No. 07-NQ/DU to launch a special 500-day-and-night emulation campaign titled "Unity - Discipline - Breakthrough - Development, Building a Civilized and Modern Bien Hoa."
“This special emulation campaign is closely linked to 13 specific programs and projects to be implemented by the ward in 2026 and 2027. The Party Committee, administration, armed forces, and people of Bien Hoa ward are determined to successfully carry out the campaign, thereby contributing to the effective implementation of the Bien Hoa ward Party Congress Resolution for the 2025–2030 term. Through these efforts, the ward will continue to be developed into an increasingly civilized and modern urban area, worthy of its stature as the central urban hub of Dong Nai City,” said Vien Hong Tien.
