Planning project to protect Hiep Hoa isle - the “Green Lung” of the city

In the past 2 years, land price in Hiep Hoa commune has skyrocketed, one of the reason is its ideal location thanks to the implementation of some connective road and bridge project. Especially since the end of 2015 transferred agricultural land price in some roadside areas has reached 1.5-2 million VND/m2​


Dong Nai province is revising and completing the plan to make Hiep Hoa isle a “Green Lung” of Bien Hoa city in the future.

 Mr. Chau Van Hiep (Nhi Hoa hamlet, Hiep Hoa commune) owns nearly 1ha of land which is planned to be razed for nothing and only hopes to resettle here with a large enough area.
 
Hiep Hoa isle planning project is among the overall planning of Bien Hoa city. In the end of 2005, Dong Nai province approved Tin Nghia Co., Ltd (currently Tin Nghia Corporation) to implement the detailed plan for Hiep Hoa isle. And in the end of May, 2006, Dong Nai province approves of Surbana International Consultant (Singapore) to be the main consultant unit for the detailed adjustment plan of Hiep Hoa isle. In July 25th, 2014, Bien Hoa city general planning including Hiep Hoa isle planning project was provincially approved.

HIEP HOA LAND PRICE HAS SKYROCKETED
According to the residents in Hiep Hoa commune, since the Buu Hoa Bridge was completed, land price in Hiep Hoa isle has skyrocketed. After An Hao bridge construction project was provincially approved, land price has been at its peak, especially the areas along the main road. The agricultural land price along the roadside was offered at 1.5-2 million VND/m2 and mostly traded without certificate of land use right. And residential land on the main roads varied from 7 to 12 million VND/m2 depending on different locations.
Mr. Dang Thanh Cong – Nhi Hoa hamlet, Hiep Hoa commune said: My family owns about 7 thousand m2 of land along the river and it is mostly agricultural land. Recently people come and offer to pay me 2 million VND/m2 of land but I refused. I heard that my land is planned to be a residential area, resettlement requires land retrieving but I still want to keep it.” He also shared that some land brokers advised me to sell it since the government clearance won’t pay as much as the current offer. “If my land is planned for local residents, I will agree despite disadvantages, but I will request a large enough area for my family to resettle here. Other local residents and I do not agree to let our land be retrieved for business subdivision.” – said Mr Cong.
Mr Chau Van Hiep – Chairman of Hiep Hoa commune Farmer Association – said: “I own nearly 1ha of agricultural land in Nhi Hoa hamlet. In the end of 2015, there were some land brokers offer me 1.5 million VND/m2 but I refused and lately, they raised their offer to 2 million/m2 and agree to trade without certificate of land use right. My land is in the planning area and to be razed for nothing but I still don’t want to sell it, I just hope that the government will retrieve it with satisfying compensation.” According to Mr Pham Van Hoa – Deputy Chairman of Hiep Hoa commune People’s Committee, in order to implement the planning project, over 970 households shall be cleared. Almost all households agreed to be clear and requested to resettle right in Hiep Hoa commune.
 
THE GREEN LUNG OF THE CITY
Hiep Hoa isle has the total area of 695ha, including 145 ha of Dong Nai and Cai river bank and 550 ha for urban development. Population predicted to be 30-45 thousand in the future. According to the planning project, Hiep Hoa isle shall be the a part of the urban central, which plays an important role in cultural, historical, environmental developments and is ready for climate change in Bien Hoa city. This shall be the place for over 310 years of Bien Hoa – Dong Nai history and culture preservation and exploitation combining with green preservation to make it The City’s Green Lung. According to the plan, Hiep Hoa isle shall be divided in to 5 main subdivisions including 2 exsisting residential with over 110 ha to be embellished, 1 resettlement area, 1 central area (culture and trade area) and the green area. Around Dong Nai and Cai river shall be green along the bank as a scenery.
Mr. Ly Thanh Phuong – Deputy director of Department of Construction said: “So far, Hiep Hoa isle has been planned with 4 projects: resettlement project with the area of 5ha owned by Bien Hoa city, Nguyen Huu Canh Temple project, residential and resettlement project with the area of nearly 33ha is in negotiation to choose the location for Tin Nghia corporation and An Hao Bridge project.”
Recently, in the meeting for revising Hiep Hoa isle planning project, Mr. Nguyen Phu Cuong – Provincial Committee Secretary – stated: “While waiting for the adjustment to be approved by Department of Construction, Dong Nai province shall not offer the location to any project in Hiep Hoa. And location for resettlement shall be prior to be in the commune, since Hiep Hoa residents have been living in the commune through generations”
 

According to Deputy Chairman of Provincial People’s Committee – Mr. Dinh Van Vinh, after Hiep Hoa isle project to be approved, Dong Nai province shall call for investment in the “gold land” areas to fund for public constructions, road constructions and scenery along river bank. The purpose is to make Hiep Hoa isle the “Green Lung” of Bien Hoa city and improve living standard for residents in the commune.
