According to the Department of Finance (DoF), the Prime Minister (PM) allocated more than VND27 trillion in state budget investment capital to Dong Nai for 2026. After deducting the mandatory 5-percent savings on public investment expenditure remitted to the Central government, the city's adjusted investment plan totaled more than VND25.8 trillion. As of July 15, the city’s cumulative public investment disbursement had reached more than VND11 trillion, equivalent to nearly 41 percent of the investment plan assigned by the PM, outperforming the national average disbursement rate of 36.8 percent. Based on the adjusted capital plan after the mandatory savings deduction, Dong Nai's disbursement rate reached nearly 43 percent.

For capital sources directly assigned by the City People's Committee, five investors had disbursed more than 90 percent of the plan. Another 18 project owners achieved disbursement rates of 50–90 percent, while 15 reached 30–50 percent. Seven project owners remained below 30 percent, including three that were only allocated capital in May and June 2026.
For capital allocated to commune-level People’s Committees, nearly VND1.6 trillion had been disbursed in localities, representing almost 25 percent of the allocated capital.
At the meeting, the DoF proposed disbursement targets to be achieved by the end of July. Under the proposal, for capital sources directly assigned targets by the City People's Committee, the goal is to disburse more than 53 percent of the plan, while the target is 33 percent for funding allocated to commune-level People’s Committees.

Concluding the meeting, Vice Chairman Ho Van Ha instructed the DoF to review and raise the disbursement goals for projects directly managed by the City People's Committee to 55 percent by July 31. He approved the department's proposed disbursement target of 33 percent for projects managed by commune-level People’s Committees.
Ha also directed the DoF to soon finalize the proposal and submit it to the City People's Committee so that it could authorize the department to issue an implementation plan. To further accelerate public investment disbursement, the City People's Committee will hold working sessions with the Dong Nai City Construction Investment Project Management Board and the Dong Nai Land Fund Development Center, the two agencies with large public investment capital allocations, to review the detailed disbursement plans for each project.
