Digital transformation helps improve Dong Nai's EBI

According to the E-commerce Business Index (EBI) Report 2026 published by the Vietnam E-commerce Association (VECOM), Dong Nai recorded an EBI of nearly 17.4 points in 2026, ranking sixth nationwide.

Promoting digital economy development

According to the Department of Industry and Trade, the department has recently implemented a comprehensive range of key solution groups to maintain and improve the city's EBI. These include solutions related to institutions and strategy, digital infrastructure and platform development, human resource training, and strengthening state management.

Deputy Director of the Department of Industry and Trade Tran Duong Hung said that supporting businesses in expanding e-commerce channels and developing human resources are among the key solutions for local e-commerce development. Accordingly, the Department of Industry and Trade has organized specialized training workshops on livestream sales of One Commune One Product (OCOP) items and typical rural industrial products, while also holding cashless payment fairs combined with livestream sales. At the same time, the department has coordinated training programs on operating digital storefronts, livestreaming, product storytelling, and the effective use of platforms such as TikTok Shop and Shopee.

The city achieved approximately 17.4 points, ranking sixth nationwide. This marks the ninth consecutive year that Dong Nai has ranked among the country's top 10 in the EBI. For a locality traditionally known for its industrial strength, the ranking demonstrates that businesses and residents have become increasingly familiar with the digital environment.

Dong Nai's continued maintenance of its sixth-place ranking nationwide in the Vietnam EBI 2026 Report is considered a positive signal for the development of e-commerce in particular and the promotion of the digital economy in the city in general.

Member of the Dong Nai City Party Committee and Director of the Department of Science and Technology Pham Van Trinh said that the city's digital transformation solutions have been implemented in the right direction, focusing on three core pillars that provide a solid foundation for breakthrough development in the digital economy and e-commerce.

Many localities across Dong Nai have promoted the role of community digital technology groups. The community digital technology groups in villages, hamlets, and neighborhoods have actively "gone to every alley and knocked on every door," providing residents with direct guidance on safe online shopping skills, identifying online scams, and using digital utility services.

First, regarding digital infrastructure and shared platforms, the city has accelerated the deployment of ultra-broadband fiber-optic networks and 5G infrastructure in key industrial parks and urban areas, while gradually expanding coverage to rural areas. At the same time, the city's Data Integration Center has operated effectively and is connected with national databases, particularly the VNeID population database and Project 06. This has significantly shortened information verification time, enabling electronic transactions, digital signatures, and online payments to be conducted safely and transparently, thereby strengthening consumer confidence.

Second, regarding business digitization and the promotion of digital consumption, the city has actively supported thousands of businesses and business households in adopting digital management solutions, electronic invoices, electronic contracts, and community digital signatures. Dong Nai has also promoted the "Every Farmer Is a Digital Merchant" model. The city's specialty products and typical OCOP products are available not only on major domestic e-commerce platforms, including Shopee, TikTok Shop, and Lazada, but are also gradually entering cross-border e-commerce platforms, helping expand stable markets for local producers.

Third, regarding the development of cashless payments and community digital capacity, departments, sectors, and localities across the city have strengthened various solutions to establish new consumption habits through close coordination with banks and intermediary payment organizations. As a result, QR code and e-wallet payment methods have been introduced at all traditional markets, supermarkets, and shopping centers and in public services, including healthcare, education, and administrative services.

Strengthening support for businesses

According to experts, Dong Nai still has considerable potential to develop e-commerce and the digital economy as a major industrial and logistics hub in the Southeast region, particularly as national infrastructure projects such as Long Thanh International Airport become operational.

Nguyen Tan Phong said that Dong Nai possesses many favorable conditions for e-commerce development. Regarding infrastructure, the city should invest in green logistics and smart warehouses, making use of the advantages of Long Thanh International Airport and the industrial park system to serve as a digital export gateway. Regarding management, the city should strengthen data connectivity among tax authorities, customs agencies, e-commerce platforms, and banks. At the same time, communication efforts should be enhanced so that business households understand that paying taxes through digital platforms contributes to financial transparency and facilitates access to loans. He also noted that Dong Nai includes both border and mountainous areas. Therefore, the city should strengthen measures to help business households in remote areas participate in the digital economy in line with the Central Government's orientation for e-commerce development in border and mountainous areas in the coming period.

Member of the City Party Committee and Director of the Department of Science and Technology Pham Van Trinh said that, as the core advisory agency for science, technology, innovation, and digital transformation, the Department of Science and Technology considers that maintaining and improving the EBI requires close interdisciplinary and multi-platform coordination. To support local businesses, cooperatives, and OCOP entities in mastering technology, optimizing online sales channels, and increasing added value, the department will lead and coordinate with relevant sectors to advise the City People's Committee on issuing the Dong Nai Digital Economy Development Project for 2026–2030, with a vision to 2045, together with the implementation of five key solution groups.

These solution groups include supporting product standardization, traceability, and intellectual property protection; promoting the application of new technologies and the transfer of digital management solutions; enhancing digital capacity and livestreaming and sales skills through the startup ecosystem; developing open data repositories and smart logistics infrastructure; and piloting new digital business models (sandboxes).
