Building younger, higher-quality grassroots cadres after administrative reorganization

Grassroots cadres rejuvenated

Nguyen Ngoc Hai, Secretary of the Party Cell of Song Trau 3 Neighborhood, Trang Bom Ward, said the Song Trau 3 Neighborhood Party Cell was established through the merger of three neighborhood Party cells: 6, 7, and 8.

Following the merger, the Song Trau 3 Neighborhood Party Cell now has "four standout characteristics" among the neighborhoods in Trang Bom Ward: the largest area, the smallest population, the fewest Party members, and the youngest cadre force. These characteristics have generally created favorable conditions for the Party cell to lead and direct the implementation of the neighborhood's political tasks.

The neighborhood's key positions are held by young cadres born in the 1980s, all of whom possess university degrees or higher qualifications. The Party cell secretary, in particular, holds a bachelor's degree in law and is currently pursuing a master's degree in economics. As a result, the implementation of neighborhood tasks following the reorganization has proceeded quickly and effectively.

After one week of operation, the Song Trau 3 Neighborhood Party Cell reviewed the work inherited from the pre-merger Party cells and consolidated unfinished tasks into a unified work program for continued implementation. The Party cell has identified its immediate priorities, specific targets, issues requiring resolution, and key breakthrough tasks for the coming period.

To implement Resolution No. 05-NQ/TU, dated May 1, 2026, of the City Party Committee’s Executive Board launching the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai," the Party cell is focusing on accelerating digital transformation and updating data for all households to establish a unified neighborhood database. Youth Union members are "going to every alley, knocking on every door, and checking every person" to guide and assist residents in installing VNeID app, digital signatures, and related applications.

In the coming period, the Party cell will continue leading communication and mobilization efforts to encourage residents to hand over land for the Ho Chi Minh City’s Ring Road 4  project section passing through the locality on schedule. At present, 80% of households within the project area have already handed over their land.

Nguyen Thi Cuc, Head of the Party Building Committee of Trang Bom Ward, said Trang Bom had 22 neighborhood Party cells before the reorganization. Following the restructuring, the number was reduced to seven.

Personnel for neighborhood-level positions are selected and introduced for participation in Party committees based on meeting the prescribed standards and conditions, possessing appropriate qualifications, demonstrating dedication to their work, earning credibility within the residential community, receiving the trust of the collective, and being capable of fulfilling assigned responsibilities.

Effective operations after reorganization

In Xuan Phu Commune, following the reorganization effective July 1, 2026, there are three hamlets corresponding to three hamlet Party cells: Lang Minh Hamlet Party Cell with 121 Party members, Xuan Tien Hamlet Party Cell with 104 Party members, and Xuan Phu Hamlet Party Cell with 105 Party members.

Following the reorganization, the three Party cells have a total of 16 Party committee members. A notable feature of Xuan Phu Commune is that the Party committee members are relatively young. Among them, five hold university degrees, while four possess college or intermediate-level qualifications. Regarding political theory, most Party committee members have completed primary- or intermediate-level political theory training in accordance with regulations, generally meeting the standards and conditions required for residential-area Party cell committees. Those who have not yet met the prescribed standards will continue to receive training and professional development in accordance with regulations.

Many localities have successfully selected young cadres with professional qualifications, competence, and credibility while maintaining an appropriate combination with experienced cadres, thereby creating a foundation for villages, hamlets, and neighborhoods to operate effectively from the first days following the reorganization.

According to Lai The Thong, Secretary of the Party Committee and Chairman of the People's Council of Xuan Phu Commune, the primary objective of the merger is to build a streamlined, united, and effective grassroots political system that better serves the people. Following the reorganization, hamlet-level organizations quickly stabilized their organizational structures, completed handover procedures, promoted the application of digital transformation, and immediately began operations on July 1, 2026, without disrupting services for the people.

In remote and isolated areas where economic conditions remain difficult and educational attainment is limited, efforts have continued to arrange and organize village and hamlet cadres in line with local conditions. Le Hoang Nam, Secretary of the Party Committee and Chairman of the People's Council of Bu Gia Map Commune, said Bu Gia Map previously had eight village Party cells but now has three under the commune Party Committee: Dak Con Village Party Cell, Bu Lu Village Party Cell, and Dak Mai Village Party Cell. These three Party cells have a total of 17 Party committee members, including seven in the Bu Lu Village Party Cell and five each in the Dak Con and Dak Mai Village Party Cells.

The appointment of Party committees, secretaries, and deputy secretaries was carried out in accordance with the principles, standards, conditions, and organizational structure prescribed by the Party Charter and Guideline No. 03-HD/BTCTW of the Party Central Committee’s Organisation Commission on several issues concerning the reorganization and establishment of Party organizations in villages and residential groups. The process ensured continuity, stability, and development while meeting the requirements for leading the implementation of political tasks following the reorganization.

In Bu Gia Map Commune,  ethnic minorities account for 75% of its population. During the personnel reorganization process, the commune appointed three Party committee members with university degrees, including the Secretary of the Bu Lu Village Party Cell. In addition, most Party cell committee members belong to the 1980s and 1990s generations. Notably, one Party committee member is 24 years old and holds both a university degree and an intermediate-level political theory qualification.

The reorganization of villages, hamlets, and neighborhoods aims not only to streamline the organizational structure but also to build a higher-quality, younger, and more dynamic grassroots cadre force. With the continued leadership and support of local Party committees and authorities, the newly reorganized villages, hamlets, and neighborhoods in Dong Nai are gradually operating in a stable and effective manner, laying the foundation for improving the quality of grassroots governance and better serving the people in the new stage of development.
