Department of Natural Resources and Environment, departments, branches and localities are pushing up solutions to reduce landfill for domestic waste to less than 15%..
Classify waste in daily waste treatment area of Quang Trung
Commune, Thong Nhat District
The rate of landfill is still high
Sharing at the 6-month preliminary review meeting of the Natural Resources and Environment sector, Mr. Dang Minh Duc, Director of the Department of Natural Resources and Environment, said that the collection, classification and treatment of rubbish in the province have recently been achieved many outstanding results. Specifically: 100% of medical waste, 100% of industrial solid waste, 99% of hazardous waste, 99% of domestic waste are collected and treated; 100% of industrial parks with enough waste water operating the centralized wastewater treatment system have come into operation and installed automatic monitoring system to regularly transfer data to the Department. However, the current rate of landfills for solid waste disposal at disposal sites is still quite high, adversely affecting the environment and wasting resources.
Currently, Dong Nai generates an average of 1,885 tons of domestic waste every day, 99.2% of which is collected and treated. In particular, about 1,550 tons of waste is sent to the concentrated waste treatment facilities, the remaining self-treatment according to instructions. Nearly 1,087 tons of waste were recycled / produced compost (compost) and burned, about 463 tons of landfill, accounting for nearly 30%.
Mr. Dang Minh Duc said that the goal of 100% waste collection can be completed, particularly reducing the landfill rate to below 15% is difficult to achieve. The use of outdated garbage treatment technology; infrastructure investment for delayed collection and treatment of garbage; Many localities have not implemented extensive and effective sorting activities at source; the waste treatment facilities that have not operated at their full capacity are the causes leading to the reduction of unsatisfactory daily-life garbage disposals. This has great consequences for the environment, loss of land area, and waste of resources.
Mr. Nguyen Tan Vinh, Head of Natural Resources and Environment Division of Bien Hoa City, said that before, waste collection and treatment activities in the city were assigned to the Urban Management Division, and currently assigned to the Natural Resources and Environment Division. The Division is organizing the bidding for waste collection and treatment in the city. According to Mr. Vinh, the collection cost of 28 thousand dong/household is low, in some areas, only 2 or 3 days should a collector appear. In addition, some public areas such as roads, vacant land, along rivers and streams, etc. there is no payer, leading to the fact that waste has not been collected regularly and has not reached the collection target of 100. % domestic waste.
Sharing about this issue, Mr. Nguyen Van Linh, Vice Chairman of People's Committee of Xuan Loc District, said that the waste collection activities in the district area were basically satisfactory, but the problem of waste treatment at the Xuan Tam waste treatment plant (Xuan Loc District) of Cu Lao Xanh Co., Ltd still has many shortcomings: This treatment plant has a capacity of 120 tons of waste treatment per day and currently operates a system of testing waste treatment by compost method. about 80 tons / day but incomplete incinerator capacity, incineration and treatment by compost methods pollute the surrounding environment ...
In many localities, many waste treatment facilities have not yet completed the goal of collecting 100% of domestic waste and reducing landfill of domestic waste to less than 15% as required.
Additional resources
With the goal of economic growth coupled with environmental protection, in recent years, Dong Nai has strengthened its solutions, concentrating resources for waste treatment.
Deputy Chairman of the provincial People's Committee Vo Van Chanh said that Dong Nai is making every effort to complete the target of collecting 100% of domestic waste, including reducing the landfill rate to below 15% in 2020.
They are: promoting the classification of waste at source to increase the rate of recycling waste, minimizing burial waste; increase the rate of collecting and sending waste to centralized waste treatment facilities; assisting the waste treatment companies in completing legal procedures to officially operate the technology of composting and composting.
In addition, the province has directed infrastructure investment for sorting, collecting and treating waste after sorting; departments and agencies urge waste treatment units to renovate technology and increase domestic waste treatment capacity. Earlier, Dong Nai had decided to build a waste treatment plant into compost humus at Vinh Tan Waste Treatment Plant (Vinh Cuu District) with a capacity of 450 tons/day.
Regarding specific solutions to fulfill the goal of collecting 100% of domestic waste and reducing the landfill rate to below 15%, Mr. Dang Minh Duc said that it is necessary to further strengthen resources for collection, waste treatment. In particular, waste treatment plants quickly complete legal procedures, officially put into operation the approved waste treatment technology, at the same time, increase the capacity of receiving and treating garbage to the maximum, reducing the percentage. Domestic waste shall be handled in the form of burial.
Specifically, Waste Treatment Plant in Quang Trung Commune (Thong Nhat District) completed the construction procedure to put into operation the waste recycling station to compost 1.2 thousand tons/day; Vinh Tan Waste Treatment Plant (Vinh Cuu District) completed procedures and built a waste treatment plant by producing compost with a capacity of 450 tons/day, in time to put into operation in the fourth quarter of 2020; Xuan Tam Waste Treatment Plant (Xuan Loc District) completes the environmental conditions to put the processing line of composting method of 120 tons/day into operation; My Xuan Waste Treatment Plant (Xuan Loc District) invests in the installation of a waste gas monitoring system for domestic waste incinerators of 72 tons/day.
The remaining areas are completing procedures or during the trial operation of the incineration and waste treatment system by the compost method; Some areas only accept industrial waste.
