Dong Nai pushes mindset shift for next development phase

As the National Assembly (NA) prepares to consider and approve the establishment of a centrally governed city, Dong Nai is approaching a pivotal moment, opening up significant opportunities for breakthrough growth and strong transformation.

However, to truly realize these expectations, the province must renew its thinking, working methods and governance approach. In this process, the role of officials is decisive.

Towards modern urban governance

Recognizing this requirement, during a working session with a central appraisal and inspection delegation on the proposal to establish Dong Nai City, Vu Hong Van, member of the Party

Central Committee, Secretary of the Provincial Party Committee and Head of Dong Nai Delegation of NA Deputies, emphasized that the establishment of Dong Nai City is not merely an administrative change. More importantly, it presents an opportunity to comprehensively reform leadership, direction and management in line with a modern urban governance model.

Accordingly, operational mechanisms, policy systems, urban landscape and quality of life must all be upgraded to match new standards. The success of this process, he stressed, depends on a unified, cohesive and action-oriented contingent of officials.

Sharing this view, at a ceremony announcing personnel decisions following the first session of the Provincial People’s Council for the 11th tenure, Ton Ngoc Hanh, member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of Dong Nai People’s Council, noted that Dong Nai is entering a new development phase marked by a milestone of special significance.

This represents both an honor and a major responsibility for each cadre and civil servant. In the context of transitioning from a rural management model to an urban one, officials are required to continuously improve their capacity, adopt more professional and efficient working methods, and

proactively adapt to changes in a synchronized manner. Learning, self-improvement and strengthening responsibility are no longer general expectations but have become urgent and ongoing tasks.

From practical experience at the grassroots, Tran Minh Thanh, an official at the Culture and

Social Affairs Division of Dau Giay commune, observed that once Dong Nai becomes a centrally governed city and localities are upgraded to wards, socio-economic sectors will have greater opportunities for development. This also means that the state management apparatus must be elevated in both governance capacity and service quality. The system needs to become more professional, flexible and closely aligned with practical needs to better serve the people.

More dynamic, people-centered approach for better public service

Not only officials, but also residents are placing high expectations on this transformation. Nguyen Ngoc Nhien, a resident of Long Binh ward, expressed hope that once Dong Nai becomes a centrally governed city, officials will adopt a more dynamic, people-oriented mindset, improving service quality. Administrative procedures, he said, should be handled more quickly and transparently, reducing inconvenience. At the same time, officials are expected to be proactive and innovative in driving the locality toward modern and large-scale urban development.

Outlining the province’s future direction at the first session of the 11th Provincial People’s Council, Deputy Secretary of the Provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Van Ut highlighted a number of strategic and long-term priorities.

First is the creation of a new development model, shifting Dong Nai from an “industrial province” to a “modern industrial–urban–service city,” pursuing in-depth development driven by science, technology, innovation and the digital economy.

In parallel, the province will focus on making breakthroughs in strategic infrastructure, with transport, urban development and logistics serving as key drivers to expand development space and enhance regional and national connectivity.

Another important task is building a modern, efficient and effective administration, shifting from a management-oriented approach to a service-oriented one, placing people and businesses at the center. Meanwhile, more efforts will be made to establish a transparent, competitive and attractive investment environment.

Alongside economic development, Dong Nai will place strong emphasis on human development, improving quality of life and ensuring a balance between economic growth and socio-cultural progress. The province aims to become an attractive place to live and work. In addition, maintaining national defense, security, political stability and social order is identified as a

fundamental condition for rapid and sustainable development.

Many residents have expressed expectations that as Dong Nai transitions into a city, officials will continue to renew their mindset toward being closer to the people, enhance public service quality and streamline administrative procedures in a more transparent manner. Greater proactiveness, creativity and responsiveness to real-life needs are also seen as essential to improving governance effectiveness and people’s well-being.

Do Thanh Binh, member of the Party Central Committee, Minister of Home Affairs and head of the appraisal delegation for the proposal, stressed that Dong Nai must proactively develop a

clear action program with well-defined responsibilities, timelines and accountability. This includes ensuring clarity in personnel, tasks, progress, authority and outcomes in order to effectively implement the plan once approved. Special attention should be given to improving the quality of human resources, particularly grassroots officials who directly implement policies.

The journey toward becoming a centrally governed city requires a fundamental shift in mindset and approach. In that process, the role of officials is crucial. Once governance truly transitions from management to service, public trust will be strengthened, providing a solid foundation for Dong Nai’s rapid and sustainable development.
