Dong Nai enhances telecommunications service quality

Telecommunications enterprises have concentrated investments on expanding infrastructure, particularly 5G and FTTH (Fiber to the Home) broadband fiber-optic networks that connect directly to customer premises.

Positive results

According to the Department of Science and Technology, during the early months of 2026, telecommunications enterprises continued to deploy fiber-optic networks extensively, contributing to enhancing the quality of broadband internet service delivery and fulfilling the digital transformation demands of citizens and businesses.

During the first six months of 2026, broadband internet infrastructure across the city continued to grow, surpassing 1.12 million household FTTH subscribers. The household FTTH connection rate reached nearly 93%, supporting the city's digital infrastructure development targets. By the end of June 2026, mobile network coverage reached 100% of the population, with 3G coverage at 99% and 4G coverage at 100%. Most notably, 5G technology coverage in Dong Nai reached approximately 84%, with 5G coverage areas continually expanding to lay the foundation for deploying digital services, the Internet of Things (IoT), Artificial Intelligence (AI), and local digital transformation applications.

Information from the Department of Science and Technology reveals that telecommunications service revenue in Dong Nai City exceeded 1.5 trillion VND. Telecommunications revenue and subscriber numbers maintained sustained growth, contributing to robust digital infrastructure for municipal digital transformation.

At the Postal and Telecommunications Sector Briefing Conference hosted by the Department of Science and Technology in mid-July 2026, Senior Lieutenant Colonel Nguyen Huy Tan, Director of Viettel Dong Nai, shared: Over the past period, Viettel Dong Nai has strengthened coordination and partnership with local authorities in carrying out tasks linked to Politburo’s Resolution No. 57-NQ/TW on breakthrough developments in science, technology, innovation, and national digital transformation within Dong Nai City. Regarding telecommunications infrastructure development, statistical data as of mid-July 2026 shows Viettel Dong Nai's 5G technology coverage rate reaching 87%. In the final months of 2026, Viettel Dong Nai will continue focusing on comprehensive solutions—deploying a 120-day-and-night peak campaign to complete 5G technology infrastructure early and increase coverage rates to meet established targets.

In recent times, the City People's Committee signed cooperation agreements with major Vietnamese technology and telecommunications corporations—including Viettel, MobiFone, and VNPT—to accelerate local digital transformation. Telecommunications enterprises across the city have tightened coordination with the Department of Science and Technology and local administrative units to roll out digital transformation support programs for citizens and businesses, advancing the growth of digital government, digital economy, and digital society pillars in Dong Nai.

Prioritizing telecommunications infrastructure expansion

According to the Department of Science and Technology, alongside positive results, telecommunications infrastructure development across the city still faces challenges. These include uneven 5G coverage rates among service providers, difficulties in infrastructure development in remote areas due to high investment costs and low operational efficiency, and relatively slow progress in technical infrastructure sharing and undergrounding telecommunications cables across certain localities compared to requirements.

In May 2026, the City People's Committee issued Decision No. 20/QD-UBND promulgating the Master Plan for Passive Telecommunications Infrastructure Development in Dong Nai City for the 2026–2030 Period, with Orientations to 2035. The plan aims to develop passive telecommunications infrastructure in a synchronized, modern, safe, and sustainable manner—meeting broadband network expansion demands, serving digital transformation, developing digital economy and society, and ensuring national defense and security. Concurrently, it creates favorable conditions for telecommunications enterprises to invest in and expand their networks.

A key objective of this plan is strengthening shared telecommunications infrastructure usage, increasing shared-use ratios among telecommunications enterprises, and utilizing existing technical facilities to install telecommunications equipment. The plan also targets expanding telecommunications infrastructure to drive digital transformation, meet requirements for smart city and smart industry development, support digital technology applications, and guarantee high-quality service delivery for residents, businesses, and state agencies.

Also at the Postal and Telecommunications Sector’s Briefing Conference in mid-July 2026, Nguyen Truong Tung, Deputy Director of VNPT Dong Nai, proposed: In the coming period, the Department of Science and Technology, alongside relevant telecommunications enterprises, should establish a joint technical working group to agree on deployment locations and to standardize the design of shared transceiver stations right from the planning phase. This approach will help passive infrastructure sharing operate in a synchronized manner, saving time and deployment costs.

Pham Van Trinh, Member of the City Party Committee and Director of the Department of Science and Technology, emphasized: Moving forward, relevant units and enterprises must focus on digital infrastructure development solutions to ensure production and business operations meet growth targets, expand coverage zones, and elevate service quality. Furthermore, telecommunications enterprises need to strengthen coordination with departments and agencies to improve local digital transformation and innovation indices, address coverage gaps, prioritize shared infrastructure solutions, and advance telecommunications networks in border regions.
