Process of striving
Dong Nai's economic growth over the past years is a process of striving. If in 1985, the economic structure of the province was mainly agricultural production, accounting for more than 57%, but now the structure of industry, construction and services is the main section (Agriculture is only 8%). Since the province has only 01 industrial park, now 31 industrial parks have been put into operation (accounting for 10% of the total number of industrial parks nationwide), with a leasing rate of about 80% of the area (this rate is of the whole country only reached 51%). In 2019, Dong Nai's budget revenue reached VND 55,666 billion, being one of 16 provinces and cities with central budget regulation and one of the top 5 provinces and cities nationwide in terms of budget revenue.
In the process of industrialization and modernization, the province has been associated with the development of the knowledge economy and the protection of environmental resources. With the policy of not exchanging environment with economic growth, Dong Nai has carried out refinement in attracting investment for many years, focusing on attracting industries with high technology content and environment friendliness. At the same time, it also encourages industrial production establishments to apply clean production solutions; strongly develop key industries, industries with high technology and science content. Currently, all 31 industrial parks in the province have come into operation with industrial wastewater treatment systems, with a total investment of thousands of billion from the State budget.
As a strongly industrialized province, Dong Nai still pays special attention to agriculture, because more than 51% of the province's population lives in rural areas. Up to now, Dong Nai is the leading province in building a new countryside; many rural areas are now becoming “worth living countryside”.
Good implementation of Social security
Along with the implementation of economic development is the main task, Dong Nai has effectively implemented measures to preserve and promote the values of the national culture, traditions and culture of the land and people of Dong Nai, meeting the requirements of sustainable and comprehensive development, becoming a solid foundation, an important endogenous strength of development, in line with the objectives of the Platform for 2011.
The province also always performs well the work of social security, creating jobs for laborers, taking care of policy families, poor households, etc. Currently, the whole province is managing and fully implementing policies and regimes for more than 57,500 people with meritorious services and relatives of people with meritorious services to the revolution. In addition to spending VND 270 billion in the provincial budget each year to care for people with meritorious services, the provincial political system also mobilizes many other resources to care for people with meritorious services. Up to now, the life of the families under preferential treatment policy in the province has a standard of living equal to or higher than that of the households in the area, so there are no poor households.
Activities of Education - Training and Science - Technology also have many changes, quality improved, gradually meet the requirements of improving the people's knowledge and training talents for the province.
The Fatherland Front and political organizations actively innovate the content and mode of operation, promoting the role of participating in building the Party and building a strong and clean government; carry out social supervision and criticism; mobilize the strength of the entire population to successfully participate in the implementation of the common objectives and tasks of the province.
In implementing Platforms 2011, Dong Nai has achieved positive results in various fields. However, it also reveals many limitations. Deputy Chairman of the provincial People's Committee Vo Van Chanh said that the economy of the province had a strong development but it was not really sustainable. The restructuring of industry is in the right direction but slowly; The proportion of industries with high levels of knowledge and technology such as electronics, information technology, material technology, etc., is still low. The key industries of the province such as textiles, leather shoes, chemicals, rubber... also use a lot of labor, low added value and high risk of environmental pollution; The private and collective economies remain weak, dependent on the growth and development of foreign-invested economies.
The rapid development of industry and urban areas has led to an overcrowding of social issues, such as mechanical population growth, an increase in law violations in construction, social evils, criminal offenses, an increase in land disputes, lawsuits against many people due to land acquisition to implement projects, etc. Meanwhile, urban management is still limited, the development of socio-economic infrastructure (cultural institutions, schools), and services (housing, health care, education, child care, entertainment) that do not meet demand.
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Cao Tien Dung said that in the current context, the contents of the Platform are still valid, so the Central Government should continue to direct the research to thoroughly grasp and implement the Platform in a synchronized manner.
At the same time, there is more concretization of guiding documents, identifying specific goals in each stage of implementation, linking each content of the Grand Platform's big orientations to specific policies in state management to solve problems in the implementation process.
