To conduct "Learning and following the moral example of Ho Chi Minh", The Party of Long Binh Tan ward (Bien Hoa City) has developed ethical standards as a basis for cadres, Party members and civil servants to follow the moral examples of Ho Chi Minh.
* Raising the spirit of serving People
Among ethical standards, there are some that promote everyone’s sense of self-consciousness and training, especially the role of key officials, heads and leaders of all levels as good examples; they are to strictly abide by the regulations set by the Party organizations, State laws, rules and regulations of the authorities when performing their responsibilities and tasks assigned.

Specifically, it is necessary to get close to the citizens, understand, learn from, respect, and be responsible for serving them; prevent bureaucratic imperatives and harassment towards the citizens... Learning and following the moral examples of Ho Chi Minh are considered as daily activities, specific and practical responsibility of all cadres, Party members and civil servants of the ward. Each department and sector, agency, organization, unit, and neighborhood in the ward "follow" Uncle Ho when performing their professional duties.
Mr. Hoang Van Thien, Deputy Secretary of Party Committee, Chairman of Long Binh Tan ward, said that at present, in the ward there are more than 50 thousands inhabitants, 50% of whom are temporary residents... This has pushed officers and civil servants to deal with huge workload every day. Specifically, the division of receiving and paying result of the ward including only 4 officers and public servants has to serve 200 turns every day. To solve people’s problem effectively, every 2 weeks, People's Committee of the ward held a meeting to fully grasp the spirit and attitude of serving the people of officials and public servants.
“Unexpected troubles sometimes occur on receiving and returning results, as people do not understand the working process under the" One door unit” mechanism or administrative procedures ... so the cadres and public servants must gently explain for them to understand. When the people get impatient, the cadres and public servants cannot be short-tempered. They have to be clever enough to propagate and encourage them to comprehend the problem. When facing difficulties or complex issues, this division promptly sends reports to the leaders of the ward to find the proper solution " - comrade Hoang Van Thien emphasized.
Then the Secretary of Ward Youth Union Vu Ngoc Tinh said that in order to learn and follow the moral example of Ho Chi Minh, Ward Youth Union has enabled Youth Union members to perform many tasks, participate in practical youth works. In particular, Ward Youth Union in collaboration with the Provincial Social Policy Bank helped pupils, students and youth union members of the poor households to borrow more than 1 billion; and established the project for 12 union members to loan 240 million vnd from the CEP fund to do business and increase family’s economy. Besides, Ward Youth Union has coordinately organized disease examination 5 times, given free medicine policy beneficiaries; awarded 33 scholarships to poor students; coordinately provided career orientation and consultancy to over 400 grade 12 students and young people who have fulfilled military service and returned to their locals. In addition, every quarter and holidays, New Year, Ward Youth Union also hold sanitation activities in the area.

According to Mr. Ho Dinh Hong, Deputy of the ward Propaganda Department of Party Committee, most of the departments, unions and neighborhoods of the ward took the actions to follow Uncle Ho practically.

Specifically, War Veterans Association of the ward has established a wool textile collective in Long Dien with 80 million investment capital to create jobs for 20 employees who are children of soldiers. Union women have a model for poor women, encouraged thousands of participants to help each other with capital for doing business. The Red Cross has encouraged a philanthropist to help an old invalid man who has to raise four orphaned children, with an amount of 300 thousands / month. Elderly Association actively does exercise following Uncle Ho’s example, organizes clubs of badminton, table tennis, chess, poetry ... creates a healthy-culture environment. Fatherland Front takes care of families under preferential treatment policy and the poor, encourage people to take part in the movements to create social consensus. The ward Propaganda Department of Party Committee has built a propaganda bookcase with more than 300 books serving staff, party members and people to read and look up to contribute to raising the awareness for the people.
Comrade Ho Dinh Hong said that learning and following the moral example of Ho Chi Minh has been associated with implementing local political tasks. Annual target of economic – social development of the ward is always achieved or exceeded. Particularly, in 2011 the Ward Party Committee welcomed 17 new members (who fulfilled proposed resolution); 9 branches out of 12 ones are recognized “pure and strong”, 5 neighborhoods out of 6 ones achieved the recognition of culture. Working style of cadres, civil servants and Party members is improved.
