The Closing Session of the 2nd Meeting of Dong Nai People’s Council (8th Term): Seeking Solutions for Developing Socio-Economy

On the morning of July 15, the 2nd Meeting of Dong Nai People’s Council (8th Term) came to a close. The meeting passed four essential resolutions.

During this morning session, participants continued discussions and contributed ideas to solutions to the government’s socio-economic development in the second half of 2011, to the implementation results of the government’s Resolution no. 11 and of national target programs, to vocational training, and to Dong Nai People’s Council’s operational regulations.

Most of participants’ ideas agreed that issues concerning prices need the attention of levels of authorities.

Especially, the control of prices towards economic components in the private sector needs paying greater attention to. These economic components account for over 70 percent of total retail sales.

Meanwhile, only in the first half of 2011, 98 inspections were carried out across the province and most inspections found violations. More than 400 cases of violations were documented.

Therefore, participants proposed that functional agencies beef up inspection towards the control of prices and that Dong Nai People’s Committee continue giving directions and paying attention to controlling prices in the province and put issues concerning prices on its agenda.

Regarding vocational training for laborers in rural areas, participants said that after one year of implementation it shows that there is only a small number of rural workers responding positively to this proposal.

At first, Department of Education and Training and Department of Labor, War Invalids, and Social Affairs need to sit together to find out solutions for dealing with problems and especially to consider choosing appropriate occupations for each locality.

In terms of making loans to laborers, participants suggested that banks ought to take a look at giving directions to implement the program successfully.

Simultaneously, it is necessary to strengthen inspection. In the first half of 2011 many local authorities implemented the program effectively and helped many households  change into new appropriate jobs whereas others still did not get work done well, which required more frequent inspection. This results in the fact that poor people still have difficulties.

In terms of environmental protection, participants suggested that the province focus on urging the inspection at 143 businesses and facilities that used to pollute the environment and deal with those ignoring environmental protection regulations strictly.

In terms of Dong Nai People’s Council’s operational regulations, participants said that it is reasonable for one group of delegates to monitor once a month.

Health care, education, national targeted programs, basic construction and so on were the great concerns of many participants.

During the session this morning, delegates from Dinh Quan district questioned Department of Natural Resources and Environment about the contents related to such issues as planning and the management of half-flooded part of Tri An basin.

Continuing the agenda, Chairperson of Dong Nai  People’s Committee Dinh Quoc Thai explained about some contents concerning socio-economy, security, and national defense.

Dong Nai People’s Committee asks each of its member to unite and to promote their leadership role and to successfully accomplish given tasks, stressed Thai.

First of all, it is urgent to implement the province’s eight socio-economic development programs, to enhance propaganda programs, to carry out price stabilization  programs, to promote exports, to control imports, to help businesses through difficulties, to strengthen inspection and control over all aspects.

Sectors and levels of authorities are required to focus on control over socio-economic development plans, to pay attention to administrative reform, to provide favorable investment attraction conditions, and to take measures to boost up the development of modern industries and different types of tourism in the province.

It is necessary to accelerate the progress of major projects to contribute to promoting socio-economic development.

There exist some problems in the implementation of environmental protection projects. Thus, the province will have to continue propaganda programs, give directions on the completion of the construction of wastewater treatment systems, relocate severe pollution-prone facilities, stop giving investment permits to projects outside industrial parks, and accelerate the progress of granting land use right certificates, said Thai.

Addressing the closing session, Chairperson of Dong Nai People's Council Tran Van Tu said that after general assessment was made, there remained many unfavorable factors in the first half of 2011, and that Dong Nai Party Committee’s leadership and  frequent close directions and the whole political system’s efforts helped maintain the province’s socio-economic development, preserve social security, stabilize the situation, make considerable contributions to the country’s growth, and give a push to the development in the second half of 2011.

In the process of performing their tasks, sectors and levels of authorities always pay attention to associating this with the “Study and follow President Ho Chi Minh’s moral example” campaign, thereby achieving positive results.

However, in the second half of 2011, there might be more difficulties and challenges caused by the impact of inflation, price fluctuations, issues concerning land procedures and infrastructure, and the impacts concerning the world situation.

For a good implementation of targets and tasks in 2011, in addition to measures adopted at the meeting, Chairperson of Dong Nai People’s Council asked Dong Nai People’s Committee, sectors, and levels of People’s Committee to implement the following targets actively and effectively:

- Implement the Resolution on the addition of several measures to fulfill socio-economic, security, and national defence targets and tasks, and the Resolution on the adjustment of investment and construction capital plans and of budget revenue and spending estimates in 2011, which have been taken into consideration by People's Council lately.

- Keep taking account into and finding out solutions for improving investment environment, solving businesses’ difficulties, implementing Dong Nai Party  Committee’s Plan no. 97-KH/TU concerning “Agriculture, Farmers, and Rural Areas”, giving priority to focusing investment capital on the building of “New rural areas” in typical communes,  implementing social security policies effectively, and making sure that there will be no occurrence of sudden price increases in the second half of 2011.

- Take advantage of every opportunity to increase exports, put a tight control over imports, promote “Vietnamese People use Vietnam’s Goods First” campaign, implement energy-saving plans, give a priority to a power supply for production activities, and implement the policies on social security,  on quick and sustainable poverty reduction, on vocational training for rural workers, on inspection and supervision towards the implementation of benefit structures applicable to workers in the second half of 2011, and on the prevention of workers’ strikes.

- Strengthen the inspection of the fulfillment of officers and civil servants’ responsibilities and duties, keep the implementation of administrative reform, strengthen sectors and levels of authorities’ administrative management machinery, increase the efficiency of corruption prevention, anti-wastefulness, and saving programs, and focus on the quality of inspectors.

- Take initiative to prevent and fight against diseases, and put a strict control over food hygiene and safety.

- Prepare the best facilities and teaching staff for the province’s 2011-2012 academic year 2012 with the “Good teaching and good learning” motto.

- Enhance legal education, raise people’s awareness of law, focus directions, and maintain political security and social order and safety in the area.

Leaders of sectors and levels of authorities are required to implement Meeting-the-People programs effective and to speed up the resolution of complaints and denunciations.

The meeting voted for the adoption of four resolutions:

- Resolution on additional solutions for completing socio-economic, security, and national defense targets and tasks in 2011.

- Resolution on the adjustment of investment and construction capital plans in 2011.

- Resolution on the adjustment and addition of state revenue and spending estimates in 2011.

- Resolution on the issuance of the operational regulations of Dong Nai People's Council (8th term) in 2011-2016 period.
