The fourth session of the provincial people’s council term VIII: assessment about socio-economic happenings for the first 6 months of 2012

For three days (from July 10th to July 12nd), the fourth session of the provincial people’s council term VIII will be convened at the people’s council hall in order to evaluate the implementation of the objectives set forth for the first 6 months of 2012. During the meeting, journalists of Dong Nai newspaper took the chance to interview Vice woman of the people’s council Huynh Thi Nga about issues concerning the performance of the people’s council this term as well as the content of the session this time.
Journalist: Ms Vice woman of the people’s council, what do you make of the performance of the council for the first 6 months of 2012? Did it meet the requirements of the society and its people?
Vice woman of the people’s council Huynh Thi Nga: According the assessment at the review conference for the first half of 2012, the People’s council had fundamentally accomplished the set forth objectives. In details, the People’s council had finished some major targets such as: organizing the seminar about human resource, recapitulating the implementation of the 1992 constitution, recapitulating the implementation of the Law on promulgation of legal documents of People’s council and People’s committee, finishing training classes about job skills for representatives people’s council.
The operation also portrayed innovative features. The supervision and monitor procedures in all fields have come into close observation pursuant to resolution of the provincial people’s council, being the criteria for judging the results of resolution implementation. The interaction with voters was carried out according to set rules and supported with the cooperation between the three levels of people’s council in order to heighten quality and effectiveness. The release of information about the settlement of voter’s inquiries as well as information about the economic and social status serving the representatives’ operation caught great attention and security. Besides, close collaboration between the people’s council and the provincial members of parliament has contributed to the revisions of draft bills pursuant to set rules; implementing surveys and monitoring some major themes. The interaction with citizens, settlement of complaints, accusation was seriously and timely conducted.
Huge workload relating to local daily life, social welfares needs to be addressed by provinces and the authorities. There are issues accumulated due to weak cooperation between the authorities but there are also issues unsettled due to the heavy workload. Therefore, time is the key factor which enables right wishes of the citizens to be handled timely and properly.
In addition to the plans and targets set forth, the people’s council also carried out some other assignments based on the immediate conditions, status to meet with requirements of reality. Generally, the council has essentially accomplished the requirements, assignments set forth and fulfilled the citizens and society’s demands, such as: settlement of complaints and accusation, social and environmental affairs, human resources training, positively and effectively contributing to economic and social development, sustaining local economic and political security.
* Are there any distinctively innovative features compared to previous sessions?
The 4th session of the provincial people’s council term VII is a periodic meeting as stated by the law. At the session this time, the people’s council will assess and appraise the results of implementation of economic-social, national security and defense status of the first 6 months of 2012 and supplement some solutions to fulfill the set forth economic and social, national security and defense goals for 2012; deal with some major issues; listen to the Standing people’s council summarizing the collective report on voter’s opinion and inquiries prior to the session; listen to the provincial Fatherland Front committee’s announcement about government building and related procedures and opinions; review operation report of the people’s council and its inclusive departments, the provincial people’s committee, reports from the Civil court, the People Procuracy and observe the answering of questions.
With a huge workload to be discussed in only a three-day session, the provincial Standing people’s council paid great attention to innovation of the supervisory procedures, ensuring quality of the meeting, in which the time for questions and answers will be greatly allocated to participants. The Q&A is a time dedicated to depicting the active role of members of the provincial people’s council as well as the responsibilities of heads of departments and units towards hot concerns of voters. During the meeting this time, the Q&A session will be innovated towards to-the-point outputs.

Prior to the session, delegate groups started the internal session and anticipated content of the inquiries, assigned delegates to take charge. The content of inquiries would focus on concerns of the delegates. On that basis, the meeting chairperson would pick up the major groups of issues and assigned to empowered authorities, departments, people’s council to respond, in order to satisfactorily settle the put forward concerns. Through these questions of the people’s council members, the outstanding, troublesome concerns of voters would be solved and would strengthen the trust of citizens.
There are rising concerns about the drawbacks of operating procedures. Some hot issues have been unsettled such as the Tan Hiep market, San Mau dredging project, environmental pollution…What will be the next steps the people’s council take to settle these areas of concerns?
Ms Huynh Thi Nga also said that the provincial people’s council has been closely observing the Tan Hiep market project (Bien Hoa city). After observation, the Standings informed their decisions, pointing out drawbacks, weaknesses of authorities, departments relating to the implementation of the project; at the same time suggested that the people’s committee should direct local authorities and departments conduct self-assessment and evaluation to draw lessons from the incidence. The people’s committee has sent out directive documents to relevant authorities to seriously carry out decisions of the Standing people’s council. At the same time it has been suggested that the Bien Hoa city people’s committee should cooperate with the provincial Fatherland Front committee and other level of authorities to appoint dealers back to the Tan Hiep project pursuant to the solution approved by the Bien Hoa city people’s committee during the interactive discussion with Tan Hiep’s dealers on March 28th, 2012 in order to restore local security, punctually bring the project into business.
Through the summarization of ideas and complaints of voters prior to the 4th session, the people’s council perceive that there are concerns existing in localities, such as the urban planning, compensatory amount of money applied, natural resources and the environment, administrative procedures renovation…Those are reasonable concerns and also are foods for thoughts for members of the people’s council. These concerns are closely linked to the daily life of the people, whichs need immediate attention of those responsible in order to be settled in the future.
For those concerns and complaints, the Standing people’s council are responsible for collecting issues, inquiries of voters; transfer them to the President of the people’ committee, requesting for information from specialized departments to inform back to voters. Additionally, the Standing people’s council will pick out some outstanding issues to be included in the agenda of the provincial people’s council meeting to question relevant departments, ministries, provinces.
