Efficient aid for Ward Public Security

In 2008, under the direction of Bien Hoa People's Committee and pursuant to Government's Decree No. 38/CP on Board of Protected Population, Tan Bien Ward Police advised Tan Bien People's Committee to set up Board of Local Security including one board and  twelve groups of local security with 65 members in the localities.

After its establishment, Board of Tan Bien Ward’s Local Security is truly the core of the mass movement of national security in the locality. Board of Local Security actively coordinates with the agencies and organizations of the ward to propagate and mobilize people to observe Party’s guidelines and policies, policies and laws of the State and local regulations.

 Being close to the people, Board of Local Security could easily get access to the information from the citizens. Then, Board of Local Security has the insight into the security and social order in the neighborhood to propose competent authorities timely handle incidents in the area. For the 5 past years, the Board has provided the police with hundreds of sources of information; including over 300 valuable sources of information to help Ward Police investigate and clarify 80 criminal cases and hundreds of administrative violations. The Board has close coordination with Ward Public Security to handle 94 civil conflicts.

Local Security force of the ward actively coordinates with the Ward Public Security to conduct patrol in the area during rush hours, especially after 23:00 o’clock; checking accommodation, cafes, and motels; handling violations of unregistered accommodation under the law. After investigation, the Board detected, prevented and dissolved 197 violations of security and order in the locality, directly captured 73 criminal objects...

For the incident affecting the security and order, but not serious enough to be prosecuted criminal liability, the force coordinates actively with the Ward Public Security to make record of violation management. For the past 5 years, the force has coordinated closely with local police and the population groups to take part in managing, rehabilitating and educating 58 spoiled teenagers, releasing prisoners and drug addicted people.

Mr. Nguyen Anh Tuan, Chairman of Tan Bien People’s Committee, said although monthly allowance is limited, Local Security force makes effort to preserve security and order at the basic level and get ready to complete all tasks assigned by the ward People's Committee. Mr. Tuan said that at dawn of September 1^st, night patrol of the ward including ward’s Local Security force and Ward’s Public Security discovered two objects:  Nguyen Van Ky –(from Yen Bai province) and Huynh Van Duong (19 years old, from Bac Lieu province) carrying a bag walking down the street with a very suspicious look. After examining these objects, the patrol discovered some theft devices such as punches, wrench, screw turbine…Therefore, these objects were taken to Ward Public Security station. At the station, both confessed that they had been finding houses to break the lock and break into the house to steal properties. Ky also claimed other two objects: Nguyen Duy (33 years old, living in Tan Bien), Thuc Kim (unknown background) carried out the property theft and took away billions of VND at the construction site of the Nhon Trach Water Plant at dawn of July 31.

Lieutenant Colonel Ngo Van Yen, Chief of Tan Bien ward’s Public Security, said in the protection of the scene of the incident related to Security and Order, the force has been efficient in performing its responsibilities and obligations; meeting the requirements on examination work of the functional authorities. The  force coordinated with the Ward’s Public Security in hundreds of patrol shift, night guards and kicked out 30 spoiled young people from other areas, prevent hundreds of young people gathered to fight, seized lots of weapons and participated in arresting two wanted objects. When the area is on fire, the force is usually the first to participate in firefighting, maintaining order and preventing the bad guys to take advantage of theft and robbery.

With these results, Tan Bien Ward’s Public Security force’s achievement is highly appreciated by Party Committee and People’s Committee of Ward as well as receives love and trust from the people.
