Patriotic emulation through tangible results

Placing emulation among key priorities

In the closing days of July, the spirit of emulation has been reflected in practical activities benefiting local communities. To mark the 79th anniversary of War Invalids and Martyrs' Day (July 27), authorities at all levels organized visits and presented gifts to revolutionary contributors and policy beneficiary families, while also renovating memorial sites and offering incense at martyrs' cemeteries and monuments.

At the same time, initiatives such as collecting DNA samples from relatives of unidentified martyrs and using artificial intelligence to restore portraits of fallen heroes, heroic Vietnamese mothers and other revolutionary contributors have modernized gratitude activities by combining traditional values with advances in science and technology.

Beyond activities honouring those who rendered service to the nation, the spirit of emulation has spread across a wide range of sectors. From administrative reform and digital transformation to employment generation, social welfare and business development, localities have introduced innovative approaches to improve performance and better serve residents and businesses. Emulation targets have been translated into concrete and measurable results across different sectors.

This approach is particularly important as Dong Nai enters the final stretch of 2026. During the first half of the year, the city's gross regional domestic product (GRDP) expanded by 9.81%, while administrative reform and digital transformation recorded encouraging progress and social welfare policies were implemented in a coordinated manner. However, meeting the city's double-digit growth target and other development goals will require emulation movements to become more results-oriented. Performance outcomes and the satisfaction of residents and businesses must serve as the key benchmarks.

Every administrative application processed on time, every infrastructure project completed on schedule, every innovation successfully applied, and every improvement in public services represents a tangible measure of patriotic emulation.

Three months have passed since the Dong Nai City Party Committee (CPC)’s Executive Board launched the 500-day-and-night special emulation campaign themed "Solidarity – Discipline – Efficiency – Breakthrough for a ccivilized and modern Dong Nai" under Resolution No. 05-NQ/TU. Since then, government agencies and local authorities have gradually translated the campaign into concrete tasks aligned with their respective functions and responsibilities.

According to Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the CPC and Chairwoman of Dong Nai People's Council, patriotic emulation in the new development period must focus on practical results, using achievements in political tasks, socio-economic development, administrative reform, digital transformation and public service quality as the yardstick. Such efforts will continue to inspire a stronger sense of responsibility, dedication and collective strength across the political system and society.

Echoing this spirit, the City People's Committee is concentrating on key priorities during the remainder of the year. Deputy Secretary of the CPC and Chairman of Dong Nai People's Committee Nguyen Van Ut said the city will continue implementing comprehensive measures to achieve its socio-economic development goals, with priorities including accelerating public investment disbursement, striving to collect VND150 trillion in state budget revenue, improving the investment climate, promoting digital transformation, and advancing digital government, the digital economy and digital society while further improving the quality of administrative services for residents and businesses.

In line with the city's overall objectives, each sector has identified its own priorities for emulation based on assigned responsibilities. According to Nguyen Huu Dinh, Director of the Department of Home Affairs, the department aims to fully accomplish all tasks set out in its plans during the second half of the year, with priorities including improving administrative reform indicators, building a more citizen-friendly administration, strengthening administrative discipline, accelerating digital transformation and digital archiving, while continuing to ensure social welfare and care for revolutionary contributors.

Creating ripple effects through concrete action

The spirit of patriotic emulation is increasingly reflected through innovative models and practical initiatives across different sectors.

In administrative reform, many government agencies and localities have continued to improve public services through digital transformation, with citizen and business satisfaction serving as the benchmark for service quality. At the Binh Long ward Public Administration Service Centre, the application of digital technologies and streamlined administrative procedures have significantly improved convenience for residents. After completing administrative procedures at the centre, local resident Nguyen Thi Hong said she was particularly satisfied with the clear guidance provided from the outset and the ability to track the progress of her application online, eliminating the need for repeated visits. "Previously, if any documents were missing, I had to return several times to complete the application. Now, the process is much faster and gives me greater peace of mind," she said.

Meanwhile, many agencies have also adopted digital technologies to improve management efficiency. One notable example is the QR code-based management system developed by the Dong Nai Employment Service Centre to strengthen its network of employment collaborators and job matching at the grassroots level. The system enables authorities to better monitor labour demand while helping businesses and job seekers connect more efficiently. To date, the centre has coordinated with all 95 communes and wards to establish a network of more than 2,200 employment collaborators, with all collaborators assigned QR codes to update job seekers' information online. After nearly one year of implementation, the model has provided career counselling and job matching services to more than 63,500 workers, while helping more than 8,200 people secure employment.

As Dong Nai enters the final months of 2026, the city still faces a number of important tasks, including achieving double-digit economic growth, collecting VND150 trillion in state budget revenue, accelerating public investment disbursement, advancing digital transformation, and further improving public services for residents and businesses. Achieving these goals will require patriotic emulation movements to be translated into concrete actions, practical initiatives and continuous improvements in public service quality.
